Summary
The collapse of the Communist block and the creation of the
Russian Federation were watershed events in modern history.
They tore down the 20th century world-order and gave an impetus
to the creation of a new geo-political arrangement. The relations
between the East and the West have been an integral part of this
new order.
From the perspective of years, the process of building new
and stable foundations for the relations between Western Europe
and the states of the former USSR appears extremely complex.
This is borne out by the effects of the political and economic
transition involving the entire Commonwealth of Independent
States and the manner in which members of this organization
pursue the dialogue with the European Community. EU-Russian
relations play a pivotal part in this dialogue.
The origin, status and prospects of the relationship between the
European Community and Russia constitute the subject of the
author's research. It focuses on the dialogue on the Community's
eastward enlargement. This approach is based on the assumption
that the signing of the Partnership and Cooperation Agreement
and its extension to include the states of the former Soviet block
are the key elements of building the relationship between the
European Union and the Russian Federation.
The author seeks to provide answers to several questions of
a diagnostic/prognostic nature. First, what was the origin and
circumstances of the EU-Russian dialogue? Second, what are
the specifics of
EU
eastward enlargement? Third, what role has
Poland played in this process? Fourth, what are the implications

for Poland of EU's enlargement towards the East? Fifth, what
are the most likely future scenarios for the development of EU-
Russian relations? Sixth, can Poland play a major role in these
relations?
This brief called for a specific concept of research and logic of
argumentation to be followed in the work. Thus, the first chapter
elaborates on the genesis and development of cooperation between
the European Union and Russian Federation. This part of the
paper is historical. It demonstrates the peculiarities of the building
of EU-Russian relations. This process consisted of several stages,
from confrontation, through rapprochement and establishing
a dialogue, to cooperation.
The second chapter contains an analysis of political relations
between the European Union and the Russian Federation. It
demonstrates that the axiological, doctrinal and normative/insti¬
tutional framework of these relations is determined by two
different strategies: one pursued by the
EU,
and the other by
Russia. Those in turn, have shaped the language of bilateral
negotiations on EU's eastward enlargement. A key problem
encountered in these talks is the status of the Kaliningrad
Exclave.
The third chapter specifies the three main areas of economic
cooperation, the structure and dynamics of trade, and the EU-
implemented programs aiding Russia's economic transition. The
author argues that Russia's fears of incurring economic loss due
to
EU
enlargement were unsubstantiated. The reverse happened:
enlargement created unique growth opportunities for Russia.
The fourth chapter deals with Poland's role in the EU-Russia
dialogue. It provides a full catalogue of recommendations for
Poland's political and economic strategy. Depending on the
implementation thereof, will determine whether Poland as
a border and transit state uses this historical opportunity for
development, and plays a significant part in shaping the EU's
eastern policy.
The fifth chapter presents the possible scenarios of EU-Russian
relations; in a model situation they should develop within the

framework of strategic partnership, and foster the creation of
the four Common Spaces.
In the concluding part, the author states that at the turn of
the millennium, the European Union and Russia have come a long
way from confrontation to cooperation. The dialogue was
maintained under a dynamically changing world order. The
process of European integration overlapped with globalization,
while Russia was going through its "shock therapy". All these
phenomena with varying intensity
-
heightened by tensions and
local crisises
-
impacted upon EU-Russian relations. This was
also a time when the European Community, the candidate
countries, and Russia were building new growth strategies, getting
to know each other, and learning the difficult art of negotiation.
The Community's enlargement towards the East was a great
challenge for Brussels and Moscow alike. Both parties exhibited
unique determination while pursuing their own interests, but
they were also open to argumentation and compromise. That
attitude made the signing of an agreement on
EU
enlargement by
ten other states possible on May
1, 2004.
This was an event
of historical proportions in the building of a "European family".
The
EU
became the biggest and most vibrant supranational
organization, numbering
25
countries with a population of
450
million.
One of the most controversial issues in the EU-Russian
dialogue, especially as concerns the enlargement, were Polish-
Russian relations. Poland's active participation in the negotiations
on
EU
enlargement, both in terms of the Community and
bilaterally, was vital to the working out of a compromise between
the
EU
and Russia. In the long run Poland, as
a EU
border state
-
and despite the current tensions with Moscow and the numerous
failures of Community policy
-
stands a chance of playing
a significant role in the Community's eastern policy and the
strategic partnership with Russia. This probability stems from
Poland's favorable transit location, its vast economic potential,
and the long experience of relations with the Russian Federation.

