The Independent and Self-Govcrning Trade Union Solidarity in the
Province of
Kalisz
during the years
1980 -1990
This book deals with the independent and Self-Governing Trade Union Solidarity
in the Province of
Kalisz
during the years
1980 - 1990.
Treated as a trade union as
well as a socio-political movement, Solidarity led to a democratic transformation and
changes in the political system in Poland and had far-reaching consequences for
Europe. It was a long-heid interest in this which motivated the author to publish her
book, Solidarity in South
Wielkopolska
Region in the Years
1980 - 2000.
An
Outline of Activities
,
which was addressed mainly to members of Solidarity. That
book was compiled in territorial and chronological order and was based on facts
taken from the archives of each regional branch of Solidarity and the archives of the
monastery of Jesuit Fathers as well as facts obtained from individual activists, Solida¬
rity's press and the local press. Recognising that the first book was by no means all-
inclusive, the author then produced this book, The Independent and Self-Gover¬
ning Trade Union Solidarity in the Province of
Kalisz
during the years
1980 -
1990,
which focuses only on the first ten years of Solidarity's existence whilst cove-
ringthe entire
Kalisz
Province
ofthat
time. Also included are the activities during that
decade of Solidarity in
Jarocin,
which was then on the borders of the
Kalisz
Province
but came under the jurisdiction of a different regional branch of the organisation.
This publication is written in chronological
-
subject order and is based on a far
wider range of sources. Apart from the above-mentioned sources, the author made use
of materials from the Institute of National Remembrance as well as interviewing people
who stood with the communist authorities of the People's Republic of Poland. She also
talked to Colonel
Jozef
Skoczek,
the chief of the Internal Security Service in the
Kalisz
Province in
1980 -1990,
Colonel
Ryszard
Bartczak, the chief of the detention camp in
which Solidarity activists in
Ostrów Wielkopolski
were interned, and to
Krzysztof
Sci-
sly, an employee of the
Kalisz
Internal Security Service from
1979- 1989.
The book encompasses in their entirity the events related to the opposition, especial¬
ly Solidarity, during the period discussed. In the first chapter, the author presents the
Kalisz
Province from
1975 -1990,
discussing the shape and tradition of the province, its
authorities, political organizations and economy. Emphasis is placed on the democratic
opposition before
1980.
There is a short description of the forest and urban guerrilla
movements which stemmed from the Home Army. From
1945 -1952,
these forces
fought against the Red Army, the Germans and the Polish communist authorities at one
and the same time. In the 1970's, the oppostition in
Kalisz
focused on the so-called
'Jesuitical School*, which emerged as a result of the initiative of Father Stefan Miecz-
nikowski and Father Stefan
Dzierżek
of the Jesuit monastery in
Kalisz.
Involved in this

group were the future Solidarity activists
Antoni Pietkiewicz, Bogusław Śliwa
and
Ta¬
deusz
Wolf. The afove-mentioned activists of the democratic opposition in that period
collaborated with the Social Self-Defense Committee and founded the
Kalisz
group
known as the Movement for the Defense of Human and Civic Rights.
The second chapter covers the rise and expansion of The Independent and Self
Governing Trade Union, Solidarity, in the
Kalisz
Province between July
1980
and De¬
cember 1
981.
During this period there were two waves of strikes, the first in July and
the second in August. The July strikes were socio-economic in nature, whereas the
second wave of strikes in August
-
September, which was closely related to the strikes
on Poland's Baltic coast and the announcement of the
21
postulates of the
Gdańsk
shipyard, was clearly political in nature. The strike committees were transformed into
temporary founding committees of the new, independent union of Solidarity. Within the
area of the Province of
Kalisz,
Solidarity structures were set up in factories and civil
organisations and in
Kalisz
the Inter-Factory Founding Committee was founded, with
A. Pietkiewicz as its chairman. Thanks to cooperation between the two largest centres,
Kalisz
and
Ostrów Wielkopolski»
the Region of Southern
Wielkopolska
came into being
on

June
1981.
This new Solidarity region covered the whole of the Province of
Kalisz,
apart from
Jarocin,
where it was decided
tojóin
the
Wielkopolska
Region, who¬
se head office was situated in
Poznań.
In the Province of
Kalisz,
the trade union num¬
bered more than
180,000
members.
Zygmunt
Rolicz, a lawyer from
Syców,
became
the first leader of the region. In this chapter, the author also scrupulously describes
the activities ofSolidariry up to the imposition of martial law on

