CONCLUSION
There were denied and neglected all well-doings
that the Albanians did for them in the last wars. The
Albanians by crushing the Ottoman army with continuous
uprisings, enabled to the neighbours that with fewer losses
drive out of the Balkans the many century invader. From
the very beginning of the war it was evident that the
Ottoman Empire in the Balkan Peninsula had reached the
stage of its final destruction. The
Kosova
warriors were
especially those who made a dangerous ditch to the
Empire in the stormy years of
1908-1912,
giving so
immense aid in order to cause a bad state to the
"Bosphorus' sufferer".
Among the main reasons for a rapid fall of the
Albanian territories under the Balkan states' invasion
were: firstly, the Albanian people, who were alone and
without any support came out woeful from the war against

a big state with tens millions of inhabitants; secondly, an
unexpected attack of four neighbouring armies over the
Albanian territories was carried out from four sides;
thirdly, because of century old hatred towards the
Ottomans, it was impossible the hatred vanished within
one or two months, in order to create a joint Albanian-
Turkish block, which, anyhow would have been a suicide
for the Albanian National Movement; fourthly, Albania
was not an independent state, so there were difficulties to
organize people against new invaders, in spite of the fact
that as devoted patriots, they fought heroically against the
armies of the Balkan Alliance in all parts of their
incursions; fifthly, it was of influence the resolution of
neighbouring states "to liberate" their compatriots and
their greediness to occupy new territories; sixthly, a
relative fall of moral among Albanians from peripheral
lands because of continuous wars and insufficient support
that came from central territories (parts) of Albania;
seventhly, continuous propaganda of neighbouring states
accompanied with threatens, blackmails, false promises,
shelling out great amounts of money, wobbly position of
some uneducated bajraktar ^chieftains), various
corruptions etc.; eighthly, interferences and negative
position of consuls, "neighbouring clerks" and those of the
Great Powers maleficent for the Albanian question; and
finally, unsparing support of the Great Powers to the
Balkans Allience, at the first place by Russia, France,
England and on the other hand their negative attitude
towards the Albanian National Movement.
The majority of Albanian people during
1912
were
bitterly disappointed. At the very time the liberty was
likely to be seen on the horizon, all Albanian territories
were suddenly involved in new wars, and they brought

only economic misery, repression and captivity, depriving
so the Albanians of any human rights. After the First
Balkan War, indeed, the Ottoman Empire was expelled
from the Balkans, but at the same time the Albanian
territories were put under sword's edge. With the First
Balkan War, first of all it was reopened the Albanian
question, while Albanian patriots led by Ismail Qemali
appeared at the top of these developments on November

by Declaration of Independence in
Vlorë.
This
way within some months, leaders of the National
Movement, because of the war against the Ottomans for
autonomy, the situation of that time made them abandon
this and instead, they proclaimed their independence.
After the beginning of the First Balkan War this came out
as an imperative issue of the time, but overall it was a
result of continuous Albanian struggles against the
Ottoman rule.
The press of the occupying Balkan states,
especially the Serbian one, was carrying out a campaign of
an unseen propaganda. At the time it was written very
much against the Albanians, not choosing any means or
words only to desecrate the dignity of this nation.
At the very beginning of the First Balkan War the
Serbian army commanders and Serbian policy had a
primary objective to capture leaders and ideologists of the
Albanian National Movement. Thus, there were heeled

