The situation of Jews in Poland had a significant effect on the Polish
-
American
relations during the First World War and in the first years after it, which is in
the development period of the Second Polish Republic. American diplomacy and
Jewish activists in the United States showed a great interest in the situation of
the Jewish minority in Poland concerned with paper reports on the anti-Jewish
incidents on Polish soil, hence e.g. intensive relations between America and re¬
born Poland at that time.
The name of the monograph

is to determine how and to what extend the so-called Jewish ques¬
tion in Poland affected the Polish
-
American relations over that period. In
Chapter One it is argued that the top Jewish activists in the United States were
inclined to support the program restitution of the Polish state, if the Polish lead¬
ers
(Ignacy
Jan Paderewski, Roman Dmowski) made in appeal to the Polish peo¬
ple calling for abandoning the economic boycott of the Jews and for giving up
acts of violence towards Jewish people.
The name of Chapter Two is to show the significance of the Jewish question
in Polish
-
American relations, mainly as diplomatic relations between Poland
and the United States and pointing to specific actions of the American diplo¬
macy and the relation to the situation of the Polish Jews. Poland s regaining in¬
dependence on November
11, 1918
created a new dimension in the Polish-
American relations. Since then American diplomats were appealing directly to
the Polish authorities on the reports, frequent in American papers, on pogroms
and discrimination against Polish Jews. As Poles were accused, Hugh Gibson had
a special role to play in April
1919;
he was nominated Minister Plenipotentiary
and Envoy Extraordinary in Warsaw. At the beginning of June and in July
1919,
upon the order of the Department of State, Gibson provided Washington with
reports on the situation of Polish Jews and the Polish-and-Jewish conflict on
Polish soil in which he considered the reports of the American and American-
and-Jewish papers exaggerated. According to the American diplomat the anti-
Jewish incidents which took place e.g. in Vilnius and
Pińsk,
in his opinion, were
not organized pogroms in character.
In Chapter Three author proved the thesis that it was the American of¬
ficials
(
President Thomas Woodrow Wilson, Department of State and American
Commission to Negotiate Peace) inspired by the Jewish activists overseas, with
Louis Marshall as the main initiator, who showed a decisive effect on imposing
the so-called minority treaty on June
28, 1919
on the Polish people.
The significance of the Jewish question in Polish

American relations is most
clear from the fact of arrival of the mission of the United States to Poland, led

by Henry Morgenthau (July
-
September,
1919).
The activity of the mission is
analyzed in Chapter Four, being the last chapter of the monograph, which fin¬
ishes with the period
1920-1921.