The EU's eastward enlargement augurs well for the next stage
of European integration and the shaping of EU-Russian relations
in line with the "strategic partnership" formula. Notably, since at
the moment, both, the
EU
and the Russian Federation, have no
alternative partners who would be of similar geographical
proximity, economic stature, military and scientific potential or
social capital. Naturally, both parties persistently defend their
own interests, but at the same time, are keen on working closer
together.
There is growing awareness among political elites on the
inevitability of globalization and the benefits of integration for
Europe. This is true of Moscow, Brussels and
EU
member-state
capitals. The
EU
confirms its intentions towards Moscow by
implementing aid programs which support the transition of this
country. There are many reasons in favor of making the Kalinin¬
grad
Exclave a
"testing ground" for constructing a Common
European Economic Space. The Russians increasingly often
concede that
EU
enlargement towards the East has taken account
of their interests, and will bring tangible political and economic
benefits in the future. All this amounts to a process of redefining
traditional values in terms of life style and thinking on both sides
of the border. This process will do away with old patterns of
thought about the East and West in favor of such values as
tolerance, trust, partnership and security.
The prospects for developing cooperation between the
EU
and
the Russian Federation are promising. The relations between the
two are becoming increasingly clear. Both see mutual benefits
in developing political and economic relations. Russia's growing
openness towards the West and the
EU
gives rise to a greater
dynamics in the area of security policy, economics, culture and
education.
There is still a vast array of issues in EU-Russian relations
awaiting resolution and in need of negotiation. Overlapping those
are various internal problems experienced by the
EU
and the
CIS: they are significant enough to speak of a crisis in both

organizations. This will no doubt overshadow the EU-Russian
dialogue in the near future.
Internal divides in the
EU
are particularly disquieting as they
influence the quality of the common foreign policy. From that
point of view, the so-called "European trio" (made up of two
leading
EU
member-states
-
Germany and France
-
and Russia)
with its summits, declarations, consultations, etc. is a peculiar
creation. Its actions harm the interests of the
EU as a
whole and
question the sense of solidarity between
EU
members. They
repudiate certain Community goals, and point to the need for
a serious debate on the consistency of
EU
eastern policy to prevent
a growing crisis in the Community itself.
This volume is the first in a new book series 'The European
Union and the East". It will present the findings of the inter¬
national research program run by the Department of Eastern
Studies and the Department of European Institutions of the
Institute of Political Science working together with academic
centers in Europe and Asia.

Они разрушили установившийся в

веке международный
порядок и послужили импульсом к созданию нового геополи¬
тического расклада, неотъемлемой частью которого являются
отношения между Востоком и Западом.
Опыт минувших лет показывает, что становление отношений
между Западной Европой и странами бывшего СССР на новых
и прочных фундаментах оказывается чрезвычайно сложным
процессом. Об этом свидетельствуют результаты политико-
экономической трансформации на территории СНГ и ход диалога
между странами, входящими в эту организацию, и Европейским
сообществом. Ключевую роль в этом диалоге играют отношения
между Евросоюзом и Российской Федерацией.
Іенезис,
состояние и сценарии развития отношений между
Сообществом и Россией составляют предмет исследований
в данной монографии. Ее автор сосредотачивает внимание
прежде всего на анализе диалога между сторонами по вопросу
о расширении Сообщества на Восток. В основе такого подхода
лежит предпосылка, что подписание Соглашения о партнерстве
и сотрудничестве, а затем его расширение на государства
бывшего советского блока
-
это важнейшие векторы построения
отношений Европейский Союз
-
Российская Федерация.
Содержащиеся в монографии рассуждения, являются попыт¬
кой автора ответить на несколько вопросов диагностическо-
прогностического характера. Во-первых, каковы были генезис
и обусловленности диалога между Евросоюзом и Россией?, во-

