Czechoslovakia’s First Seven Years in the CMEA, 1949-1956 Karel Kaplan Shortly after the Second World War, the countries within the Soviet sphere of influence began looking for a system of economic relations that would best suit them. It was predominantly a matter of regional, bilateral rela tions. Czechoslovakia, for example, strove for closer cooperation with Poland and Hungary, while the German Democratic Republic (GDR) aimed to forge closer links with Czechoslovakia; Bulgaria and Albania orientated themselves towards Yugoslavia. Thus, in January 1949, states at different stages of economic de velopment came together in the Council for Mutual Economic Aid or CMEA (also known as Comecon). The institution was dominated by industrially undeveloped and agrarian or agro-industrial countries with undeveloped foreign trade and narrow integration into the international division of labour. All these countries were near the commencement or conclusion of their own industrialisation which, according to the current Soviet conception, was clearly understood as the building up of heavy industry. Czechoslovakia, however, did not face this task, but rather a transition to a modern industrial economy. Association, as a result of the political climate, changed into dependence on CMEA members, and had the net effect that Czechoslovakia was forced to develop, to its detriment, a production branch typical of industrialisation. Unlike the majority of re search into the functioning of the CMEA, the present study does not focus on the economic side of the story. Rather, the author examines
the political aspects of the organisation. Over the next seven years, the form and content of the activity, as well as the CMEA’s mission, were changed several times. Moscow’s atti tude towards the CMEA was also changing: it was gradually transformed into an instrument for asserting the aims of power-politics. Moscow turned the CMEA into an institution to control the economies of the East bloc 516
from one centre and to subordinate them to its great-power interests. The Soviet Union based its leading position in the CMEA on its weight in power politics and on its economic dependence on the member countries. It kept this position, even while changing the way it asserted its exclusive status. Changes in Soviet policy in the years 1949-1956 were reflected in the CMEA’s activity. The aims of this policy were unrealistic; attempts at realizing them, for example the ‘double market’, the attempt to spread Communism in Europe, the concomitant build-up of a large military, the race to surpass the capitalist countries in production, the tempo of re-arma ment and the second round of industrialisation, had catastrophic con sequences for the member countries. Economic principles and instruments were excluded from commercial relations and cooperation in the CMEA. They were replaced by politicallymotivated decision-making and Soviet bureaucratic methods of planning and control. The CMEA’s organs and Soviet advisors practised the ba lanced method of command and control of production and export. The feverish attempt at rapid industrialisation, the build-up of a mighty mili tary and the formation of a second market, all intensified the negative con sequences of the bureaucratic method of control, which was asserted re gardless of economic feasibility or prosperity or the purpose and effect iveness of investment, mining and production. The predictable result was enormous economic losses and the squandering of national wealth. The overall balance of the CMEA’s activity in the
first seven years of its existence is negative. It played a significant part in the activity which led the member countries’ economies to a crisis. It established economic foundations which constantly led to disproportions and prevented the eco nomy from fulfilling its social role, namely, to address and satisfy the needs of the population. Changes in the CMEA in the years 1954-56 eli minated only the manifestations of the crisis, not its basic and long-term causes. In Czechoslovakia, as early as 1947, tendencies towards the develop ment of economic cooperation were growing and would soon go beyond the framework of a mere exchange of goods. In the long run, this attempt led to economic contacts with Poland. Serious economic difficulties, which increased from the autumn of 1947, contributed to the fact that Czechoslovakia’s leading authorities came forward with a proposal for or ganised economic cooperation with the countries of the Soviet camp and then welcomed the founding of the CMEA. They had high hopes that it 517
would lead to the coordination of production and to the building of a base of raw-materials, because the raw-material shortage, beginning in 1947, was becoming increasingly serious. Communist economists, shortly after the war’s end, pushed for re structuring towards heavy industry, with the aim of taking over Ger many’s former role in the industrialisation of eastern Europe. It began slowly, with a gradual and fluid transformation, but reacted to econom ic difficulties in 1948 and 1949 by intensifying economic relations with the Soviet bloc countries. Afterwards, there followed the pressure of the needs and demands of member countries followed, as well as isolation from the industrialised states and the build-up of an excessively large military. These tasks had necessitated a quick, intensive and extensive transformation of the economy. The Communist economists’ initial ideas on structural changes and their justification were extremely over simplified. Afterwards, when restructuring took on a tempo and direction which did not correspond to their original assumptions, they did not come out against the unnatural practice and limited themselves to mere observation of the negative results. They were under strong political pressure and the threat of persecution. Some of them did, in fact, become its victims. Thus, the idea of the merits and advantage of the ‘steel conception’, gradually took root in the consciousness of the politicians and the new generation of economic functionaries until it eventually became an obsession. The retreat from this conception be came
impossible for a long time, and the first chance for change, which appeared in the years 1954-57, was not taken. Czechoslovak Communists had been trying from 1948 to limit and even prevent economic dependence on the capitalist world. They were mo tivated both by fear of discrimination and the Depression in the West, and by a diminishing ability to obtain hard-currency, owing to a growing in ability to compete, to keep up and to conduct business in capitalist mar kets. There were growing fears of a shortage of raw materials, which threatened to paralyze production in the main industrial branches. Propo nents of ‘economic independence’ had initially not considered a complete severing of economic ties with the West. Developments, however, took a different turn. The CMEA countries could not assure Czechoslovakia the raw materials it required, so that Czechoslovakia had to step up the mining of poor-quality ores, as well as to invest large amounts into geological research and the mining and processing of ores. This resulted in great eco nomic losses. 518
Attempts at ‘economic independence’ led to isolation from the indus trially developed countries, prevented the purchase of modern technology and contributed to a loss of traditional markets in the West. The logical counter-pole to this independence was a growing dependence on the СМЕЛ countries. The CMEA’s founding members (in 1949) were Albania, Bulgaria, Czechoslovakia, Hungary, Poland, Roumania and the Soviet Union. Later, membership expanded to include the GDR (1950), Mongolia (1962), Cuba (1972) and Vietnam (1978). Observer status was granted to China (195661), North Korea (1956), Yugoslavia (1956-58,1966), Laos (1976), Ango la (1976) and Ethiopia (1978). The CMEA was an obedient and, at the beginning, active instrument of Soviet policy. It did not provide opportunities for defence against Soviet demands and advice. On the contrary, all attempts at, or even indications of, resistance and disobedience, which occasionally did appear, were im mediately suppressed by CMEA organs. This is how the unique yet reticent Czechoslovak attempts at defence ended; after its failures, Prague reacted to this practice with passivity and a decline in interest in CMEA activity. The condition of lagging behind the industrially developed countries intensified, and official policy, which had long stemmed from the base established in the mid-1950s, did not create the conditions for a return to an equal partnership in the industrially developed world. 519