Curri,
Isa
Boletini, Hasan Prishtina, Idriz Seferi,
Elez Isufi etc. On the verge of the Declaration of
Independence, the Serbs managed to capture the leading
ideologist and organizer of General Uprising, Hasan
Prishtina. He was captured at the beginning of November
1912
on the periphery of Shkup, at the time when he
engaged himself, right before marching of Serbian army,

trying to prevent withdrawal and immigration of the
Albanian population. He was deported together with some
of his fellow soldiers to the Belgrade castle, where (they)
remained until April of
1913.
At the beginning of November
1912,
when the
Balkan Allience armies succeeded against the Ottoman
Empire (from four sides they marched inside Albanian
territories), there appeared on the scene ideologists Ismail
Qemali and Luigj Gurakuqi who supported by their
people, proclaimed Albania an Independent State.
To prevent the spirit of independence spread out
from Vlora, while were continuing discussions at the
Conference of London about borders, the Serbian state
agents acted in continuity for isolation, blocking and
disorientation
of its activity. Ismail Qemali together with
Isa Boletini
and Luigj Gurakuqi, after receiving disturbing
information that Albanian territories were dimidiated, on
March 30th,
1913
started their visits to the European
capital cities. The fact that it was being chaffered very
basely by Great Powers, we get evidence from Pashiq
Government decision to let Hasan Prishtina be freed from
deportation.
The first intergovernmental Albanian-Serb contacts
between Ismail Qemali and the Serbian representative
Bulagxhiq was held in Italy, on his way to London. The
Serbian goal was to feel the Albanian leaders pulse and to
buy the time at this decisive moment for more than half of
the Albanian people. These talks ended without any results
concerning approaching and sincere Albanian-Serbian
cooperation. Ismail Qemali being an experienced diplomat
in international arena did not let himself to be trapped in
diplomatic backstage by Nikolla Pashiq.

The main and decisive factor which brought about
the Declaration of Independence were Albanian uprisings,
especially those of
1908-1912;
while about the role of
exterior (factors) for declaration of independence so much
emphasized, we can conclude that they were only
defamation of politicians and journalist of the Balkan and
European states in general, because the exterior factor was
the one that only prevented and delayed the declaration of
independence. Albanian patriots chose the most con¬
venient opportunity of international situation to proclaim
independence of the Albanian state on November 28th,
1912.
Declaration of independence of Albania was not
directed (meant) against anybody, neither against Serbia.
The Albanians should have had their place among the
family of the Balkan nations. It was natural that the
Albanians wanted a free national life in order push
through the age-long obscurity. Declaration of indepe¬
ndence was greeted as an important event in the Albanian
history.
Although the Albanian patriots made efforts not to
fall under claws of "diplomatic games", during the Balkan
war the Albanian people found themselves in a dangerous
situation by various political combinations. This way, the
distinction between the proposed project-maps about the
borders of Albania were very big, especially the one
between the Government of Vlora and Balkan Alliance.
Furthermore there were big differences between Austro-
Hungary on one side, and Balkan Alliance and Russia on
the other side. The most serious truncate (partition) was
being done by four Balkan states, because their project-
maps were much closer to the Russian proposals, which
were supported by France and England.

Notes sent by neighbouring states to the
Ambassadors' Conference and the Great Powers about
"the historical and ethnographic facts" towards their
pretensions over Albanian and Macedonian territories
were lacking persuasive arguments, but they relied on the
force of arms. The diplomacy of Balkan states (forcefully)
inclusion of Albanians under their rule "justified" with
"their high cultural and organisational level, against
"barbaric (laggard) and uncultured" Albanians, and under
pretension that the Albanians were increased during last
centuries etc. In case that one party of the Balkan Alliance
claimed more, the others reacted saying that equilibration
in the Balkans would be ruined. Meanwhile, the motto
"the Balkans to the Balkan people", as far as the
Albanians are concerned, was only a farce of diplomacies
of these Balkans states. Therefore, it is an undisputable
that the Albanians were put to an auction, because even
the Great Powers did not mind for them, as they cared
only about their interests.
In the Serbian press of that time, it was too much
pointed out the project of railway Danube-Adriatic Sea,
which passed along the Albanian territories, though even
the Serbs knew that such a long and wide territory was
impossible "to be swallowed" in a short time. However,
the demand to get access to the Adriatic showed other
objectives, and that was the reason why the demand was
continuously repeated.
Dimitrije Tucoviq used to criticize the intention of
Serbian diplomacy for a harbour on the Adriatic Seashore.
The Serbian political and military leadership with their
demand for a harbour on Albanian seashore before
international opinion showed themselves as occupying,
repressive leadership, who together with Greek and