Союза на Восток?, в-третьих, какую роль сыграла в этом процессе
Польша?, в-четвертых, какие последствия для нашей страны
несет с собой расширение Сообщества на Восток?, в-пятых,
каковы возможные дальнейшие сценарии развития отношений
Евросоюз
-
Россия?, в-шестых, может ли наша страна сыграть
значимую роль в этих отношениях?
Вышеуказанные задачи предопределили концепцию исследо¬
вания и логику содержащегося в монографии умозаключения,
Первая глава приближает Читателю генезис и развитие сотрудни¬
чества Европейского Союза с Российской Федерацией. Эта часть
работы носит исторический характер. В ней показано своеобразие
формирования отношений между Евросоюзом и Россией. Этот
процесс состоял из нескольких этапов
-
начиная с противостояния,
через сближение и начало диалога, до сотрудничества.
Вторая глава содержит анализ политических отношений между
Европейским Союзом и Российской Федерацией. Из него выте¬
кает, что аксиологические, доктринальные и нормативно-инсти¬
туциональные рамки этих отношений определяют две различные
стратегии: стратегию Евросоюза и российскую. Эти стратегии
переводились на язык двухсторонних переговоров по вопросу
о расширении Сообщества на Восток. Одной из ключевых про¬
блем в этих переговорах был статус Калининградской области
В третьей главе дана характеристика главных направлений
экономического сотрудничества, структуры и динамики торгового
обмена, а также реализуемых Европейским Союзом программ
поддержки экономической трансформации России. Автор дока¬
зывает необоснованность опасений российских властей, что
в результате расширения Евросоюза их страна понесет ощутимые
экономические потери. Наоборот, это расширение создало
уникальные шансы для развития России.
В четвертой главе рассматривается роль Польши в диалоге
между Евросоюзом и Россией. Она содержит богатый перечень
рекомендаций для политико-экономической стратегии этой
страны. От их реализации во многом зависит, использует ли

Польша как пограничная и транзитная страна свой исторический
шанс развития и сыграет ли важную роль в становлении восточ¬
ной политики Европейского Союза.
В пятой главе автор рисует возможные сценарии развития
отношений между Евросоюзом и Россией, модель которых
должна вписываться в рамки стратегического партнерства
и способствовать построению ч!етырех общих пространств.
В заключительной части монографии автор констатирует, что
на рубеже тысячелетий Европейский Союз и Россия прошли
трудный путь
-
от противостояния до сотрудничества. Диалог
между Евросоюзом и Россией протекал в условиях динамически
изменявшейся геополитической картины мира. На процессы
европейской интеграции
наложилась
глобализация, а Россия
переживала своеобразную «шоковую терапию». Все эти явления
с разной интенсивностью, усугубляемой напряженностями
и локальными конфликтами, сказывались на отношениях между
Евросоюзом и Россией. Это был также период, когда Сообщество,
страны
-
кандидаты в его члены и Россия строили новые стра¬
тегии развития, знакомились друг с другом и учились трудному
искусству переговоров.

Расширение Европейского сообщества на Восток было
большим вызовом как для Брюсселя, так и для Москвы. Обе
стороны проявили в ходе переговоров огромную решимость
в борьбе за свои интересы, носв то же время они были открыты
на аргументы и компромисс В результате этого компромисса

мая
2004
г. было подписано соглашение о расширении Сооб¬
щества за счет приема очередных десяти государств. Это было
событие исторического значения в деле построения «европейской
семьи». Евросоюз стал самой крупной и наиболее динамичной
наднациональной организацией, состоящей из
25
государств
с более, чем 450-миллионным населением.
В диалоге между Евросоюзом и Россией, а в частности, в во¬
просе расширения Сообщества, польско-российские проблемы
относились к наиболее спорным. Активное участие Польши
в переговорах, касающихся расширения Евросоюза- как в много-

