STATE FORMATIONS IN THE MIDDLE
AGES IN THE TERRITORY OF SLOVENIA
Slavic Tribal and State Formations of the Early Middle Ages
The oldest Slavic political unit, which was founded in the eastern Alpine
region and also included a part of the present-day Slovenian territory (Podravje,
the
Drava
basin), was the Principality of the Carantanians. Their body politic
was
-
unlike the Roman state, which was organised on the territorial principle
of statehood
-
a gentile state. This was also the case with all other early Medieval
nations, based on the personal principle. The basic vehicle of the political, soci¬
al and legal life of the early Middle Ages was the nation or the tribe (gens). The
Carantanians were a Slavic-defined people who merged in the melting pot of
the new ethnic community, combining the aboriginal Romanic (romanised)
population of the Carinthian region, the new Slavic settlers, Croatians and Dud-
lebs, while the admixture of some Avar, Bulgarian and Germanic blood cannot
be ruled out. Their ethnogenesis was most likely concluded by the early 8th
century. Such early Medieval ethnic communities, i.e. a specific people, whose
identity is expressed by their gentile name, were unimaginable without some
kind of legal framework, no matter how rudimentary it may have been. In other
words, the existence of an ethnic community implied also the existence of a
political framework in which such a community existed. The Carantanians we¬
re ruled by a prince, who acceded to the office of ruler by a special enthrone¬
ment ceremony, which took place at the prince s stone. »According to verified
historical sources, the prince s stone is the oldest used and preserved symbol of
government in the entire eastern Alpine region.« It s significant feature of Ca-
rantania was that it was able to exist on a long-term basis. The tribal communi¬
ty, ruled by
Samo,
which is considered the oldest known Slavic state formation,
was unable to survive on a long-term basis. The rule of »the first Slavic king«
was institutionally insufficiently entrenched, and with the death of
Samo
in
about
660,
his »kingdom« also crumbled.
Unlike the Carantanians, the Slavs of the
Sava
basin, south of the Karavan-
ke mountain range, which belonged to the Avar kaganate throughout the 8th
century, were politically more loosely organised and without a specific ethnic
identity. From the Friulian perspective, Carniola was in the
mid-eth
century still
a region settled by a people collectively known as the Slavs. Only with the dow¬
nfall of the Avar state in the late 8th century did the ethnogenetic processes
become possible in that region. This brought about the emergence of the Slavic
people called the Carniolans. Thus at the turn of the 8th century, emerged the

tribal formation of Carniolans in the central part of present-day Slovenia, and
Carniola became, in addition to Carantania, the second Slavic gentile principa¬
lity of the eastern Alpine region. As the eastern neighbour of Friuli, it came
under the Franks rule during the Franko-Avar war. However, it kept its gentile
organisation, as is suggested by parallel political formations in the immediate
vicinity. As a client tribal principality, it enjoyed relative internal independence
and was included in the Friulian March. With the reform of
828,
however, Ca¬
rantania and Carniola lost their gentile status and internal independence.
At the end of the 8th century and in the early 9th century, the two Slavic
peoples were organised into two gentile states and existed simultaneously in
the river basins of the east Alpine rivers, the
Drava,
the
Mura
and the
Sava.
For this reason as well, we must bring into question the belief, deeply rooted
in the Slovenian historical consciousness, namely that Carantania was the
first Slovenian state and even the first state of Slovenians. It is even more
important to bring this belief into question because today s Slovenian (state¬
hood) territory was primarily associated with Carniola and not with Caranta¬
nia. But this is not crucial. Much more essential is the fact that we cannot
consider Carantania
-
or Carniola for that matter
-
as the first Slovenian state,
because Carantania was the body politic of Carantanians and not of Sloveni¬
ans! Carantanians simply were not Slovenians. If they were, they would not
call themselves Carantanians and would not be called that, not even by their
Bavarian and Lombards neighbours. The fact is that in the early Middle Ages,
the inhabitants of the present-day Carinthia and Slovenia had a different et¬
hnic identity than they do today. The Slovenian identity was simply one (the
last) of them. Carantanians were recognised as Slovenians
-
perhaps one co¬
uld say, made into Slovenians
-
only at the end of the 18th century, with the
national renaissance. At that time the national history was projected back to a
time when Slovenians, as an ethnic community, did not exist. And so the Slo¬
venians received a history of their own, a time that was the cradle of other
European nations as well. In reality, however, speaking of Slovenians in the
early Middle Ages is nothing but nationalising history retroactively, a met¬
hod, which of course is not peculiar to Slovenians. The intention is to create a
fictitious image of national history before it even began. The Slovenians of the
early Middle Ages
-
at a time when they were supposed to be enjoying their
most glorious history
-
are nothing but a mirage: Everyone sees them, every¬
one talks about them, but in fact they did not exist. The formation of Sloveni¬
ans as a separate ethnic community and particularly as a nation, in fact to a
large extent took place in the modern era, more precisely, from the end of the
18th century onwards. Tribal or state formations of the early Middle Ages
were ethnically defined, just as modern states are nationally defined. Howe¬
ver, the two are separated by centuries when state affiliation in the present-
day Slovenia and further afield, took the form of provincial affiliation. In tho-

times state affiliation was formed according to criteria that were not tribal
or national. The continuity between the ethnic-tribal state and the national
state can be, also from this viewpoint, only apparent and is nothing but a false
image that was fabricated when the nations and their states of the modern era
began to emerge.
Empire and Provinces as Political Forms of the High and Late
Middle Ages
The empire, originated from the East-Franconian State, which at the close of
the Middle Ages was given the name, Holy Roman Empire of German Nationa¬
lity (Sacrum
Romanům
imperium
nationis Germanicae), was the first political
entity in which most of the Slovenian territory was included in the form of
counties and duchies. After the establishment of provinces, which began tur¬
ning into states, however, the empire provided only a loose external political
framework. For the inhabitants of the Slovenian territory, the empire was im¬
portant in several ways. The feudal economic and social order was introduced
to the Slovenian territory within its framework. This was the order that for cen¬
turies determined Slovenian history; as well as various political, cultural, religi¬
ous and other events and processes that occurred within the empire, such as
the Reformation. Due to a unified state territory, these events exercised a gre¬
ater influence on the Slovenian region, and the single state framework also ope¬
ned up the possibility for Bavarian colonisation. This in turn brought about the
Germanisation
of a large part of the early Medieval Slavic territory between the
Danube and the
Drava.
On the other hand, the early drawing and stability of
the state border with Croatia meant that the political border also became the
ethnic border between Slovenians and Croatians. This is how the empire beca¬
me a factor in the Slovenian ethnogenesis.
According to a common, yet very simplified belief, this empire was a foreign
state in which Slovenians lived like lackeys
-
and miraculously survived
-
an
entire millennium. Thus even today this political entity is considered a national
state of the Germans. In fact,

