-Haslém
Europe is gaining features of one
of the regions with most dynamic geopolitical, social and economic changes. They
reflect the radical transformations in the international system and give new
dimensions of the regional problems. On one hand in the region dominates the
transition to democracy and market-oiientated economy, There is a total orientation
of all countries from that part
oí
the continent towards integration in the European
political, economic and security structures. On the other hand some events on the
Balkans still manifest their notorious characteristics they have acquired in the early
beginning of the last century
-
political crises, turmoil, military conflicts,
involvement of non-regional powers. The clash between the tendencies of
europeazation and rebalkanimation of the region produces dramatic events.
In the early
21
century the Balkans have the chance to brake with their
notorious past and become an integral part of united Europe. But the southeast part
of the
confinent
remains the most distant from the dominating trends, shaping new
Europe. In spite of their efforts, the people from this region cannot overcome the
fact that their countries arc far behind in their development from the rest of the
continent, which keeps them apart of the modern international structures. And after
the end of the cold war the future of South-Eastern Europe remains uncertain. In
contrast with the triumph of the ideas of Jean Monet in Western Europe, in South-
Eastern Europe the unsolved national problem brought into being new states.
Inevitably they will have to pass a period of seeking recognition in the old-style
nationalism, stressing on sovereignty. All that brought the potential danger of
reviving the notorious fame of the region as the most troublesome places into
reality. For years, at the end uf the
20
and beginning of 2V century a war has been
carried out in Europe. The collapse of the Yugoslav federation degenerated in many
conflicts.
After the end of the Cold War South-Eastern Europe became an object of many
interests. The region took again a position of a crossroad of many concepts,
religions, strategies, policies, capitals, projects, etc. Pursuing diverse aims, the
venerable idea of co-operation is again exploited from many different positions.
Finalizing the study on the possibilities for organization of the co-operation, the
bělicí
that it is not possible for such work to cover the overall complexity of the
processes in the region is still there. Every pretentious attempt would lead to
oversimplifying and scheming of the problems. We decided to concentrate on the
humble task ot identifying the basic factors
ín
the relations among the countries
from Smith-Eastern Hurope in the conditions of transition to new international
system, and examining the new possibilities of exploiting the opportunities for co¬
operation in
tliĽ
region. Thus ihe principally new challenges of the Bulgarian

authorities, which hear the responsibility of carrying out of the national policy on
these problems, arc outlined.
A sot of basic questions are formulated as a mainstay of the book: What happens
in South-Eastern Europe in the conditions of radical transformation of the
international system and what are the new structural functions of this part of the
world? What arc the new dimensions of the concept for regional co-operation in
South-Eastern Europe? How to evaluate the newest initiatives and mechanisms for
organizing the co-operation in the most troublesome part of Europe? What arc the
challenges facing the Bulgarian foreign policy mechanism?
On the search for answers of these basic questions and many sub questions,
interdisciplinary approach was applied, which permitted more complete coverage of
the processes in the region. Their essence is defined by the realities in the region.
They also determine its position and role in the international system. Because of
many historical reasons, on the great turn of the human history at the end of

and the beginning of

when the tendency of dismantling of the nation-state
concept is affirmed, on the Balkans there is in process a formation of new national states.
After the Cold War South-Eastern Europe became a crossroad of many interests of the
consolidating as major factors in the new international system entities.
The overcoming of block separation changed the structural role of this region in
international system. A new process, based on the triumph of the liberal-democratic
social model, developed. The region became an arena of clashes of interests of the
newly emerging centres of power, determining the characteristics of the new world
order. The situation of Balkan countries is one that allows those centres to exert
from here influence over other parts of the world, especially over Eurasian regions.
New initiatives for organizing of the regional co-operation were born. When
scrutinized, they uncover subtle interests of their authors. Yet, the countries in the
region cannot express common interests and thence to start an efficient co¬
operation. In many cases their positions become expressions of foreign interests.
The development of the processes in this region is a function both of the local
factors and the policy of the main, out-of-the-region, powers, which have interests in
this part of the world. It is probable that they will find common formula for the
division of labour in this difficult region. The USA can remain a European power
trough strongly felt American presence in the Balkans, accepted by the European
Union and Russia. On that will depend the NATO s and EU s enlargements and
how they will cover South-Eastcrn Europe.
Only what is possible can be brought into practice. However, in order to bring
the potential of co-operation in South-Eastern Europe into being, intentional
collaboration is needed, Adequate to the realities methods of co-operation need to
be formulated and developed in one form or another. A positive inclination and
organized seeking of solutions are necessary. The efforts for mobilizing the
possibilities for co-operation among the major factors in the international system
have to play important role in South-Eastcrn Europe. The conflicts in the regions,

and especially the Yugo-crisis, are prompting the need of taking advantage of these
opportunities.
The possibilities for co-operation in South-Eastern Europe should not be sought,
but created. Every regional and foreign factor may contribute to this. The
intensification of the co-operation has thorough significance. It can create the basis
for overcoming of the notoriety of the Balkans and their real adaptation to the
overall European processes of integration and prosperity. I hope that this study may
provoke additional discussions and undertaking of reasonable practical actions for
developing co-operation in South-Eastern Europe.

have to play important role in South-Eastcrn Europe. The conflicts in the regions,

and especially the Yugo-crisis, are prompting the need of taking advantage of these
opportunities.
The possibilities for co-operation in South-Eastern Europe should not be sought,
but created. Every regional and foreign factor may contribute to this. The
intensification of the co-operation has thorough significance. It can create the basis
for overcoming of the notoriety of the Balkans and their real adaptation to the
overall European processes of integration and prosperity. I hope that this study may
provoke additional discussions and undertaking of reasonable practical actions for
developing co-operation in South-Eastern Europe.