tenegrin
ones exerted an aggressive propaganda in order to
deny the Albanian nation. However, seeing the resolution
of the Albanian people and the interest of Austro-Hungary
not to allow access of this rival to Adriatic Sea (clearly for
its objectives and interests) it was refused the Serbian
demand to get to seashore. It is supposed that the purpose
of the Serbian and Russian diplomacy was expansion as
much as possible of the territory in the harmfully for the
Albanians, or even to raise the problem of the Adriatic
future.
Approach to the problem under question by these
four occupying states of the Balkans and of the Great
Powers was an approach in spirit and tense atmosphere
before a great world cataclysm, which they were
themselves preparing.
The Albanian resistance continued during the years
1912-1913.
However, the most organized resistance
against the invaders was the September Uprising of
1913,
against which were taken harsh repressive measures.
About the uprising and its suppression the newspaper
"Radnické
novine"
=
Labourer's gazette raised the voice
in order to protect this nation, by judging severely the
Serbian occupying policy.
Meanwhile, the diplomacy and other Serbian
propaganda forms used all disposable means, with the goal
to devaluate the struggle of the Albanian people against
invaders, trying to discredit before international opinion
with a variety of undeserved epithets. Especially, this
propaganda was very negative against the Albanians of
Kosova
(who as for their anger showed these last centuries
a perfect organization and great bravery), but even so
Kosova
during those years did not gain anything.

At that time, Pashiq with his suite was the main
creator of the Serbian diplomacy with a clear anti-
Albanian position and has never thought sincerely about
its diplomatic steps against Albanian people. He and
Serbian governments always were for the diplomatic
activity which would assure them, Serbia's expansion and
territorial spreading harmfully for the Albanians.
Henceforth, Serbia was not in favour of equal diplomatic
relations, but the Albanians were seen as "unable for
power", as a second hand factor and subjugated, denying
their abilities for an independent state and national life.
That way, Serbia towards Albanians implemented a
tendentious policy and diplomacy, which had nothing to
do with an objective attitude between equal subjects,
because the beginning of any contact was always seen
from a superior position.
Hasan Prishtina, on the other hand, was a good
connoisseur of the Serbian state policy and diplomacy
towards the Albanians. Hence, he never fell under trap of
its deception. Many a time from the malicious towards our
people, this patriot and his co-thinkers were proclaimed
pro-Turkish, pro-Austrian, pro-Italian or even pro-Serbian,
etc. But, it was not so, as they were only freedom lovers
and fans of national independence. Therefore, the main
objective of this study is the diplomatic aspect of official
Serbia towards the Albanian question in the years
1912-
1913.
Considered from the aspect of time, the period of
the years
1912-1913,
it seems a short period of time, but in
fact from the aspect of diplomatic events it was the most
vigorous period of the history of the Peninsula, where
every month, every week, every day there were happening
many dramatic events. The result is that even after

years, the Act of Declaration of Independence of Albania
remained unrightfully too truncated and unimplemented
for our people.