1981.
The title of the third chapter is Solidarity's Oppostition in the Province of
Ka¬
lisz
(1981 - 1989).
Discussed here are the beginning of martial Law, detention
camps, the authorities of the underground Solidarity and their activities: the collection
of money, demonstrations, strikes» the publication and distribution of the underground
Solidarity press and protests carried out under the auspices of the Church. The au¬
thor devotes a great deal of attention to the different types of repression and persecu¬
tion of Solidarity activists in which the authorities of the People's Republic of Poland
engaged. Particularly oppressive forms of repression were internments, arrests, se¬
arches, trials, dismissals from work, penal military conscription and forced political
exile. In the Province of
Kalisz,

people were arrested and interned.
In the third chapter, the author also elaborates on the function of the Church,
which gave significant help to activists and their families and to Solidarity's sympathi¬
sers during those years. The committee of the reconstruction of the Cardinal
Halka
Ledóchovvski
monument, which had been active in
Ostrów Wielkopolski
since
1982,
consisted of members of the Solidarity underground, priests and the most active inha¬
bitants of
Ostrów Wielkopolski.
Meanwhile, in
Kalisz
a role of great importance was
played by the Primate's Committee of Aid to People Deprived of Freedom and to
their Families, which was led by Father Stefan
Dzierżek.
Later, the Pastoral Ministry
to Working People of Solidarity-Kalisz
fullfilled
a similarly important function. The¬
se institutions were, in their way, a refuge for the people of Solidarity.

The fourth and final chapter is devoted to the renaissance of Solidarity in the Provin¬
ce of
Kalisz,
where it was rebuilt on the basis of the Pastoral Ministry to Working
People in
1989.
The Citizens' Committee of Solidarity in the province of
Kalisz,
whose
leader was
Jerzy
Pietrzak from
Ostrów Wielkopolski,
was dealt with separately. The
author has earlier drawn attention to the fact that the Citizens' Committee emerged
from the
Kalisz
monastery of Jesuits Fathers. Cooperation between the Independent
and Self-Governing Trade Union Solidarity, the Citizens' Committee and the Church led
to every Solidarity candidate's having a seat in parliament. The trade union which was
active after the 'round table' tried to ease the consequences of the system's transfor¬
mation and of growing unemployment. Solidarity was also involved in the process of
reclaiming property lost after the introduction of martial law as well as that of scrutini¬
sing teachers and ex-functionaries of the Internal Security Service.
The author also takes note of the changes in Solidarity's global structures. From
1980
till
1989
Solidarity had been in opposition, organising strikes and demonstrations.
However, after winning the parliamentary election in
1989,
the organisation became
the core political power governing Poland and was focussed on the rebuilding of
national and trade union structures and on the country's democratic and economic
transformation. In this new situation, the union worked to ease conflicts, to quieten
down strikes and to mediate in disputes between employers and employees.
Fundamentally, for the union the most important event was the II General Meeting
of Delegates of The Independent and Self Governing Trade Union Solidarity of the
Southern
Wielkopolska
Region, which was held at the beginning of
1990.
Jan
Mosin-
ski, from the
Kalisz
company Runotex, was elected as chairman of the Regional
Committee. In the Province of
Kalisz
at the time, Solidarity's members numbered
around
31,000,
around
3,000
of whom belonged to the
Jarocin
area and remained
outside the jurisdiction of the Southern
Wielkopolska
Region. The reconstruction of
Solidarity and its borders occurred in
1981,
wh
ich
meant that the organisation had its
structures in the ex-district council cities of
Kalisz, Ostrów Wielkopolski, Kępno,
Krotoszyn, Ostrzeszów, Pleszew, Syców and Wieruszów.
The election of permanent
authorities to each region of Solidarity marks the close of this publication, which deals
with Solidarity's activities in the province of
Kalisz
during the years
1980 - 1990.
The Province of Kaiisz was in many ways a cultural coglomerate which had exi¬
sted since
1976.
Although the province had no significant industrial organisations, thanks
to Solidarity it played a significant role in the Message to Working People of Eastern
Europe, the most important document to emerge from the
Ц
National Congress of
Delegates in
Gdańsk
in
1981.
That document was the brainchild of
Henryk Siciński
from
Ostrów Wielkopolski,
whose co-author was
Bogusław Śliwa
from
Kalisz.
For
this reason it is worth becoming familiar with both the history of Solidarity in the
Province of
Kalisz
and with the fate of the people who founded the union, were perse¬
cuted during the era of martial law and finally, in
1989,
took power and led Solidarity
and the entire country into the great democratic family of European nations.

