| adam_text | Recent years have seen massive changes in central and eastern Europe. Soviet-
dominated regimes have fallen and given way to democratic systems of government.
The change has been sudden and varied. Some countries have made Ihe
transformation more smoothly than others.
What role have parliaments played in these dramatic changes? And what
contribution are they making to the new democracies? Few countries exist without
some form of elected assembly. The old Soviet regimes had elected parliaments. So
too do the new democracies. Have the new parliaments been influenced by (heir
predecessors? Do they fulfil similar or more extensive functions? To what extent are
they now institutionalised and contributing to the decision making process?
This volume addresses these central questions. Adopting a common research
framework, the contributors analyse in detail the role and operation of parliaments
in ten of the new democracies. They focus on the formation of the new parliaments
and on what determines their capacity to have some impact on public policy. Is their
policy activity determined by forces that are external to them, such as the party
system? Or are there features internal to the parliaments that give them some
independent capacity to affect public policy?
What emerges is the importance of past practice and history in shaping the new
parliaments. The research also identifies the significance of parliaments operating
in often hybrid systems of government, with the relationship between the executive
and legislature not well defined, and with an absence of constraining influences
such as pressure groups and political parties with loyal memberships
Western political systems. The picture that emerges is one of institutions that arc at
an adolescent stage of development, but in a political situation requiring them to
grow quickly to adulthood.
