This volume gathers in one place all available war plans and their summaries
of one of the most loyal members of the Warsaw Pact, the communist Czecho¬
slovakia from the early
1950s
to the demise of the Eastern bloc in the late
1980s.
Thanks to the initiative of the Parallel History Project on Cooperative
Security and the generous declassification policy of the Czech Ministry of De¬
fence, more information is available about Czechoslovakia s war planning
during the cold war than about any other country within the Soviet bloc, par¬
ticularly the Soviet Union itself. The Czechoslovak documents differ from
similar documents that have so far filtered out from other Eastern European
archives in that they contain not only designs for Warsaw Pact manoeuvres
but also detailed plans as well as their summaries in the event of a military
conflict in Europe.
This book has several basic components. One of them is fourteen previous¬
ly top secret documents from the Central Military Archive in Prague. With the
exception of the
1964
war plan (Document No.
6),
they have never been pub¬
lished before. Documents No.
1-3
summarize war plans worked out in the
Czechoslovak command from
1950—1953.
Among other things, they appear to
confirm that whatever Stalin s intentions were, war planning in Eastern Eu¬
rope remained of basically defensive nature. The incorporation of nuclear wea¬
pons in Eastern military planning and the transformation of Soviet military
planning towards offensive thinking are reflected in documents No.
4-6.
They
also demonstrate how great an impact the Berlin Crisis of
1958-1962
had on
the Soviet plans for the next war. Many of the usually loyal Czechoslovak ge¬
nerals had serious reservations about the implications of the new plans (Do¬
cument No.
7)
according to which the untested Czechoslovak armed forces
were to defeat the US forces stationed in the Federal Republic of Germany and
reach French territory within little more than one week. Assigned such an
uphill task, Prague had little choice other than to accept the Soviet „offer to
store nuclear weapons on Czechoslovak territory and sign a treaty to this ef¬
fect in December
1965
(Document No.
8).
Interestingly, all these steps were
taken when international tensions dropped in the wake of the Berlin and

Cuban crises. As Document No.

appears to suggest, not even during the Pra¬
gue spring were there serious doubts in the Czechoslovak command as to the
necessity of implementing the
1965
agreement. Documents No.
10-12
show
that only in the second half of the
1980s
did the Eastern military planners
seem to accept the possibility of a non-nuclear war in Europe beyond the ini¬
tial stage. Nevertheless, they also suggest hardly any change in the ground
strategy which continued to be based on a large scale offensive thrust into
Western Europe. The last two documents (No.
13-14)
bear out that defensive
plans were drafted only in the second half of the
1980s
as a direct consequen¬
ce of Gorbatchev s
perestroïka.
The two appendices are the outcome of research efforts by military histo¬
rian
Karel
Sieber.
Appendix No.
1
captures the Czech government s efforts at
the height of the Berlin Crisis in the summer of
1961
to prepare for a possible
conflict by commissioning the production of additional pontoon bridges to cross
the flooded Vltava river in the wake of a putative Western attack on the dams
in Southern Bohemia. Since the bridges were not ready when the crisis
peaked, the government intended at least to reduce the water level in the
dams. Appendix No.
2
contains selected interviews on Czechoslovak operatio¬
nal planning with a number of Czechoslovak generals conducted by Sieber
within the Parallel History Project. Selected and prepared for publication by
Petr Luňák,
each of the documents is introduced by a short text highlighting
its most important features. A table of acronyms and abbreviations is inten¬
ded to help the reader to understand often highly specialized documents.
The introductory essay by
Petr Luňák
interprets the documents in light of
our current knowledge of the military aspects of the cold war. Already publis¬
hed in a shortened version in English

in the Eastern strategy were primarily the result of developments in the stra¬
tegy and military potential of the West or the outcome of internal dynamics
between the Soviet military command and political leadership and their Bol¬
shevik convictions. Another intriguing question addressed in the text is whe¬
ther nuclear or conventional weapons played the primary role in taming the
cold war. A significant part of the text is devoted to specific Czechoslovak-So¬
viet issues such as the stationing of Soviet nuclear weapons on Czechoslovak
territory and the role of Czechoslovak armed forces in the Soviet strategy for
winning the nuclear war. Attention is also paid to various efforts to reform the
Warsaw Pact Treaty Organisation.