Medieval empire was not a German national
state, but was primarily an attempt to restore the Roman empire. Thus the offi¬
cial title of the ruler was Roman Emperor and the title of German King was
never used. The emperors did not strive to unite only the German-speaking
population under their rule, but different peoples and regions of the Christian
Europe. And even when at the end of the 15th century, »of German Nationali¬
ty« was added to the name of the empire, this did not mean that it was limited to
German-speaking regions. It meant particularly that the empire was mainly li¬
mited to the region north of the Alps. Generally speaking, national affiliation
and national state are two mental categories of the modern world unknown in
the Middle Ages, and Medieval rulers never implemented some kind of
natío-

nal
policies in the present sense of the term. The attitude of this state towards
the Slovenian peasantry was basically the same as towards their Bavarian or
Czech counterparts. Slovenian origins and Slovenian language by themselves
did not carry negative connotations for an individual and were not the cause for
any official discrimination against him. But it is also true that they did not bring
any advantages or more successful integration into the multilingual community
of the empire in which German, due to objective reasons, predominated. For
pragmatic reasons, successful social integration was thus conditioned by lingu¬
istic adaptation. In other words, the misconception that Slovenians lived in a
foreign state simply means »measuring time in meters and cloth in degrees«. At
this level, this belief needlessly generates a historical inferiority complex
,
na¬
mely that Slovenians did not have a state of »their own«, which means no less
than their own national state. At this point, two things are being overlooked:
the (Medieval) empire was no one s national state, not even of the Germans; the
Slovenians, if we choose to use this term, existed in the Middle Ages only as a
linguistic community that became a national and particularly a political com¬
munity when the Holy Roman Empire of German Nationality had disappeared.
Since the late Medieval times, the province
-
and no longer the empire
-
provided the framework for the political, legal and military life and, since the
Reformation, also religious life. The provinces, to a large extend, emerged as
the expression of dynastic politics. They were built on foundations that were
independent of ethnic and linguistic affiliations of their inhabitants. For this
reason, the provinces of the Slovenian region were not ethnically homogene¬
ous. This was not only true of
Styria,
Carinthia and
Goriško,
but also of Carni-
ola where the Slovenians (Slovenian-speaking Carniolans) were in the majori¬
ty. For the same reason, the affiliation to a specific province
-
which was given
expression in the provincial consciousness, and can also be interpreted as
patriotical consciousness
-
was more important than ethnic affiliation. Histo¬
rically speaking, the province, which is today normally understood as a geo¬
graphic term, carries primarily statehood connotations. For this reason, it is
all the more understandable that the Slovenian nouns for »state«
(država)
and
for »province«
(dežela)
have the same etymological roots as the Slovenian verb
for »to hold«
(držati).
The emerging provinces have through a long historical
process, conditioned by specific situations in each case separately, the ener-
ging provinces assumed the state functions of the empire, until they were
themselves transformed into states, and their sovereignty was finally confir¬
med by the Westfald Peace in
1648.
This historical process can today be traced
to German as well as Austrian federalism. In our land, however, the downfall
of the Austro-Hungarian Monarchy in
1918
and the establishment of a natio¬
nal state meant the abolition of the historical provinces, even though the for¬
mer provincial consciousness has been preserved in the Slovenian conscious¬
ness as a regional sense of belonging.

STAATSGEBILDE IM MITTELALTER AUF
SLOWENISCHEM BODEN
Die slawischen Stammes-Staatsgebüde des frühen Mittelalters
Das älteste, im Ostalpenraum, dem auch ein Teil des heutigen Slowenien
(das Gebiet an der Drau) angehörte, entstandene slawische Staatsgebilde war
das Fürstentum der
Karantäner.
Im Gegensatz zur römischen, territorial orga¬
nisierten Staatlichkeit, war die Gemeinschaft der
Karantäner
gentil
geprägt
und war - wie bei anderen mittelalterlichen Völkern - auf dem Personalprin¬
zip aufgebaut. Der fundamentale Träger, innerhalb dessen im frühen Mitte¬
lalter in politischer, gesellschaftlicher und rechtlicher Hinsicht alles Leben
stattfand, war nämlich das Volk bzw. der Stamm
(gens). Die
Karantäner
wa¬
ren ein slawisch geprägtes Volk, das aus der romanischen (bzw. romanisier-
ten) Altsiedlerbevölkerung des Kärntner Raumes, den neu hinzugezogenen
Slawen, Kroaten und Dudleben zu einer neuen ethnischen Gemeischaft ver¬
schmolzen war, wobei auch Bruchstücke von Awaren, Bulgaren und Germa¬
nen nicht auszuschließen sind. Die Ethnogenesis wird wohl spätestens bis
zum Beginn des 8. Jahrhunderts abgeschlossen gewesen sein. Eine solche
frühmittelalterliche ethnische Gemeinschaft d.h. ein Volk, dessen Identität
in der Gentilbezeichnungzum Ausdruck kommt, ist allerdings ohne bestimm¬
te, wenn auch noch so rudimentäre Rechtsnormen nicht vorstellbar. Das be¬
deutet mit anderen Worten,
dass
die Existenz einer ethnischen Gemeinschaft
auch die Existenz eines politischen Rahmens bedeutet, innerhalb dessen eine
solche Gemeinschaft lebt. Da an der Spitze der
Karantäner
ein Fürst stand -
der in seine Macht und Stellung durch einen besonderen, am Fürstenstein,
»dem nach glaubwürdigen Geschichtsquellen ältesten verwendeten und er¬
haltenen Machtsymbol des gesamten Ostalpenraumes« stattfindenden Ritus
eingesetzt wurde - wird ihr Staatsgebilde als Fürstentum bezeichnet. Sein be¬
sonders wichtiges Merhkmal ist die Tatsache,
dass
es sich auf längere Sicht
etablieren konnte; das war dem Stammesverband von
Samo,
der als ältestes
bekanntes slawisches Staatsgebilde überhaupt gilt, nicht gelungen. Die Macht
des »ersten slawischen Königs« war institutionell zu schwach fundiert und
mit
Samos
Tod um das Jahr 660 war auch sein »Königreich« zerfallen.
Im Gegensatz zu den Karatanern waren die Slawen im Gebiet an der
Save
südlich der Karawanken, das noch das ganze 8. Jahrhundert hindurch dem awa-
rischen Kaganat angehörte, politisch schwächer organisiert und hatten noch
keine individuelle ethnische Identität: aus der friaulischen Perspektive war die
Carniola mitten im 8. Jahrhundert eine Landschaft, wo mit dem kollektiven
Stam-

