1 Introduction: The Changing World Map of Poverty 3
Poverty is deep seated in rich and poor countries and is .
destined to get worse everywhere unless scientific means
are mobilised to explain current trends, and international
action is taken to counter them. This is the thesis of the
book. This chapter ranges from the US and the UK to
India and Kenya and calls for better theory to explain
current trends in poverty and social polarisation.
2 Conceptualising Poverty 27
Most urgent is the need to reconcile definitions and
measures of poverty as a scientific basis for comparison
and the development of policy. The search for a radical
but scientific definition will be laid out in relation to the
principal historical ideas of subsistence, basic needs and
relative deprivation.
3 What is Enough? The Definition of a Poverty Line
(with Dave Gordon) 40
This illustrates the extent of poverty in the US, Europe
and the former Soviet Union, and traces the history of the
poverty line. New evidence for a threshold measure of
poverty, applying the concept of relative deprivation , is
drawn from a survey of Greater London in the mid 1980s.