стороннем так и двухстороннем договоре
-
имело большое
влияние на выработку компромисса между Евросоюзом и Рос¬
сией. Польша является пограничной страной Европейского Союза
и несмотря на напряженность ее нынешних отношений с Москвой
и многих слабых мест в политике Собшества, у нее есть шансы на
то, чтобы сыграть в будущем важную роль в становлении
восточной политики Сообщества и стратегического партнерства
с Россией. Это связано с выгодным транзитным положением
Польши, ее экономическим потенциалом, а также с богатым
опытом отношений с Российской Федерацией.
Расширение Евросоюза на Восток является хорошим предзна¬
менованием для очередного этапа европейской интеграции и по¬
строения отношений между Евросоюзом и Россией по формуле
«стратегического партнерства». Тем более, что теперь у Европей¬
ского Союза и Российской Федерации нет альтернативных парт¬
неров, которые характеризовались бы подобной географической
близостью, огромным экономическим, военным, научным потен¬
циалом или, наконец, общественным капиталом. Разумеется, что
обе стороны решительно отстаивают свои интересы, но в то же
время они заинтересованы в интенсификации сотрудничества.
В кругах политических элит Москвы, Брюсселя, а также столиц
стран-членов Европейского Союза
растат
сознание неизбежности
глобализации и выгод, какие несет с собой интеграция на кон¬
тиненте. Евросоюз подтверждает свои намерения по отношению
к России, реализуя программы помощи в поддержку трансфор¬
мации в этой стране. Существует много предпосылок к тому, чтобы
калининградский анклав стал «опытным полигоном» для строи¬
тельства Общего европейского экономического пространства.
Россияне все чаще признают, что расширение Евросоюза на Восток
проходило с учетом их интересов и в будущем принесет ощутимые
политические и экономические выгоды. Все это определяет процесс
больших переоценок образа жизни и мьшшения по обеим сторонам
границ. Через некоторое время этот процесс сметет старые схемы
мышления о Востоке и Западе в пользу таких ценностей как
терпимость, доверие, партнерство и безопасность.

Перспективы развития в дальнейшем сотрудничества между
Европейским Союзом и Российской Федерацией обнадеживают.
Взаимные отношения все более проясняются. Стороны видят,
какие ощутимые выгоды приносит развитие политико-экономи¬
ческих отношений. Благодаря все большему открытию России
на Запад и Европейский Союз, все больший динамизм приобетает
сотрудничество в сфере политики безопасности, экономики или
культуры и образования.
Существует кроме того значительный перечень нерешенных
проблем в отношениях между Евросоюзом и Россией, которые
требуют переговоров. На эти проблемы накладываются разно¬
образные внутренние трудности в Евросоюзе и Содружестве
Независимых Государств. Они столь серьезны, что все чаще
слышны голоса о кризисе этих организаций. Эта ситуация будет,
безусловно, отражаться в ближайшие годы на диалоге между
Евросоюзом и Россией.
Особенно беспокоят все более отчетливые расхождения,
существующие внутри Евросоюа и влияющие на качество общей
внешней политики. С этой точки зрения странным образованием
является так называемая европейская тройка с ее саммитами,
декларациями, консультациями и
т.п.,
состоящая из двух ведущих
государств-членов Евросоюза
(Іермании,
Франции) и России. Ее
действия, во-первых, вредят интересам Евросоюза в целом,
и ставят год сомнение смысл солидарности его членов, во-вторых,
в немалой степени дезавуируют некоторые цели политики Со¬
общества, а в-третьих, раскрывают необходимость серьезных
дебатов о восточной политике с целью предотвращения нарас¬
тающего кризиса в самом Европейском сообществе.
Настоящая монография является первой публикацией в изда¬
тельской серии «Европейский союз
-
Восток», в рамках которой
будут представлены результаты международной исследователь¬
ской программы, реализуемой Отделом восточных исследований
и Отделом европейских учреждений Института политических
наук в сотрудничестве с научными центрами стран Европы
и Азии.

