This book discusses the parliamentary battle to win access to elementary and sec¬
ondary education fought by Ukrainian deputies in the
Sejm Krajowy
(the Galician
Diet). This political phenomenon is characteristic of a period of the formation of na¬
tional movements. The analysis is based on the assessment of the role played by the
language of instruction in the process of the shaping of the cultural identity of Ukraini¬
ans
(Ruthenians),
who were emerging as a modem nationality. The mass character of
the process was to be ensured by state schools founded in all Ukrainian settlements in
Eastern
Galicia.
However, the Poles took countermeasures against setting up state-
funded Ukrainian schools because they were interested promoting their national inter¬
est in the same territory.
In Polish political thought of the nineteenth century an important role was played
by the tradition of the Commonwealth of Poland and Lithuania, which cemented the
state consciousness of Poles. The Union of Lublin and the Jagiellonian idea had laid
the basis for Polish historicism, which accounted for the proposals put forward in the
Galician Diet to find a solution to the Ukrainian question. Dominant was the concept
of the co-existence of many cultures within a framework of broad Polish-Ukrainian
wspólnota etniczna
(ethnic community), justified by the principle

tione Polonus,
which resulted from the Polonization of many generations of the
Ukrainian nobility. The Ukrainians, on the other hand, emphasized those historical
processes which had reduced the possibility of the formation of a Ukrainian elite and
focused on those factors in the history of the Polish Commonwealth which had led to
the identification of Ruthenia with Polishness. They adopted a demanding attitude
which stood in opposition to the programmes of the Polish nobility, liberal burghers
and, together with a rise in nationalist attitudes, the peasants.
In the period under study, Polish-Ukrainian antagonism was fueled by Galician
legislation. It was the success of Polish politicians to base the system of education on
the statute

Rada Szkolna Krajowa
(the Provincial School Board) of 2511 June
1867
and the Language of Instruction in Primary and Secondary Schools Act of 22th June
1867,
both of which favoured Polish education. Schools were thus freed from Ger-
manization and the Polish language was given the opportunity to exert widespread
social influence. The political reforms of the 1860s had led to a significant dispropor¬
tion between the number of Polish and Ukrainian schools, which in turn accelerated
the process of the Polonization of young Ukrainians, especially in secondary schools
in towns and cities. In response to the Polonization of public life, the Ukrainians intro¬
duced to their educational institutions historical

writings, not only alien to
Latin culture but also ones used by Russians, This met with a negative reaction from

Polish circles fearing that the peasants of Eastern
Galicia,
owing to a lack of national
consciousness, would fall into the Russian sphere of influence.
The Russian factor was an important element in the process of the formation of
Ukrainian political thought. Pro-Russian sympathies, which had developed as a conse¬
quence of hostility towards the Poles, expressed idealistic expectations of receiving
help from the Tsar. The altitude of starorusini (the Old

A. Petrushevych, and their like shows their positive approach to education in the na¬
tive language. Vienna oriented institutions like the Diet,
Ministerstwo Wyznań
i Oświecenia
(Ministry of Education) or
Trybunał Państwa
(Tribunal of State) would
rather aim at circumventing
Galícián
legal procedures. In the period under study here,
divisions among Ukrainians hardly influenced the content of their applications to open
Ukrainian state schools. Until the secession of starorusini from
Klub Ruski
(the
Rus
Club) in
1892,
both factions expressed the same views on education in parliamentary
debates.
The Ukrainians based their struggle for national identity on Article
19
of the Aus¬
trian Constitution of 21st December
1867,
attempting to change the Language of In¬
struction Act. Their proposals to amend the act
(1868, 1875, 1876, 1884),
aiming at
structural changes which would allow broad access to the Ukrainian language in
schools, independently of the decisions of local self-governments, were often debated
in the Galician Diet. However, changes were restricted to a very specific issue, namely
the broadening of the application of Article 5a to the higher grades of the Academic
Gymnasium in Lviv (secondary school). National aims were realized in the frame of
organic work. Attempts were made to make the most of constitutional laws and
lo
en¬
sure more influence in autonomous institutions of the province, strengthening the
Ukrainian factor in Austrian policies. The demands of Ukrainian parliamentary repre¬
sentatives included a nationality act for
Galicia,
a change in the
curial
electoral system
to allow for a larger representation of the peasantry, and the introduction of the nation¬
ality criterion in the personal composition of school boards. In the 1870s Ukrainians
focused on the capital, while in the 1880s the idea of Ukrainian national schools
gained prevailing support in Galician rural areas. By the beginning of the next decade
the process of establishing a Ukrainian secondary school of the classical type, crowned
with the introduction of phonetic transcription into Ukrainian school textbooks (sound
=
letter) by the Provincial School Board, had been accomplished. To guarantee the
application of phonetics into school curriculums and the realization of didactic and
educational aims in Ukrainian gymnasiums, a transitional period was established,
during which parallel Ukrainian classes, supervised by Polish school authorities, were
introduced in Polish gymnasiums.
Ukrainians tied the development of education to the Cyrillic alphabet, fending off
Latin writing from their own. This decision was rooted in the need to
forai a
standard
language on the basis of Ukrainian linguistic patterns. The main arena of struggle for
Ukrainian national schools were the cities and towns of Eastern
Galicia,
such as Lviv,

with the so-called Greek Catholic School and Academic Gymnasium, and the towns of
Nadmnie (Posiannia),
Podole (Podilia)
and
Pokucie (Pokutia).
There were demands
for high-level primary schools, classical gymnasiums and teachers seminaries. The
bilingual educational system, advocated by school authorities, was widely criticized. A
broad access for young Ukrainians to educational establishments offering schooling in
the native language was supposed to accelerate the formation of a modem Ukrainian
society.
