It argues that, far from being a modern phenomenon, world citizenship has existed throughout history as a radical alternative to the boundedness and the inadequacies of the nation-state system. However, only in the post-war era has this hitherto abstract ideal become politically meaningful. In this era - an era of international human rights conventions, transnational cultural flows and the knowledge of potential global nuclear and environmental destruction - it is possible for us to not only believe in the ideals of world citizenship but to put these beliefs into practice; to act in accordance with an unmediated relationship between citizen and globe.