Summary
The collapse of the Communist block and the creation of the
Russian Federation were watershed events in modern history.
They tore down the 20th century world-order and gave an impetus
to the creation of a new geo-political arrangement. The relations
between the East and the West have been an integral part of this
new order.
From the perspective of years, the process of building new
and stable foundations for the relations between Western Europe
and the states of the former USSR appears extremely complex.
This is borne out by the effects of the political and economic
transition involving the entire Commonwealth of Independent
States and the manner in which members of this organization
pursue the dialogue with the European Community. EU-Russian
relations play a pivotal part in this dialogue.
The origin, status and prospects of the relationship between the
European Community and Russia constitute the subject of the
author's research. It focuses on the dialogue on the Community's
eastward enlargement. This approach is based on the assumption
that the signing of the Partnership and Cooperation Agreement
and its extension to include the states of the former Soviet block
are the key elements of building the relationship between the
European Union and the Russian Federation.
The author seeks to provide answers to several questions of
a diagnostic/prognostic nature. First, what was the origin and
circumstances of the EU-Russian dialogue? Second, what are
the specifics of
EU
eastward enlargement? Third, what role has
Poland played in this process? Fourth, what are the implications

for Poland of EU's enlargement towards the East? Fifth, what
are the most likely future scenarios for the development of EU-
Russian relations? Sixth, can Poland play a major role in these
relations?
This brief called for a specific concept of research and logic of
argumentation to be followed in the work. Thus, the first chapter
elaborates on the genesis and development of cooperation between
the European Union and Russian Federation. This part of the
paper is historical. It demonstrates the peculiarities of the building
of EU-Russian relations. This process consisted of several stages,
from confrontation, through rapprochement and establishing
a dialogue, to cooperation.
The second chapter contains an analysis of political relations
between the European Union and the Russian Federation. It
demonstrates that the axiological, doctrinal and normative/insti¬
tutional framework of these relations is determined by two
different strategies: one pursued by the
EU,
and the other by
Russia. Those in turn, have shaped the language of bilateral
negotiations on EU's eastward enlargement. A key problem
encountered in these talks is the status of the Kaliningrad
Exclave.
The third chapter specifies the three main areas of economic
cooperation, the structure and dynamics of trade, and the EU-
implemented programs aiding Russia's economic transition. The
author argues that Russia's fears of incurring economic loss due
to
EU
enlargement were unsubstantiated. The reverse happened:
enlargement created unique growth opportunities for Russia.
The fourth chapter deals with Poland's role in the EU-Russia
dialogue. It provides a full catalogue of recommendations for
Poland's political and economic strategy. Depending on the
implementation thereof, will determine whether Poland as
a border and transit state uses this historical opportunity for
development, and plays a significant part in shaping the EU's
eastern policy.
The fifth chapter presents the possible scenarios of EU-Russian
relations; in a model situation they should develop within the

framework of strategic partnership, and foster the creation of
the four Common Spaces.
In the concluding part, the author states that at the turn of
the millennium, the European Union and Russia have come a long
way from confrontation to cooperation. The dialogue was
maintained under a dynamically changing world order. The
process of European integration overlapped with globalization,
while Russia was going through its "shock therapy". All these
phenomena with varying intensity
-
heightened by tensions and
local crisises
-
impacted upon EU-Russian relations. This was
also a time when the European Community, the candidate
countries, and Russia were building new growth strategies, getting
to know each other, and learning the difficult art of negotiation.
The Community's enlargement towards the East was a great
challenge for Brussels and Moscow alike. Both parties exhibited
unique determination while pursuing their own interests, but
they were also open to argumentation and compromise. That
attitude made the signing of an agreement on
EU
enlargement by
ten other states possible on May
1, 2004.
This was an event
of historical proportions in the building of a "European family".
The
EU
became the biggest and most vibrant supranational
organization, numbering
25
countries with a population of
450
million.
One of the most controversial issues in the EU-Russian
dialogue, especially as concerns the enlargement, were Polish-
Russian relations. Poland's active participation in the negotiations
on
EU
enlargement, both in terms of the Community and
bilaterally, was vital to the working out of a compromise between
the
EU
and Russia. In the long run Poland, as
a EU
border state
-
and despite the current tensions with Moscow and the numerous
failures of Community policy
-
stands a chance of playing
a significant role in the Community's eastern policy and the
strategic partnership with Russia. This probability stems from
Poland's favorable transit location, its vast economic potential,
and the long experience of relations with the Russian Federation.

