limited to a relatively small area by the political fragmentation oi the country.
France, a very large unified state, became during the 1480s and 1490s one of
Europe s main centres of book production and, as competition grew more
imense,
privileges were sought there, sporadically from
1498,
regularly from
1509.
Although privileges were to last as long as the
Ancien Régime,
the period up to
1 526
is the least-known stage of their development and the most important. They
were not as yet associated with a system of censorship, but evolved in response to
pressure from authors and publishers, not at the behest of the authorities but with
their willing cooperation.
For their early history, the main source of information is to be found in the
books themselves. Most privilege-holders printed the full text of their grant, and
many others a summary. These privileges have never before been systematically
traced, transcribed, collected and analysed. Among them are sixty complete royal
Letters Patent, also grants made on royal authority by the
Parlements
of Paris,
Toulouse and Rouen, by the
Prévôt
of Paris, and by provincial officers ol the
Crown. They show that applicants, whether authors or publishers, relied almost
entirely on economic arguments: the expenditure of time, skill and money
incurred in producing the new books, and the need to recover their costs and to
secure a reasonable reward for their labours. If the authorities granted the
application, they frequently refused to give as long a duration as requested. The
Parlement
tended to give two years, the chancery and royal officers three;
exceptionally, the chancery twice went up to ten years. Even this is of course a
short time compared with present-day copyright. Yet it seems that the system was
regarded as fair. The French authorities sometimes gave a privilege to cover two or
more books: they never granted a monopoly in a whole class of books, such as
Bibles or Psalters. They evidently tried to strike an equitable balance between
protecting the public interest and allowing responsible applicants a good chance
of
selline
the first edition.
