nitaries from different and overlapping arenas of leadership.
They look for a position close to a local centre of authority
-
virtually one over the shoulder of the other. As actors they rep¬
resent symbolic power while the sacred King anxiously awaits
the delegates from the state
-
or, rather, the ruling party, of
which he himself serves as the vice president. His elephant-hair
headdress signifies traditional rule, which nevertheless has to
meet the requirements of the rules of the day . This snapshot
elucidates that governance, in its simplest sense of a process of
political steering, mostly operates under plural legal conditions.
As such, it is an example of multilateral governance around the
globe, in which the so-called traditional and modern and the
so-called local and the global coincide in specific ways.

notion of governance subsumes analytic approaches that
have recently become highly popular in social sciences. It di¬
rects attention to a holistic understanding of the participation
of non-state actors in political processes, the resulting policies,
their facilitation and implementation, but also their threats and
social consequences. This volume assembles empirical studies
from Africa, Asia, the Middle East, and Latin America to shed
light on the complex governance interactions determined by
different constellations of legal pluralism and, in turn, reshap¬
ing these dynamic arrangements.