The EU's eastward enlargement augurs well for the next stage
of European integration and the shaping of EU-Russian relations
in line with the "strategic partnership" formula. Notably, since at
the moment, both, the
EU
and the Russian Federation, have no
alternative partners who would be of similar geographical
proximity, economic stature, military and scientific potential or
social capital. Naturally, both parties persistently defend their
own interests, but at the same time, are keen on working closer
together.
There is growing awareness among political elites on the
inevitability of globalization and the benefits of integration for
Europe. This is true of Moscow, Brussels and
EU
member-state
capitals. The
EU
confirms its intentions towards Moscow by
implementing aid programs which support the transition of this
country. There are many reasons in favor of making the Kalinin¬
grad
Exclave a
"testing ground" for constructing a Common
European Economic Space. The Russians increasingly often
concede that
EU
enlargement towards the East has taken account
of their interests, and will bring tangible political and economic
benefits in the future. All this amounts to a process of redefining
traditional values in terms of life style and thinking on both sides
of the border. This process will do away with old patterns of
thought about the East and West in favor of such values as
tolerance, trust, partnership and security.
The prospects for developing cooperation between the
EU
and
the Russian Federation are promising. The relations between the
two are becoming increasingly clear. Both see mutual benefits
in developing political and economic relations. Russia's growing
openness towards the West and the
EU
gives rise to a greater
dynamics in the area of security policy, economics, culture and
education.
There is still a vast array of issues in EU-Russian relations
awaiting resolution and in need of negotiation. Overlapping those
are various internal problems experienced by the
EU
and the
CIS: they are significant enough to speak of a crisis in both

organizations. This will no doubt overshadow the EU-Russian
dialogue in the near future.
Internal divides in the
EU
are particularly disquieting as they
influence the quality of the common foreign policy. From that
point of view, the so-called "European trio" (made up of two
leading
EU
member-states
-
Germany and France
-
and Russia)
with its summits, declarations, consultations, etc. is a peculiar
creation. Its actions harm the interests of the
EU as a
whole and
question the sense of solidarity between
EU
members. They
repudiate certain Community goals, and point to the need for
a serious debate on the consistency of
EU
eastern policy to prevent
a growing crisis in the Community itself.
This volume is the first in a new book series 'The European
Union and the East". It will present the findings of the inter¬
national research program run by the Department of Eastern
Studies and the Department of European Institutions of the
Institute of Political Science working together with academic
centers in Europe and Asia.

Федерации были переломными событиями в новейшей истории.
Они разрушили установившийся в

веке международный
порядок и послужили импульсом к созданию нового геополи¬
тического расклада, неотъемлемой частью которого являются
отношения между Востоком и Западом.
Опыт минувших лет показывает, что становление отношений
между Западной Европой и странами бывшего СССР на новых
и прочных фундаментах оказывается чрезвычайно сложным
процессом. Об этом свидетельствуют результаты политико-
экономической трансформации на территории СНГ и ход диалога
между странами, входящими в эту организацию, и Европейским
сообществом. Ключевую роль в этом диалоге играют отношения
между Евросоюзом и Российской Федерацией.
Іенезис,
состояние и сценарии развития отношений между
Сообществом и Россией составляют предмет исследований
в данной монографии. Ее автор сосредотачивает внимание
прежде всего на анализе диалога между сторонами по вопросу
о расширении Сообщества на Восток. В основе такого подхода
лежит предпосылка, что подписание Соглашения о партнерстве
и сотрудничестве, а затем его расширение на государства
бывшего советского блока
-
это важнейшие векторы построения