mesnamen Slawen bezeichneten Menschen lebten. Erst durch den Niedergang
des awarischen Staates Ende des 8. Jahrhunderts wurden auch in diesem Raum
Ethnogenesisprozesse ermöglicht, die schließlich zur Entstehung des Volkes der
Carniolaner führten. Im Zentrum des heutigen slawischen Raumes bildete sich
so um die Wende des 8. und 9. Jahrhunderts das Stammesgebilde der Carniola¬
ner heraus und Carniola wurde neben Karantanien das zweite slawische Stam¬
mesfürstentum des Ostalpenraumes. Als unmittelbarer Ostnachbar der Friaul
geriet dieses Fürstentum im Laufe des fränkisch-awarischen Krieges unter frän¬
kische Obermacht. Wie aus Parallelen aus der unmittelbaren Nachbarschaft
hervorgeht, konnte dabei die eigene Stammesordnung beibehalten werden, als
Klientel-Stammesfürstentum war das Gebilde in die friaulische Militärgrenze
einbezogen. Spätesten mit der Reform von 828 haben dann Karantanien und
Carniola ihre Gentilordnung und innere Selbstständigkeit eingebüßt.
Ende des 8. und zu Beginn des 9. Jahrhunderts existierten also im Einzugs¬
gebiet der Ostalpenflüsse Drau,
Mur
und
Save
gleichzeitig zwei, in zwei genti-
len Staatsgebilden organisierte slawische Völker. Schon allein deshalb fraglich
ist die im slowenischen Geschichtsbewusstsein stark verankerte Vorstellung,
Karantanien sei der erste slowenische Staat gewesen, wenn nicht gar der erste
Staat der Slowenen. Und noch fragwürdiger wird diese Vorstellung, wenn man
bedenkt,
dass
in erster Linie Carniola und nicht Karantanien mit dem heutigen
slowenischen (staatlichen) Gebiet verbunden ist. Doch ist das nicht ausschlag¬
gebend. Viel wesentlicher ist die Tatsache,
dass
Karantanien - was in demsel¬
ben Maße auch für Carniola gut - nicht als erster slowenischer Staat betrachtet
werden kann,
dass
Karantanien ein Staatsgebilde der
Karantäner
und nicht der
Slowenen gewesen ist! Die
Karantäner
waren eben nicht Slowenen. Wären sie
es gewesen, hätten sie sich nicht selbst als
Karantäner
bezeichnet, sie wären
mit diesem Namen nicht auch von ihren bayerischen und langobardischen Nach¬
barn bezeichnet worden. Die Einwohner des heutigen Kärntner und sloweni¬
schen Raumes hatten im Frühmittelalter andere ethnische Identitäten als heute
und die slowenische ist nur eine (die letzte) darunter. Die
Karantäner
wurden
als Slowenen erkannt, um nicht zu sagen gemacht, erst seit dem Ende des 18. Ja¬
hrhunderts, als die nationale Geschichte in Zeitalter zurückprojiziert wurde, in
denen die Slowenen als ethnische Gemeinschaft noch überhaupt nicht existier¬
ten; damit bekamen die Slowenen eine eigene Geschichte in einer Zeit, die auch
von anderen europäischen Völkern als ihre Wiege betrachtet wurde. Wenn man
von Slowenen im Frühmittelalter spricht, bedeutet das in Wirklichkeit nichts
anderes als eine rückwirkende Nationalisierung der Geschichte, was allerdings
keine slowenische Erfindung ist. Es bedeutet die Schaffung eines imaginären
Bildes der nationalen Geschichte, bevor diese überhaupt begann. Die Slowenen
im Frühmittelalter, das heißt in einer Zeit, in der sie ihre glanzvollste Geschich¬
te haben sollen, sind eine
Fatamorgana:
alle sehen sie, alle sprechen von ihnen,
doch es hat sie überhaupt nicht gegeben. Die Herausbildung der Slowenen als

besonderer ethnischer Gemeinschaft und insbesondere als Volk ist nämlich weit¬
gehend eine Sache der Neuzeit und insbesondere der Zeit seit dem Ende des
18. Jahrhunderts. Die Stammes- bzw. Staatsgebilde des Frühmittelalters waren
ethnisch geprägt so wie moderne Staaten national geprägt sind. Doch liegen
dazwischen Jahrhunderte, in denen sich die Staatszugehörigkeit - im sloweni¬
schen Raum und breiter in erster Linie als Landeszugehörigkeit manifestiert -
nach anderen Kriterien, nicht den Stammes- und nationalen Kriterien heraus¬
gebildet hat. Eine Kontinuität zwischen dem ethnischen Stammesstaat und dem
Nationalstaat kann folglich auch von diesem Gesichtspunkt aus nur scheinbar
und ein in der Zeit der Herausbildung der zeitgenössischen Völker und ihrer
Staaten entstandenes
Konstrukt
sein.
Kaiserreich und Länder als Staatsgebilde des Hoch- und
Spätmittelalters
Das aus dem ostfränkischen Staat hervorgegangene und Ende des Mittelal¬
ters als Heiliges Römisches Reich deutscher Nation
(Sacrum
Romanům
imperi¬
um
nationis Germanicae) benannte Kaiserreich war anfangs ein unmittelbarer
Staatsrahmen, in den in der Form von Markgrafschaften und Herzogtümern
der Großteil des slowenischen Gebietes eingebunden war. Nach der Errichtung
der Länder, die sich zu Staaten weiterentwickelten, bildete das Kaiserreich al¬
lerdings nur noch einen sehr lockeren, äußeren Staatsrahmen. Für die Einwoh¬
ner des slowenische Gebietes war das Kaiserreich in mehreren Hinsichten be¬
deutend: in seinem Rahmen etablierte sich auf slowenischem Boden die feuda¬
le Wirtschafts- und Gesellschaftsordnung, welche die slowenische Geschichte
jahrhundertelang geprägt hat; verschiedene, innerhalb des Kaiserreiches statt¬
findende politische, kulturelle, religiöse und andere Ereignisse und Vorgänge -
z.B. der Investiturkampf oder insbesondere die Reformation - hatte wegen der
Einheitlichkeit des Staatsterritoriums größeren Einfluss auf das Geschehen im
slowenischen Raum usw. Nicht zuletzt wurde durch den einheitlichen Staats¬
rahmen auch die Möglichkeit für die bayerische Kolonisierung geschaffen, de¬
ren Folge die Germanisierung eines großen Teil des frühmittelalterlich slawi¬
schen Siedlungsraumes zwischen der Donau und Drau gewesen ist. Andererse¬
its entwickelte sich durch die frühe Ausgestaltung und Stabilität der Grenze zu
Kroatien daraus auch die ethnische Grenze zwischen Slowenen und Kroaten.
In dieser Weise wurde das Kaiserreich zum Faktor in der slowenischen Ethno-
genesis.
Nach den verbreiteten, doch äußerst vereinfachten Vorstellungen sei dieses
Kaiserreich ein fremder Staat gewesen, in dem die Slowenen ein volles Jahrtau¬
send lang als Knechte gelebt - und auf wundersame Weise - überlebt haben.
Damit wird diesem Staatsgebilde noch heute der Charakter eines Nationalsta¬
ates der Deutschon zugeschrieben. Aber in Wirklichkeit war das mittelalterli-