Ndër shkaqet kryesore të renies se shpejtë të territo-

ishte dërrmuar rende në luftë me një shtet të madh që
kishte dhjetëra

Qysh me fillimin

Luftës së Pare Ballkanike udhë-
heqësit

politika
serbe kishin detyrë parësore
t'i kapnin prijësit dhe ideologët
e
Lëvizjes Kombëtare
Shqiptare. Kështu,
u
ndoqën këmba-këmbës
Bajram
Curri,
Isa Boletini,
Hasan
Prishtina, Idriz Seferi, Elez Isufi etj.
Pikërisht, në vigjilje të shpalljes së pavarësisë serbët ia
dolën që ta zënë
diplomatin dhe
organizatorin kryesor të
Kryengritjes së Përgjithshme,
Hasan
Prishtinën. Atë
e
zunë në fillim të nëntorit të vitit
1912
në rrethinën
e
Shkupit, kur
para marshimit të ushtrisë serbe po bënte
përpjekje ta pengonte tërheqjen dhe
shpëmguljen e
popullatës shqiptare. Atë
e
internuan, së bashku me një
grup
bashkëluftëtarësh, në kështjellën
e
kalasë së Beogradit,
ku i
mbajtën
deri
në
prill
të vitit
1913.
Në fillim të nëntorit të vitit
1912,
kur
ushtritë
e
Aleancës Ballkanike, duke korrur suksese kundër Pera-
ndorisë
Osmane
(nga të katër anët marshuan në brendi të
territoreve shqiptare), në skenë dolën diplomatët
Ismail
Qemali dhe Luigj Gurakuqi, të cilët me ndihmën
e me

rur.
Për
ta
paralizuar frymën
e
pavarësisë që përhapej
nga Vlora,
derisa
vazhdonin diskutimet në Konferencën

shtetit
serb
vepruan
pandërprerë
për
izolimin, bllokimin dhe çorientimin
e
veprimtarisë së
saj.

lajme
shqetë-
suese
për
përgjysmirnin
e
tokave, më
30
mars
1913
u
nisën
për
udhëtim nëpër kryeqytetet evropiane.

bërë një
akt i
pazarllëqeve
nga më të ulëtat të Fuqive të
Mëdha, shihet edhe nga
vendimi

Qeverisë së Pashiqit për
lirimin
e
Hasan
Prishtinës nga
internimi.

gjatë rrugës së

Qëllimi
serb
ishte
matja e

diplomateve
shqiptarë
dhe humbja

kohës në
momentet kur po vendosej
për
fatin

me tepër se gjysmës së popullit shqiptar. Këto
bisedime përfunduan pa ndonjë sukses për afrim dhe
bashkëpunim të sinqertë shqiptaro-serb.

Faktori
kryesor

vendimiar

solii si rezultat
shpalljen

pavarësisë qenë
kryengritjet
shqiptarë,

sidomos
ato
të viteve
1908-1912;
kurse
lidhur
me rolin
e
jashtëm në shpalljen
e
pavarësisë që aq shumë theksohej,
lirisht mund të thuhet se ishte veçse një
shpifje e
politikanëve dhe
e
zhurnalistëve të shteteve ballkanike dhe
evropiane në përgjithësi, meqë në këtë
rast faktori i
jashtëm vetëm sa
e
ka penguar dhe
e
ka vonuar shpalljen
e
Çështja
shqiptare
dhe diplomacia
serbe

pavarësisë.
Patriotei shqiptare
e shfrytëzuan
momentin
e
përshtatshëm të
situates
ndërkombëtare, që më

nëntor
1912
ta shpallin
pavarësinë.
Shpallja e pavarësisë së Shqipërisë nuk ishte e
drejtuar kundër askujt, do të thotë as kundër Serbisë.
Shqiptarët duhej
ta
kishin vendin e vet në mesin e
familj
es
së popujve ballkanikë. Ishte e natyrshme që shqiptarët
kërkonin jetë të lire kombëtare, për
ta çarë
errësirën
shumëshekullore. Shpallja e pavarësisë
u
përshëndet si
ngjarja më e rëndësishme në historinë e popullit shqiptar.
Edhe
pse
atdhetarët
u
përpoqën që të mos
bien nën
kthetrat e "lojërave
diplomatike",
gjatë luftës ballkanike
populli shqiptare
u
gjend në një
situate
të rrezikshme nga
kombinimet e llojllojshme
politike.
Kështu, dallimet
midis
projekt-hartave të propozuara lidhur me kufijtë e Shqipërisë
ishin të mëdha, sidomos ndërmjet asaj të Qeverisë së Vlorës
dhe të Aleancës Ballkanike. Pastaj, dallime të mëdha kishte
edhe ndërmjet propozimit të Austro-Hungarisë nga njëra anë
dhe të Aleancës Ballkanike e Rusisë nga
ana
tjetër. Cungimi
më
і
rëndë
і
territorit shqiptar bëhej nga kater shtetet
ballkanike,
sepse
projekt-harta e
tyre
ishte më e afert me
propozimin rus, që gëzonte përkrahje edhe nga
Franca
e
Anglia.
Notat
që shtetet fqinje ia dërgonin Konferencës së
Ambasadorëve dhe Fuqive të Mëdha mbi "faktet
historike
dhe etnografike" ndaj pretendimeve mbi
tokat
shqiptare e
maqedonase ishin pa
argumente
bindëse,
por ato
mbështeteshin në forcën e armëve.
Diplomacia
e shteteve
ballkanike përfshirjen e shqiptarëve nën sundimin e
tyre
e
"arsyetonte"" me "nivelin e
tyre
të lartë kulturor e organi-
zativ" kundruall shqiptarëve "të prapambetur e të pakultu-
ruar" dhe me kinse faktin që
ata
ishin shtuar në
ato
vende