Содержащиеся в монографии рассуждения, являются попыт¬
кой автора ответить на несколько вопросов диагностическо-
прогностического характера. Во-первых, каковы были генезис
и обусловленности диалога между Евросоюзом и Россией?, во-

Союза на Восток?, в-третьих, какую роль сыграла в этом процессе
Польша?, в-четвертых, какие последствия для нашей страны
несет с собой расширение Сообщества на Восток?, в-пятых,
каковы возможные дальнейшие сценарии развития отношений
Евросоюз
-
Россия?, в-шестых, может ли наша страна сыграть
значимую роль в этих отношениях?
Вышеуказанные задачи предопределили концепцию исследо¬
вания и логику содержащегося в монографии умозаключения,
Первая глава приближает Читателю генезис и развитие сотрудни¬
чества Европейского Союза с Российской Федерацией. Эта часть
работы носит исторический характер. В ней показано своеобразие
формирования отношений между Евросоюзом и Россией. Этот
процесс состоял из нескольких этапов
-
начиная с противостояния,
через сближение и начало диалога, до сотрудничества.
Вторая глава содержит анализ политических отношений между
Европейским Союзом и Российской Федерацией. Из него выте¬
кает, что аксиологические, доктринальные и нормативно-инсти¬
туциональные рамки этих отношений определяют две различные
стратегии: стратегию Евросоюза и российскую. Эти стратегии
переводились на язык двухсторонних переговоров по вопросу
о расширении Сообщества на Восток. Одной из ключевых про¬
блем в этих переговорах был статус Калининградской области
В третьей главе дана характеристика главных направлений
экономического сотрудничества, структуры и динамики торгового
обмена, а также реализуемых Европейским Союзом программ
поддержки экономической трансформации России. Автор дока¬
зывает необоснованность опасений российских властей, что
в результате расширения Евросоюза их страна понесет ощутимые
экономические потери. Наоборот, это расширение создало
уникальные шансы для развития России.
В четвертой главе рассматривается роль Польши в диалоге
между Евросоюзом и Россией. Она содержит богатый перечень
рекомендаций для политико-экономической стратегии этой
страны. От их реализации во многом зависит, использует ли

Польша как пограничная и транзитная страна свой исторический
шанс развития и сыграет ли важную роль в становлении восточ¬
ной политики Европейского Союза.
В пятой главе автор рисует возможные сценарии развития
отношений между Евросоюзом и Россией, модель которых
должна вписываться в рамки стратегического партнерства
и способствовать построению ч!етырех общих пространств.
В заключительной части монографии автор констатирует, что
на рубеже тысячелетий Европейский Союз и Россия прошли
трудный путь
-
от противостояния до сотрудничества. Диалог
между Евросоюзом и Россией протекал в условиях динамически
изменявшейся геополитической картины мира. На процессы
европейской интеграции
наложилась
глобализация, а Россия
переживала своеобразную «шоковую терапию». Все эти явления
с разной интенсивностью, усугубляемой напряженностями
и локальными конфликтами, сказывались на отношениях между
Евросоюзом и Россией. Это был также период, когда Сообщество,
страны
-
кандидаты в его члены и Россия строили новые стра¬
тегии развития, знакомились друг с другом и учились трудному
искусству переговоров.

Расширение Европейского сообщества на Восток было
большим вызовом как для Брюсселя, так и для Москвы. Обе
стороны проявили в ходе переговоров огромную решимость
в борьбе за свои интересы, носв то же время они были открыты
на аргументы и компромисс В результате этого компромисса

мая
2004
г. было подписано соглашение о расширении Сооб¬
щества за счет приема очередных десяти государств. Это было
событие исторического значения в деле построения «европейской
семьи». Евросоюз стал самой крупной и наиболее динамичной
наднациональной организацией, состоящей из
25
государств
с более, чем 450-миллионным населением.
В диалоге между Евросоюзом и Россией, а в частности, в во¬
просе расширения Сообщества, польско-российские проблемы
относились к наиболее спорным. Активное участие Польши
в переговорах, касающихся расширения Евросоюза- как в много-

