It puts the socio-economic cost-benefit analysis in the context of a wider project and investment appraisal, which also covers safety, environment and policy related aspects. In the framework of such concept the wider economic impacts of a project are analyzed, which maybe of particular interest to the local, regional and national governments of the country.