gjatë shekujve të fundit etj. Nëse njëra palë prej Aleancës
Ballkanike kërkonte më shumë, të tjerat reagonin, duke
pohuar
se po
prishej baraspesha në Ballkan. Ndërkaq,
parulla
"Ballkani popujve ballkanikë",
sa u
përket shqip-
tarëve, ishte
farse e
diplomacisë se" këtyre shteteve
ballkanike. Andaj, është
fakt
і
pamohueshëm se shqiptarët
u
nxorën në ankand,
pasi
që edhe Fuqitë
e Mëdha nuk
kishin
kuj
des për ta, ngase
ato
thjesht
і
merrnin parasysh
vetëm
interesat
e
veta.
Asokohe, në
shtypin serb theksohej
se tepërmi
projekti
për hekurudhën Danub-
Adriatik,
që do të kalonte
nëpër territoret shqiptare, ndonëse edhe serbomëdhenjtë
e
dinin se një territor aq
і
gjatë
e
і
gjerë, ishte
e pamu-
ndshme të "gëlltitej" për një kohë të shkurtër. Mirëpo,
kërkesa për
dalje
në
det
kishte qëllime të caktuara, ndaj
ajo
edhe
theksohej
në vazhdimësi.
Dimitrije Tucoviqi i
bëri një kritikë synimit të diplo¬
macisë serbomadhe për skelën
e
Adriatikut. Udhëheqja
politike dhe
ushtarake serbe me kërkesën për një skelë në
bregdetin shqiptar para opinionit ndërkombëtar
doli si
udhëheqje pushtuese, shtypëse,
e
cila
se bashku me atë
greke e
malaziase bënin propagande
agresive
për mohimin
e
kombit
shqiptar. Mirëpo, duke pare vendosmërinë
e
popullit shqiptar dhe
interesimin
e
Austro-Hungarisë që të
mos lej
onte
daljen
e
rivales në
Adriatik (kuptohet
për
qëllime edhe
interesa
të
veta) u
refìizua
kërkesa serbe për
bregdetin. Supozohet se qëllimi kryesor

Serbisë dhe

diplomacisë ruse ishte zgj
erimi
sa më

madh
і
territorii

dëm të shqiptarëve,
apo edhe
nxitja
e problemit
për të
ardhmen

Adriatikut.