An
Outline of Activities
,
which was addressed mainly to members of Solidarity. That
book was compiled in territorial and chronological order and was based on facts
taken from the archives of each regional branch of Solidarity and the archives of the
monastery of Jesuit Fathers as well as facts obtained from individual activists, Solida¬
rity's press and the local press. Recognising that the first book was by no means all-
inclusive, the author then produced this book, The Independent and Self-Gover¬
ning Trade Union Solidarity in the Province of
Kalisz
during the years
1980 -
1990,
which focuses only on the first ten years of Solidarity's existence whilst cove-
ringthe entire
Kalisz
Province
ofthat
time. Also included are the activities during that
decade of Solidarity in
Jarocin,
which was then on the borders of the
Kalisz
Province
but came under the jurisdiction of a different regional branch of the organisation.
This publication is written in chronological
-
subject order and is based on a far
wider range of sources. Apart from the above-mentioned sources, the author made use
of materials from the Institute of National Remembrance as well as interviewing people
who stood with the communist authorities of the People's Republic of Poland. She also
talked to Colonel
Jozef
Skoczek,
the chief of the Internal Security Service in the
Kalisz
Province in
1980 -1990,
Colonel
Ryszard
Bartczak, the chief of the detention camp in
which Solidarity activists in
Ostrów Wielkopolski
were interned, and to
Krzysztof
Sci-
sly, an employee of the
Kalisz
Internal Security Service from
1979- 1989.
The book encompasses in their entirity the events related to the opposition, especial¬
ly Solidarity, during the period discussed. In the first chapter, the author presents the
Kalisz
Province from
1975 -1990,
discussing the shape and tradition of the province, its
authorities, political organizations and economy. Emphasis is placed on the democratic
opposition before
1980.
There is a short description of the forest and urban guerrilla
movements which stemmed from the Home Army. From
1945 -1952,
these forces
fought against the Red Army, the Germans and the Polish communist authorities at one
and the same time. In the 1970's, the oppostition in
Kalisz
focused on the so-called
'Jesuitical School*, which emerged as a result of the initiative of Father Stefan Miecz-
nikowski and Father Stefan
Dzierżek
of the Jesuit monastery in
Kalisz.
Involved in this

group were the future Solidarity activists
Antoni Pietkiewicz, Bogusław Śliwa
and
Ta¬
deusz
Wolf. The afove-mentioned activists of the democratic opposition in that period
collaborated with the Social Self-Defense Committee and founded the
Kalisz
group
known as the Movement for the Defense of Human and Civic Rights.
The second chapter covers the rise and expansion of The Independent and Self
Governing Trade Union, Solidarity, in the
Kalisz
Province between July
1980
and De¬
cember 1
981.
During this period there were two waves of strikes, the first in July and
the second in August. The July strikes were socio-economic in nature, whereas the
second wave of strikes in August
-
September, which was closely related to the strikes
on Poland's Baltic coast and the announcement of the
21
postulates of the
Gdańsk
shipyard, was clearly political in nature. The strike committees were transformed into
temporary founding committees of the new, independent union of Solidarity. Within the
area of the Province of
Kalisz,
Solidarity structures were set up in factories and civil
organisations and in
Kalisz
the Inter-Factory Founding Committee was founded, with
A. Pietkiewicz as its chairman. Thanks to cooperation between the two largest centres,
Kalisz
and
Ostrów Wielkopolski»
the Region of Southern
Wielkopolska
came into being
on

June
1981.
This new Solidarity region covered the whole of the Province of
Kalisz,
apart from
Jarocin,
where it was decided
tojóin
the
Wielkopolska
Region, who¬
se head office was situated in
Poznań.
In the Province of
Kalisz,
the trade union num¬
bered more than
180,000
members.
Zygmunt
Rolicz, a lawyer from
Syców,
became
the first leader of the region. In this chapter, the author also scrupulously describes
the activities ofSolidariry up to the imposition of martial law on