ehe Kaiserreich keineswegs ein deutscher Nationalstaat, sein Anspruch war,
ein erneuertes Römisches Reich zu sein. Deshalb war auch der offizielle Titel
der Herrscher »Kaiser der Römer«, ein Titel »deutscher König« wurde nie ver¬
wendet; unter dem Zepter sollte nicht nur die deutschsprachige Bevölkerung
vereint werden, sondern verschiedene Völker und Gegenden des christlichen
Europas. Aber auch als das Kaiserreich Ende des 15. Jahrhundert doch das At¬
tribut »deutscher Nation« erhielt, bedeutete das nicht,
dass
es sich nur auf deu¬
tschsprachige Gebiete beschränken wollte, sondern
dass
es sich vornehmlich
auf das Gebiet nördlich der Alpen beschränkte. Übrigens sind die Volkszu¬
gehörigkeit und der Nationalstaat Gedankengebilde der modernen Welt, die
dem Mittelalter unbekannt waren. Mittelalterliche Herrscher haben eine natio¬
nale Politik im heutigen Sinne nie betrieben. Die Einstellung dieses Staates ge¬
genüber dem slowenischen Bauern war im Grunde genommen gleich wie ge¬
genüber seinem bayerischen oder tschechischen Genossen. Die slowenische
Abstammung und die slowenische Sprache des Einzelnen hatten an sich kein
negatives Gepräge, sie wurden rechtlich nicht benachteiligt. Andererseits stell¬
ten sie aber auch keinen Vorteil dar und die erfolgreiche Integration in die mehr¬
sprachige Gemeinschaft des Kaiserreichs, in dem aus objektiven Gründen die
deutsche Sprache vorherrschte, wurde aus pragmatischen Gründen durch die
sprachliche Anpassung bedingt. Die vereinfachte - und deshalb falsche - An¬
sicht,
dass
in einem solchen Kaiserreich die Slowenen in einem fremden Staat
gelebt hätten, »misst die Zeit mit Ellen und die Leinwand mit Graden« und
generiert auch auf dieser Ebene ganz unnötigerweise einen Komplex der ge¬
schichtlichen Minderwertigkeit, die Slowenen hätten keinen »eigenen« Staat
gehabt, womit einfach ein eigener Nationalstaat gemeint ist. Dabei werden zwei
Dinge übersehen:
dass
das (mittelalterliche) Kaiserreich für niemand ein Natio¬
nalstaat gewesen ist, auch nicht für die Deutschen, und
dass
die Slowenen,
wenn wir diese Benennung schon für das Mittelalter verwenden, damals als
Sprachgemeinschaft existierten, die sich zu einer nationalen und insbesondere
politischen Gemeinschaft erst in einer Zeit herausgebildet haben, als es des
Heilige Römische Reich deutscher Nation überhaupt nicht mehr gegeben hat.
Seit dem Spätmittelalter stellte das Land - und nicht mehr das Kaiserreich-
jenen Rahmen dar, innerhalb dessen das Leben der Menschen in politischem,
rechtlichem, militärischem und seit der Reformation auch religiösem Sinne statt¬
fand. Da die Länder vornehmlich als Ausdruck der dynastischen Politik ent¬
standen, entwickelten sie sich aus von der ethnisch-sprachlichen Zugehörigke¬
it ihrer Einwohner unabhängigen Grundlagen. Deshalb waren die Länder im
slowenischen Raum ethnisch nicht homogen, was nicht nur für Steiermark,
Kärn¬
ten
und Görz gilt, sondern auch für
Krain,
wo die Slowenen (slowenischspra¬
chige Krainer) zwar in der Mehrheit waren. Aus demselben Grunde war für den
damaligen Menschen die im Landesbewusstsein, das auch als Heimatbewusat-
stein aufgefasst werden kann, zum Ausdruck kommende Landeszugehörigkeit

wichtiger als die ethnische. Das heute vornehmlich als geographischer Begriff
aufgefasste Land hat als Geschichtskategorie in erster Linie ein staatlichrechtli¬
ches Gepräge. Es ist deshalb umso verständlicher,
dass
im Slowenischen die
Hauptwörter
država
(Staat) und
dežela
(Land) etymologisch dieselbe Wurzel ha¬
ben, das Verb
držati
(halten). Die sich herausbildenden Länder haben im lan¬
gen, durch die konkreten und spezifischen Verhältnisse jedes Falles geprägten
geschichtlichen Prozess die Staatsfunktionen des Kaiserreichs übernommen,
bis sie sich selbst als Staaten formierten, deren Souveränität mit dem Westfäli¬
schen Frieden im Jahre 1648 bestätigt wurde. Eine Folge dieses Prozesses ist
heute sowohl der deutsche als auch österreichische Föderalismus, während bei
uns der Zerfall der Donaumonarchie im Jahre 1918 und die Herausbildung des
Nationalstaates die Aufhebung der historischen Länder mit sich brachte, ob¬
wohl bei den Slowenen das ehemalige Landesbewusstsein wohl erhalten gebli¬
eben ist nunmehr als Regionalbewusstsein.