стороннем так и двухстороннем договоре
-
имело большое
влияние на выработку компромисса между Евросоюзом и Рос¬
сией. Польша является пограничной страной Европейского Союза
и несмотря на напряженность ее нынешних отношений с Москвой
и многих слабых мест в политике Собшества, у нее есть шансы на
то, чтобы сыграть в будущем важную роль в становлении
восточной политики Сообщества и стратегического партнерства
с Россией. Это связано с выгодным транзитным положением
Польши, ее экономическим потенциалом, а также с богатым
опытом отношений с Российской Федерацией.
Расширение Евросоюза на Восток является хорошим предзна¬
менованием для очередного этапа европейской интеграции и по¬
строения отношений между Евросоюзом и Россией по формуле
«стратегического партнерства». Тем более, что теперь у Европей¬
ского Союза и Российской Федерации нет альтернативных парт¬
неров, которые характеризовались бы подобной географической
близостью, огромным экономическим, военным, научным потен¬
циалом или, наконец, общественным капиталом. Разумеется, что
обе стороны решительно отстаивают свои интересы, но в то же
время они заинтересованы в интенсификации сотрудничества.
В кругах политических элит Москвы, Брюсселя, а также столиц
стран-членов Европейского Союза
растат
сознание неизбежности
глобализации и выгод, какие несет с собой интеграция на кон¬
тиненте. Евросоюз подтверждает свои намерения по отношению
к России, реализуя программы помощи в поддержку трансфор¬
мации в этой стране. Существует много предпосылок к тому, чтобы
калининградский анклав стал «опытным полигоном» для строи¬
тельства Общего европейского экономического пространства.
Россияне все чаще признают, что расширение Евросоюза на Восток
проходило с учетом их интересов и в будущем принесет ощутимые
политические и экономические выгоды. Все это определяет процесс
больших переоценок образа жизни и мьшшения по обеим сторонам
границ. Через некоторое время этот процесс сметет старые схемы
мышления о Востоке и Западе в пользу таких ценностей как
терпимость, доверие, партнерство и безопасность.

Перспективы развития в дальнейшем сотрудничества между
Европейским Союзом и Российской Федерацией обнадеживают.
Взаимные отношения все более проясняются. Стороны видят,
какие ощутимые выгоды приносит развитие политико-экономи¬
ческих отношений. Благодаря все большему открытию России
на Запад и Европейский Союз, все больший динамизм приобетает
сотрудничество в сфере политики безопасности, экономики или
культуры и образования.
Существует кроме того значительный перечень нерешенных
проблем в отношениях между Евросоюзом и Россией, которые
требуют переговоров. На эти проблемы накладываются разно¬
образные внутренние трудности в Евросоюзе и Содружестве
Независимых Государств. Они столь серьезны, что все чаще
слышны голоса о кризисе этих организаций. Эта ситуация будет,
безусловно, отражаться в ближайшие годы на диалоге между
Евросоюзом и Россией.
Особенно беспокоят все более отчетливые расхождения,
существующие внутри Евросоюа и влияющие на качество общей
внешней политики. С этой точки зрения странным образованием
является так называемая европейская тройка с ее саммитами,
декларациями, консультациями и
т.п.,
состоящая из двух ведущих
государств-членов Евросоюза
(Іермании,
Франции) и России. Ее
действия, во-первых, вредят интересам Евросоюза в целом,
и ставят год сомнение смысл солидарности его членов, во-вторых,
в немалой степени дезавуируют некоторые цели политики Со¬
общества, а в-третьих, раскрывают необходимость серьезных
дебатов о восточной политике с целью предотвращения нарас¬
тающего кризиса в самом Европейском сообществе.
Настоящая монография является первой публикацией в изда¬
тельской серии «Европейский союз
-
Восток», в рамках которой
будут представлены результаты международной исследователь¬
ской программы, реализуемой Отделом восточных исследований
и Отделом европейских учреждений Института политических
наук в сотрудничестве с научными центрами стран Европы
и Азии.