1981.
The title of the third chapter is Solidarity's Oppostition in the Province of
Ka¬
lisz
(1981 - 1989).
Discussed here are the beginning of martial Law, detention
camps, the authorities of the underground Solidarity and their activities: the collection
of money, demonstrations, strikes» the publication and distribution of the underground
Solidarity press and protests carried out under the auspices of the Church. The au¬
thor devotes a great deal of attention to the different types of repression and persecu¬
tion of Solidarity activists in which the authorities of the People's Republic of Poland
engaged. Particularly oppressive forms of repression were internments, arrests, se¬
arches, trials, dismissals from work, penal military conscription and forced political
exile. In the Province of
Kalisz,

people were arrested and interned.
In the third chapter, the author also elaborates on the function of the Church,
which gave significant help to activists and their families and to Solidarity's sympathi¬
sers during those years. The committee of the reconstruction of the Cardinal
Halka
Ledóchovvski
monument, which had been active in
Ostrów Wielkopolski
since
1982,
consisted of members of the Solidarity underground, priests and the most active inha¬
bitants of
Ostrów Wielkopolski.
Meanwhile, in
Kalisz
a role of great importance was
played by the Primate's Committee of Aid to People Deprived of Freedom and to
their Families, which was led by Father Stefan
Dzierżek.
Later, the Pastoral Ministry
to Working People of Solidarity-Kalisz
fullfilled
a similarly important function. The¬
se institutions were, in their way, a refuge for the people of Solidarity.

The fourth and final chapter is devoted to the renaissance of Solidarity in the Provin¬
ce of
Kalisz,
where it was rebuilt on the basis of the Pastoral Ministry to Working
People in
1989.
The Citizens' Committee of Solidarity in the province of
Kalisz,
whose
leader was
Jerzy
Pietrzak from
Ostrów Wielkopolski,
was dealt with separately. The
author has earlier drawn attention to the fact that the Citizens' Committee emerged
from the
Kalisz
monastery of Jesuits Fathers. Cooperation between the Independent
and Self-Governing Trade Union Solidarity, the Citizens' Committee and the Church led
to every Solidarity candidate's having a seat in parliament. The trade union which was
active after the 'round table' tried to ease the consequences of the system's transfor¬
mation and of growing unemployment. Solidarity was also involved in the process of
reclaiming property lost after the introduction of martial law as well as that of scrutini¬
sing teachers and ex-functionaries of the Internal Security Service.
The author also takes note of the changes in Solidarity's global structures. From
1980
till
1989
Solidarity had been in opposition, organising strikes and demonstrations.
However, after winning the parliamentary election in
1989,
the organisation became
the core political power governing Poland and was focussed on the rebuilding of
national and trade union structures and on the country's democratic and economic
transformation. In this new situation, the union worked to ease conflicts, to quieten
down strikes and to mediate in disputes between employers and employees.
Fundamentally, for the union the most important event was the II General Meeting
of Delegates of The Independent and Self Governing Trade Union Solidarity of the
Southern
Wielkopolska
Region, which was held at the beginning of
1990.
Jan
Mosin-
ski, from the
Kalisz
company Runotex, was elected as chairman of the Regional
Committee. In the Province of
Kalisz
at the time, Solidarity's members numbered
around
31,000,
around
3,000
of whom belonged to the
Jarocin
area and remained
outside the jurisdiction of the Southern
Wielkopolska
Region. The reconstruction of
Solidarity and its borders occurred in
1981,
wh
ich
meant that the organisation had its
structures in the ex-district council cities of
Kalisz, Ostrów Wielkopolski, Kępno,
Krotoszyn, Ostrzeszów, Pleszew, Syców and Wieruszów.
The election of permanent
authorities to each region of Solidarity marks the close of this publication, which deals
with Solidarity's activities in the province of
Kalisz
during the years
1980 - 1990.
The Province of Kaiisz was in many ways a cultural coglomerate which had exi¬
sted since
1976.
Although the province had no significant industrial organisations, thanks
to Solidarity it played a significant role in the Message to Working People of Eastern
Europe, the most important document to emerge from the
Ц
National Congress of
Delegates in
Gdańsk
in
1981.
That document was the brainchild of
Henryk Siciński
from
Ostrów Wielkopolski,
whose co-author was
Bogusław Śliwa
from
Kalisz.
For
this reason it is worth becoming familiar with both the history of Solidarity in the
Province of
Kalisz
and with the fate of the people who founded the union, were perse¬
cuted during the era of martial law and finally, in
1989,
took power and led Solidarity
and the entire country into the great democratic family of European nations.
