Through concerted national effort over two centuries, Japan has transformed an agrarian, feudal society into a leading industrial power. Some observers believe that, as Japan reaches economic maturity, its ability to make deliberate and effective national choices backed by government action will give way to the inevitable role of market forces, as evidenced by recent moves towards privatization and deregulation. Thus, according to this view, the features which made possible Japan's extraordinary economic development will disappear as a result of its own success. Kyoko Sheridan develops a very different interpretation based on the existence of a sequence of policy cycles which can be discerned in the historical development of Japan's economy. Only by reconstructing this sequence of policy cycles, observed over two centuries, can we make sense of the 'Japanese secret' and understand the significance of recent policy shifts. Sheridan argues that these shifts do not represent the end of Japan's peculiar course of economic development, but rather mark the formulation of new objectives by a government that remains willing and able to intervene in the economy and to make deliberate choices of national direction. Sheridan concludes by considering a range of policy initiatives, from public investment and land reform to the amelioration of conditions for working women, which could help to improve the quality of life for the Japanese people. Governing the Japanese Economy will be of particular interest to students of economics, politics and business studies, and to professionals concerned with the current state and future course of the Japanese economy. |