STATE FORMATIONS IN THE MIDDLE
AGES IN THE TERRITORY OF SLOVENIA
Slavic Tribal and State Formations of the Early Middle Ages
The oldest Slavic political unit, which was founded in the eastern Alpine
region and also included a part of the present-day Slovenian territory (Podravje,
the
Drava
basin), was the Principality of the Carantanians. Their body politic
was
-
unlike the Roman state, which was organised on the territorial principle
of statehood
-
a gentile state. This was also the case with all other early Medieval
nations, based on the personal principle. The basic vehicle of the political, soci¬
al and legal life of the early Middle Ages was the nation or the tribe (gens). The
Carantanians were a Slavic-defined people who merged in the melting pot of
the new ethnic community, combining the aboriginal Romanic (romanised)
population of the Carinthian region, the new Slavic settlers, Croatians and Dud-
lebs, while the admixture of some Avar, Bulgarian and Germanic blood cannot
be ruled out. Their ethnogenesis was most likely concluded by the early 8th
century. Such early Medieval ethnic communities, i.e. a specific people, whose
identity is expressed by their gentile name, were unimaginable without some
kind of legal framework, no matter how rudimentary it may have been. In other
words, the existence of an ethnic community implied also the existence of a
political framework in which such a community existed. The Carantanians we¬
re ruled by a prince, who acceded to the office of ruler by a special enthrone¬
ment ceremony, which took place at the prince's stone. »According to verified
historical sources, the prince's stone is the oldest used and preserved symbol of
government in the entire eastern Alpine region.« It's significant feature of Ca-
rantania was that it was able to exist on a long-term basis. The tribal communi¬
ty, ruled by
Samo,
which is considered the oldest known Slavic state formation,
was unable to survive on a long-term basis. The rule of »the first Slavic king«
was institutionally insufficiently entrenched, and with the death of
Samo
in
about
660,
his »kingdom« also crumbled.
Unlike the Carantanians, the Slavs of the
Sava
basin, south of the Karavan-
ke mountain range, which belonged to the Avar kaganate throughout the 8th
century, were politically more loosely organised and without a specific ethnic
identity. From the Friulian perspective, Carniola was in the
mid-eth
century still
a region settled by a people collectively known as the Slavs. Only with the dow¬
nfall of the Avar state in the late 8th century did the ethnogenetic processes
become possible in that region. This brought about the emergence of the Slavic
people called the Carniolans. Thus at the turn of the 8th century, emerged the

tribal formation of Carniolans in the central part of present-day Slovenia, and
Carniola became, in addition to Carantania, the second Slavic gentile principa¬
lity of the eastern Alpine region. As the eastern neighbour of Friuli, it came
under the Franks rule during the Franko-Avar war. However, it kept its gentile
organisation, as is suggested by parallel political formations in the immediate
vicinity. As a client tribal principality, it enjoyed relative internal independence
and was included in the Friulian March. With the reform of
828,
however, Ca¬
rantania and Carniola lost their gentile status and internal independence.
At the end of the 8th century and in the early 9th century, the two Slavic
peoples were organised into two gentile states and existed simultaneously in
the river basins of the east Alpine rivers, the
Drava,
the
Mura
and the
Sava.
For this reason as well, we must bring into question the belief, deeply rooted
in the Slovenian historical consciousness, namely that Carantania was the
first Slovenian state and even the first state of Slovenians. It is even more
important to bring this belief into question because today's Slovenian (state¬
hood) territory was primarily associated with Carniola and not with Caranta¬
nia. But this is not crucial. Much more essential is the fact that we cannot
consider Carantania
-
or Carniola for that matter
-
as the first Slovenian state,
because Carantania was the body politic of Carantanians and not of Sloveni¬
ans! Carantanians simply were not Slovenians. If they were, they would not
call themselves Carantanians and would not be called that, not even by their
Bavarian and Lombards neighbours. The fact is that in the early Middle Ages,
the inhabitants of the present-day Carinthia and Slovenia had a different et¬
hnic identity than they do today. The Slovenian identity was simply one (the
last) of them. Carantanians were recognised as Slovenians
-
perhaps one co¬
uld say, made into Slovenians
-
only at the end of the 18th century, with the
national renaissance. At that time the national history was projected back to a
time when Slovenians, as an ethnic community, did not exist. And so the Slo¬
venians received a history of their own, a time that was the cradle of other
European nations as well. In reality, however, speaking of Slovenians in the
early Middle Ages is nothing but nationalising history retroactively, a met¬
hod, which of course is not peculiar to Slovenians. The intention is to create a
fictitious image of national history before it even began. The Slovenians of the
early Middle Ages
-
at a time when they were supposed to be enjoying their
most glorious history
-
are nothing but a mirage: Everyone sees them, every¬
one talks about them, but in fact they did not exist. The formation of Sloveni¬
ans as a separate ethnic community and particularly as a nation, in fact to a
large extent took place in the modern era, more precisely, from the end of the
18th century onwards. Tribal or state formations of the early Middle Ages
were ethnically defined, just as modern states are nationally defined. Howe¬
ver, the two are separated by centuries when state affiliation in the present-
day Slovenia and further afield, took the form of provincial affiliation. In tho-

times state affiliation was formed according to criteria that were not tribal
or national. The continuity between the ethnic-tribal state and the national
state can be, also from this viewpoint, only apparent and is nothing but a false
image that was fabricated when the nations and their states of the modern era
began to emerge.
Empire and Provinces as Political Forms of the High and Late
Middle Ages
The empire, originated from the East-Franconian State, which at the close of
the Middle Ages was given the name, Holy Roman Empire of German Nationa¬
lity (Sacrum
Romanům
imperium
nationis Germanicae), was the first political
entity in which most of the Slovenian territory was included in the form of
counties and duchies. After the establishment of provinces, which began tur¬
ning into states, however, the empire provided only a loose external political
framework. For the inhabitants of the Slovenian territory, the empire was im¬
portant in several ways. The feudal economic and social order was introduced
to the Slovenian territory within its framework. This was the order that for cen¬
turies determined Slovenian history; as well as various political, cultural, religi¬
ous and other events and processes that occurred within the empire, such as
the Reformation. Due to a unified state territory, these events exercised a gre¬
ater influence on the Slovenian region, and the single state framework also ope¬
ned up the possibility for Bavarian colonisation. This in turn brought about the
Germanisation
of a large part of the early Medieval Slavic territory between the
Danube and the
Drava.
On the other hand, the early drawing and stability of
the state border with Croatia meant that the political border also became the
ethnic border between Slovenians and Croatians. This is how the empire beca¬
me a factor in the Slovenian ethnogenesis.
According to a common, yet very simplified belief, this empire was a foreign
state in which Slovenians lived like lackeys
-
and miraculously survived
-
an
entire millennium. Thus even today this political entity is considered a national
state of the Germans. In fact,

