A proposed practicable plan, for such a speedy easement of the poor rates throughout England: as, that in the course of a few years, the parishes may be eased of one fourth, if not of one third part of their present burthens, and probably within twenty years to come, of more than one third, if not of one half thereof, and the poor be better provided for than ever they have been, and, without any alteration or variation being made, in what are commonly termed the Poor laws, or, shifting, as from one burthen to another on the people, or, obliging any individuals that are now under no obligation to assist the poor, to contribute thereto, or, depriving any body of people of any rights which the existing laws furnish them with or, varying one tittle the Spirit or meaning of the laws of England, and, instead of diminishing the public revenue, absolutely increase it, unless it should be the Legislature's pleasure to make some alteration in the Statute of 36 Geo. III. c. 52