ve pushtuese të Ballkanit dhe

diplomacisë se Fuqive të
Çështja shqiptare
dhe diplomacia
serbe

Mëdha
ishte qasje
në frymën dhe në atmosferen e nderë që
mbretëronte para një
kataklizmi
të madh botëror, të cilin
po e përgatisnin
ato
vete.
Rezistenca shqiptare vazhdoi gjatë viteve
1912-1913.
Por, qëndresa më
e organizsar
kundër pushtuesve
serbe qe
Kryengritja e Shtatorit të vitit
1913,
ndaj së cilës
u
moren
masa
të rrepta
represive.
Lidhur
me atë
kryengriţje dhe
shuarjen e
saj gazeta "Radnické
полшіе"
ngriti
zërin për
ťi
dalë zot këtij populli, duke e gjykuar ashpër
politiken
pushtuese
serbe.
Ndërkaq,
diplomacia dhe
format
tjera
propagandise
të Serbisë nuk lanë mjete pa përdorur,
me qëllim që ta
zhvleftësonin
luften
e popullit shqiptar kundër pushtuesve,
duke
u
munduar që
ta diskreditonin
para opinionit
ndërkombëtar me lloj-lloj epitetesh që nuk
i meritonte.
Sidomos propaganda e
saj
ishte
tejet
negative ndaj
shqiptarëve të Kosovës, (të cilët për
inat
të
saj
gjatë
shekujve të ftmdit
treguan
organizim e trimëri të mëdha)
për
çka
Kosova
në
vitet
në shqyrtim nuk fitoi asgjë.
Atëbotë, Pashiqi me suitën e tij ishte pëipilues e
kreator
kryesor i
diplomacisë
serbe
që kishte qëndrim të
qartë antishqiptar dhe kurrë nuk ka menduar në mënyrë të
sinqertë në hapat e tij
diplomatike
kundrejt
popullit
shqiptar. Ai dhe qeveritë
serbe
ishin gjithnjë për atë
aktivitet
diplomatik
që do
ť
ia siguronte shtrirjen dhe
zgjerimin
territorial
të Serbisë në dëm të shqiptarëve.
Andaj,
Serbia
nuk ishte për marrëdhënie
diplomatike
në
baza
të barabarta, duke
і
pare shqiptarët gjithnjë si "të
paaftë për pushtet", si një
faktor
të dorës së dytë dhe si të
nënshtruar, duke ua mohuar aftësinë e
tyre
për jetë të
pavarar shtetërore e kombëtare. Kështu,
Serbia ndaj
shqiptarëve ka
zbatuar politike
dhe
diplomaci
tendencioze,

nuk ka
pasur
asgjë të përbashkët me qëndrimin
objektiv
ndërmjet subjekteve të barabarta, meqë nisma e
çdo
kontakti
shiqohej gjithmonë nga
požita superiore.
Në anën tjetër,
Hasan
Prishtina ishte njohësi më
і
mire
і
politikës dhe
і
diplomacisë së shtetit
serb
ndaj
shqiptarëve, andaj
si i
tillë edhe kurrë nuk ra në grackën e
dinakërisë së
saj.
Shpeshherë nga keqdashës të popullit
tonë, ky atdhetar dhe bashkëmendimtarët e tij shpalleshin
turkofilë, austrofilë, italofilë,
apo
serbofile,
etj. Por, në
fakt
ata ishin
gjithmonë vetëm miq të lirisë dhe të
pavarësisë kombëtare.

kryesor i shqyrtimit
të
këtij studimi ishte
aspekti
diplomatik

Serbisë
zyrtare
kundrejt
çështjes shqiptare në
vitet
1912-1913.
Shikuar nga
aspekti
kohor,
periudha
e
viteve
1912-
1913
duket
si një kohë shumë e shkurtër, por në
fakt nga
pikëpamja e ngjarjeve
diplomatike
është periudha më e
vrullshme e historisë së këtij gadishulli, ku për
çdo
muaj,
javë, e për
çdo
ditë zhvilloheshin ngjarje të shumta
dramatike,
pasojë e të cilave është
fakti
se edhe pas

Shpalljes së Pavarësisë së Shqipërisë mbeti
një synim padrejtësisht

stërcunguar dhe
i parealizuar
për
popullin tonë. Andaj, në
fund,
do të thosha, se duhet të
kemi
kujdes maksimal edhe
sot, ngase
politika dhe
diplomacia
e Serbisë ishte dhe do të jenë gjithmonë një
sherr

çështjen tonë