Medieval empire was not a German national
state, but was primarily an attempt to restore the Roman empire. Thus the offi¬
cial title of the ruler was Roman Emperor and the title of German King was
never used. The emperors did not strive to unite only the German-speaking
population under their rule, but different peoples and regions of the Christian
Europe. And even when at the end of the 15th century, »of German Nationali¬
ty« was added to the name of the empire, this did not mean that it was limited to
German-speaking regions. It meant particularly that the empire was mainly li¬
mited to the region north of the Alps. Generally speaking, national affiliation
and national state are two mental categories of the modern world unknown in
the Middle Ages, and Medieval rulers never implemented some kind of
natío-

nal
policies in the present sense of the term. The attitude of this state towards
the Slovenian peasantry was basically the same as towards their Bavarian or
Czech counterparts. Slovenian origins and Slovenian language by themselves
did not carry negative connotations for an individual and were not the cause for
any official discrimination against him. But it is also true that they did not bring
any advantages or more successful integration into the multilingual community
of the empire in which German, due to objective reasons, predominated. For
pragmatic reasons, successful social integration was thus conditioned by lingu¬
istic adaptation. In other words, the misconception that Slovenians lived in a
foreign state simply means »measuring time in meters and cloth in degrees«. At
this level, this belief needlessly generates a historical inferiority complex
,
na¬
mely that Slovenians did not have a state of »their own«, which means no less
than their own national state. At this point, two things are being overlooked:
the (Medieval) empire was no one's national state, not even of the Germans; the
Slovenians, if we choose to use this term, existed in the Middle Ages only as a
linguistic community that became a national and particularly a political com¬
munity when the Holy Roman Empire of German Nationality had disappeared.
Since the late Medieval times, the province
-
and no longer the empire
-
provided the framework for the political, legal and military life and, since the
Reformation, also religious life. The provinces, to a large extend, emerged as
the expression of dynastic politics. They were built on foundations that were
independent of ethnic and linguistic affiliations of their inhabitants. For this
reason, the provinces of the Slovenian region were not ethnically homogene¬
ous. This was not only true of
Styria,
Carinthia and
Goriško,
but also of Carni-
ola where the Slovenians (Slovenian-speaking Carniolans) were in the majori¬
ty. For the same reason, the affiliation to a specific province
-
which was given
expression in the provincial consciousness, and can also be interpreted as
patriotical consciousness
-
was more important than ethnic affiliation. Histo¬
rically speaking, the province, which is today normally understood as a geo¬
graphic term, carries primarily statehood connotations. For this reason, it is
all the more understandable that the Slovenian nouns for »state«
(država)
and
for »province«
(dežela)
have the same etymological roots as the Slovenian verb
for »to hold«
(držati).
The emerging provinces have through a long historical
process, conditioned by specific situations in each case separately, the ener-
ging provinces assumed the state functions of the empire, until they were
themselves transformed into states, and their sovereignty was finally confir¬
med by the Westfald Peace in
1648.
This historical process can today be traced
to German as well as Austrian federalism. In our land, however, the downfall
of the Austro-Hungarian Monarchy in
1918
and the establishment of a natio¬
nal state meant the abolition of the historical provinces, even though the for¬
mer provincial consciousness has been preserved in the Slovenian conscious¬
ness as a regional sense of belonging.

STAATSGEBILDE IM MITTELALTER AUF
SLOWENISCHEM BODEN
Die slawischen Stammes-Staatsgebüde des frühen Mittelalters
Das älteste, im Ostalpenraum, dem auch ein Teil des heutigen Slowenien
(das Gebiet an der Drau) angehörte, entstandene slawische Staatsgebilde war
das Fürstentum der
Karantäner.
Im Gegensatz zur römischen, territorial orga¬
nisierten Staatlichkeit, war die Gemeinschaft der
Karantäner
gentil
geprägt
und war - wie bei anderen mittelalterlichen Völkern - auf dem Personalprin¬
zip aufgebaut. Der fundamentale Träger, innerhalb dessen im frühen Mitte¬
lalter in politischer, gesellschaftlicher und rechtlicher Hinsicht alles Leben
stattfand, war nämlich das Volk bzw. der Stamm
(gens). Die
Karantäner
wa¬
ren ein slawisch geprägtes Volk, das aus der romanischen (bzw. romanisier-
ten) Altsiedlerbevölkerung des Kärntner Raumes, den neu hinzugezogenen
Slawen, Kroaten und Dudleben zu einer neuen ethnischen Gemeischaft ver¬
schmolzen war, wobei auch Bruchstücke von Awaren, Bulgaren und Germa¬
nen nicht auszuschließen sind. Die Ethnogenesis wird wohl spätestens bis
zum Beginn des 8. Jahrhunderts abgeschlossen gewesen sein. Eine solche
frühmittelalterliche ethnische Gemeinschaft d.h. ein Volk, dessen Identität
in der Gentilbezeichnungzum Ausdruck kommt, ist allerdings ohne bestimm¬
te, wenn auch noch so rudimentäre Rechtsnormen nicht vorstellbar. Das be¬
deutet mit anderen Worten,
dass
die Existenz einer ethnischen Gemeinschaft
auch die Existenz eines politischen Rahmens bedeutet, innerhalb dessen eine
solche Gemeinschaft lebt. Da an der Spitze der
Karantäner
ein Fürst stand -
der in seine Macht und Stellung durch einen besonderen, am Fürstenstein,
»dem nach glaubwürdigen Geschichtsquellen ältesten verwendeten und er¬
haltenen Machtsymbol des gesamten Ostalpenraumes« stattfindenden Ritus
eingesetzt wurde - wird ihr Staatsgebilde als Fürstentum bezeichnet. Sein be¬
sonders wichtiges Merhkmal ist die Tatsache,
dass
es sich auf längere Sicht
etablieren konnte; das war dem Stammesverband von
Samo,
der als ältestes
bekanntes slawisches Staatsgebilde überhaupt gilt, nicht gelungen. Die Macht
des »ersten slawischen Königs« war institutionell zu schwach fundiert und
mit
Samos
Tod um das Jahr 660 war auch sein »Königreich« zerfallen.
Im Gegensatz zu den Karatanern waren die Slawen im Gebiet an der
Save
südlich der Karawanken, das noch das ganze 8. Jahrhundert hindurch dem awa-
rischen Kaganat angehörte, politisch schwächer organisiert und hatten noch
keine individuelle ethnische Identität: aus der friaulischen Perspektive war die
Carniola mitten im 8. Jahrhundert eine Landschaft, wo mit dem kollektiven
Stam-

mesnamen Slawen bezeichneten Menschen lebten. Erst durch den Niedergang
des awarischen Staates Ende des 8. Jahrhunderts wurden auch in diesem Raum
Ethnogenesisprozesse ermöglicht, die schließlich zur Entstehung des Volkes der
Carniolaner führten. Im Zentrum des heutigen slawischen Raumes bildete sich
so um die Wende des 8. und 9. Jahrhunderts das Stammesgebilde der Carniola¬
ner heraus und Carniola wurde neben Karantanien das zweite slawische Stam¬
mesfürstentum des Ostalpenraumes. Als unmittelbarer Ostnachbar der Friaul
geriet dieses Fürstentum im Laufe des fränkisch-awarischen Krieges unter frän¬
kische Obermacht. Wie aus Parallelen aus der unmittelbaren Nachbarschaft
hervorgeht, konnte dabei die eigene Stammesordnung beibehalten werden, als
Klientel-Stammesfürstentum war das Gebilde in die friaulische Militärgrenze
einbezogen. Spätesten mit der Reform von 828 haben dann Karantanien und
Carniola ihre Gentilordnung und innere Selbstständigkeit eingebüßt.
Ende des 8. und zu Beginn des 9. Jahrhunderts existierten also im Einzugs¬
gebiet der Ostalpenflüsse Drau,
Mur
und
Save
gleichzeitig zwei, in zwei genti-
len Staatsgebilden organisierte slawische Völker. Schon allein deshalb fraglich
ist die im slowenischen Geschichtsbewusstsein stark verankerte Vorstellung,
Karantanien sei der erste slowenische Staat gewesen, wenn nicht gar der erste
Staat der Slowenen. Und noch fragwürdiger wird diese Vorstellung, wenn man
bedenkt,
dass
in erster Linie Carniola und nicht Karantanien mit dem heutigen
slowenischen (staatlichen) Gebiet verbunden ist. Doch ist das nicht ausschlag¬
gebend. Viel wesentlicher ist die Tatsache,
dass
Karantanien - was in demsel¬
ben Maße auch für Carniola gut - nicht als erster slowenischer Staat betrachtet
werden kann,
dass
Karantanien ein Staatsgebilde der
Karantäner
und nicht der
Slowenen gewesen ist! Die
Karantäner
waren eben nicht Slowenen. Wären sie
es gewesen, hätten sie sich nicht selbst als
Karantäner
bezeichnet, sie wären
mit diesem Namen nicht auch von ihren bayerischen und langobardischen Nach¬
barn bezeichnet worden. Die Einwohner des heutigen Kärntner und sloweni¬
schen Raumes hatten im Frühmittelalter andere ethnische Identitäten als heute
und die slowenische ist nur eine (die letzte) darunter. Die
Karantäner
wurden
als Slowenen erkannt, um nicht zu sagen gemacht, erst seit dem Ende des 18. Ja¬
hrhunderts, als die nationale Geschichte in Zeitalter zurückprojiziert wurde, in
denen die Slowenen als ethnische Gemeinschaft noch überhaupt nicht existier¬
ten; damit bekamen die Slowenen eine eigene Geschichte in einer Zeit, die auch
von anderen europäischen Völkern als ihre Wiege betrachtet wurde. Wenn man
von Slowenen im Frühmittelalter spricht, bedeutet das in Wirklichkeit nichts
anderes als eine rückwirkende Nationalisierung der Geschichte, was allerdings
keine slowenische Erfindung ist. Es bedeutet die Schaffung eines imaginären
Bildes der nationalen Geschichte, bevor diese überhaupt begann. Die Slowenen
im Frühmittelalter, das heißt in einer Zeit, in der sie ihre glanzvollste Geschich¬
te haben sollen, sind eine
Fatamorgana:
alle sehen sie, alle sprechen von ihnen,
doch es hat sie überhaupt nicht gegeben. Die Herausbildung der Slowenen als

besonderer ethnischer Gemeinschaft und insbesondere als Volk ist nämlich weit¬
gehend eine Sache der Neuzeit und insbesondere der Zeit seit dem Ende des
18. Jahrhunderts. Die Stammes- bzw. Staatsgebilde des Frühmittelalters waren
ethnisch geprägt so wie moderne Staaten national geprägt sind. Doch liegen
dazwischen Jahrhunderte, in denen sich die Staatszugehörigkeit - im sloweni¬
schen Raum und breiter in erster Linie als Landeszugehörigkeit manifestiert -
nach anderen Kriterien, nicht den Stammes- und nationalen Kriterien heraus¬
gebildet hat. Eine Kontinuität zwischen dem ethnischen Stammesstaat und dem
Nationalstaat kann folglich auch von diesem Gesichtspunkt aus nur scheinbar
und ein in der Zeit der Herausbildung der zeitgenössischen Völker und ihrer
Staaten entstandenes
Konstrukt
sein.
Kaiserreich und Länder als Staatsgebilde des Hoch- und
Spätmittelalters
Das aus dem ostfränkischen Staat hervorgegangene und Ende des Mittelal¬
ters als Heiliges Römisches Reich deutscher Nation
(Sacrum
Romanům
imperi¬
um
nationis Germanicae) benannte Kaiserreich war anfangs ein unmittelbarer
Staatsrahmen, in den in der Form von Markgrafschaften und Herzogtümern
der Großteil des slowenischen Gebietes eingebunden war. Nach der Errichtung
der Länder, die sich zu Staaten weiterentwickelten, bildete das Kaiserreich al¬
lerdings nur noch einen sehr lockeren, äußeren Staatsrahmen. Für die Einwoh¬
ner des slowenische Gebietes war das Kaiserreich in mehreren Hinsichten be¬
deutend: in seinem Rahmen etablierte sich auf slowenischem Boden die feuda¬
le Wirtschafts- und Gesellschaftsordnung, welche die slowenische Geschichte
jahrhundertelang geprägt hat; verschiedene, innerhalb des Kaiserreiches statt¬
findende politische, kulturelle, religiöse und andere Ereignisse und Vorgänge -
z.B. der Investiturkampf oder insbesondere die Reformation - hatte wegen der
Einheitlichkeit des Staatsterritoriums größeren Einfluss auf das Geschehen im
slowenischen Raum usw. Nicht zuletzt wurde durch den einheitlichen Staats¬
rahmen auch die Möglichkeit für die bayerische Kolonisierung geschaffen, de¬
ren Folge die Germanisierung eines großen Teil des frühmittelalterlich slawi¬
schen Siedlungsraumes zwischen der Donau und Drau gewesen ist. Andererse¬
its entwickelte sich durch die frühe Ausgestaltung und Stabilität der Grenze zu
Kroatien daraus auch die ethnische Grenze zwischen Slowenen und Kroaten.
In dieser Weise wurde das Kaiserreich zum Faktor in der slowenischen Ethno-
genesis.
Nach den verbreiteten, doch äußerst vereinfachten Vorstellungen sei dieses
Kaiserreich ein fremder Staat gewesen, in dem die Slowenen ein volles Jahrtau¬
send lang als Knechte gelebt - und auf wundersame Weise - überlebt haben.
Damit wird diesem Staatsgebilde noch heute der Charakter eines Nationalsta¬
ates der Deutschon zugeschrieben. Aber in Wirklichkeit war das mittelalterli-

ehe Kaiserreich keineswegs ein deutscher Nationalstaat, sein Anspruch war,
ein erneuertes Römisches Reich zu sein. Deshalb war auch der offizielle Titel
der Herrscher »Kaiser der Römer«, ein Titel »deutscher König« wurde nie ver¬
wendet; unter dem Zepter sollte nicht nur die deutschsprachige Bevölkerung
vereint werden, sondern verschiedene Völker und Gegenden des christlichen
Europas. Aber auch als das Kaiserreich Ende des 15. Jahrhundert doch das At¬
tribut »deutscher Nation« erhielt, bedeutete das nicht,
dass
es sich nur auf deu¬
tschsprachige Gebiete beschränken wollte, sondern
dass
es sich vornehmlich
auf das Gebiet nördlich der Alpen beschränkte. Übrigens sind die Volkszu¬
gehörigkeit und der Nationalstaat Gedankengebilde der modernen Welt, die
dem Mittelalter unbekannt waren. Mittelalterliche Herrscher haben eine natio¬
nale Politik im heutigen Sinne nie betrieben. Die Einstellung dieses Staates ge¬
genüber dem slowenischen Bauern war im Grunde genommen gleich wie ge¬
genüber seinem bayerischen oder tschechischen Genossen. Die slowenische
Abstammung und die slowenische Sprache des Einzelnen hatten an sich kein
negatives Gepräge, sie wurden rechtlich nicht benachteiligt. Andererseits stell¬
ten sie aber auch keinen Vorteil dar und die erfolgreiche Integration in die mehr¬
sprachige Gemeinschaft des Kaiserreichs, in dem aus objektiven Gründen die
deutsche Sprache vorherrschte, wurde aus pragmatischen Gründen durch die
sprachliche Anpassung bedingt. Die vereinfachte - und deshalb falsche - An¬
sicht,
dass
in einem solchen Kaiserreich die Slowenen in einem fremden Staat
gelebt hätten, »misst die Zeit mit Ellen und die Leinwand mit Graden« und
generiert auch auf dieser Ebene ganz unnötigerweise einen Komplex der ge¬
schichtlichen Minderwertigkeit, die Slowenen hätten keinen »eigenen« Staat
gehabt, womit einfach ein eigener Nationalstaat gemeint ist. Dabei werden zwei
Dinge übersehen:
dass
das (mittelalterliche) Kaiserreich für niemand ein Natio¬
nalstaat gewesen ist, auch nicht für die Deutschen, und
dass
die Slowenen,
wenn wir diese Benennung schon für das Mittelalter verwenden, damals als
Sprachgemeinschaft existierten, die sich zu einer nationalen und insbesondere
politischen Gemeinschaft erst in einer Zeit herausgebildet haben, als es des
Heilige Römische Reich deutscher Nation überhaupt nicht mehr gegeben hat.
Seit dem Spätmittelalter stellte das Land - und nicht mehr das Kaiserreich-
jenen Rahmen dar, innerhalb dessen das Leben der Menschen in politischem,
rechtlichem, militärischem und seit der Reformation auch religiösem Sinne statt¬
fand. Da die Länder vornehmlich als Ausdruck der dynastischen Politik ent¬
standen, entwickelten sie sich aus von der ethnisch-sprachlichen Zugehörigke¬
it ihrer Einwohner unabhängigen Grundlagen. Deshalb waren die Länder im
slowenischen Raum ethnisch nicht homogen, was nicht nur für Steiermark,
Kärn¬
ten
und Görz gilt, sondern auch für
Krain,
wo die Slowenen (slowenischspra¬
chige Krainer) zwar in der Mehrheit waren. Aus demselben Grunde war für den
damaligen Menschen die im Landesbewusstsein, das auch als Heimatbewusat-
stein aufgefasst werden kann, zum Ausdruck kommende Landeszugehörigkeit

wichtiger als die ethnische. Das heute vornehmlich als geographischer Begriff
aufgefasste Land hat als Geschichtskategorie in erster Linie ein staatlichrechtli¬
ches Gepräge. Es ist deshalb umso verständlicher,
dass
im Slowenischen die
Hauptwörter
država
(Staat) und
dežela
(Land) etymologisch dieselbe Wurzel ha¬
ben, das Verb
držati
(halten). Die sich herausbildenden Länder haben im lan¬
gen, durch die konkreten und spezifischen Verhältnisse jedes Falles geprägten
geschichtlichen Prozess die Staatsfunktionen des Kaiserreichs übernommen,
bis sie sich selbst als Staaten formierten, deren Souveränität mit dem Westfäli¬
schen Frieden im Jahre 1648 bestätigt wurde. Eine Folge dieses Prozesses ist
heute sowohl der deutsche als auch österreichische Föderalismus, während bei
uns der Zerfall der Donaumonarchie im Jahre 1918 und die Herausbildung des
Nationalstaates die Aufhebung der historischen Länder mit sich brachte, ob¬
wohl bei den Slowenen das ehemalige Landesbewusstsein wohl erhalten gebli¬
eben ist nunmehr als Regionalbewusstsein. |
