RESIDENTIAL DIFFERENTIATION IN THE XXI CENTURY SUMMARY This research analyses social segregation in three metropolitan areas of Lithuania. The aim of this research is to examine the patterns of spatial segregation of various so cial groups. The first stage of our study includes the design of the research methodology, data collection and identification of the research object (boundaries and structure of the metropolitan areas). The research is mainly based on quantitative analysis of popula tion census data from 2001 and 2011. We use aggregated data at the lowest spatial level (census tracts) as well as individual-level data. The metropolitan (urban) areas are the complex systems that stretch far beyond the municipal limits. Their limits, which illus trate the dispersion of suburbanisation processes, were determined at the level of LAU2 regions and three indicators were taken into account: a change in the population, the number of new single-family houses, and in-migration (the number and the origin of the newcomers). Field research was carried out in the city sprawl zones - areas of the most intense socio-spatial changes. This qualitative approach helped us to reveal some specific processes of segregation, which cannot be monitored using quantitative data. This namely concerns the formation of gated communities. Based on the theory and lit erature review, the most suitable indicators of socioeconomic residential differentiation were selected and indexes of segregation, dissimilarity and isolation
were calculated. These measurements helped to re-weal different aspects of socio-spatial segregation in the metropolitan areas. We used occupational status of the residents as a proxy for their socioeconomic status. We analysed the patterns of segregation and their change during 2001 and 2011, and we focused into the urban cores and suburbs. Notwithstand ing the major economic and social changes of post-communist society, most of the measured indexes indicated low levels of spatial segregation and quite modest change. However, the index of isolation, which reveals spatial separation of certain groups (the actual segregation), showed high and increasing levels of isolation for the higher-status groups, especially in the suburban areas. The results showed that the sharpest increase in segregation was in the capital city of Vilnius. It was also revealed that the higheststatus groups are the most segregated and there is increasing separation between the highest- and the lowest-occupational groups in all three metropolitan regions. One of the specific features of many post-Soviet cities is their multi-ethnic struc ture, which was strongly influenced by internal migrations within the Soviet Union. Political and economic reforms in the 1990s led to changes in ethnic composition and the processes of ethnic-segregation have started to increase. The ethnic landscape is very different in different metropolitan areas. Our results showed that the greatest spa tial fragmentation and segregation levels can be found in the Vilnius metropolitan area. 134
SUMMARY Lithuanians are increasingly concentrated in the urban core zones and the closest sub urbs, while the concentration of Poles and Russians is increasing in the less attractive housing estates and industrial neighbourhoods. The results show a clear relationship between the socioeconomic and ethnic status of the residents of metropolitan areas and, therefore, suggest that ethnic segregation is strongly linked to the general processes of social segregation. The findings also show that the higher the proportion of a certain ethnic minority group in an area is, the higher the proportion of lower (social) status residents in this group. In addition ethnic minorities often tend to concentrate in the less attractive and more industrialised areas within the cities. In Vilnius, the correla tions between the residents’ ethnic and social status suggest that the increase in the socioeconomic segregation leads to the increase in the ethnic segregation. Meanwhile the ethnic segregation tends to decrease in the metropolitan regions of Kaunas and Klaipėda. The social and ethnic segregation results in high levels of spatial differentia tion in the political field as well. The residents of the urban cores and suburbs tend to support right-wing parties, while the residents of more peripheral and industrial areas are more likely to vote for non-traditional political parties. The analysis of two interrelated fields - socioeconomic and political residential dif ferentiation -showed that there is increasing spatial distance between the highest-status and lowest-status groups. Different
social groups have different political preferences. The relations between socioeconomic and political segregation are strong in the met ropolitan areas. Due to the urban sprawl the processes of residential differentiation extend far beyond the city municipalities. Urban sprawl results in the growing social tensions in the political field, and it is illustrated by the opposite political preferences between the residents of the central and peripheral parts of the regions. Our findings suggest that socioeconomic dimension is no less important factor determining political preferences than the ethnic differences. Planning and governing of such multi-munici pal regions is extremely complicated. The findings of the research were presented in numerous international conferences and peer reviewed papers. The collective monograph “The metropolitan regions of Lithuania. RESIDENTIAL DIFFERENTIATION IN THE XXI CENTURY SUMMARY This research analyses social segregation in three metropolitan areas of Lithuania. The aim of this research is to examine the patterns of spatial segregation of various so cial groups. The first stage of our study includes the design of the research methodology, data collection and identification of the research object (boundaries and structure of the metropolitan areas). The research is mainly based on quantitative analysis of popula tion census data from 2001 and 2011. We use aggregated data at the lowest spatial level (census tracts) as well as individual-level data. The metropolitan (urban) areas are the complex systems that stretch far beyond the municipal limits. Their limits, which illus trate the dispersion of suburbanisation processes, were determined at the level of LAU2 regions and three indicators were taken into account: a change in the population, the number of new single-family houses, and in-migration (the number and the origin of the newcomers). Field research was carried out in the city sprawl zones - areas of the most intense socio-spatial changes. This qualitative approach helped us to reveal some specific processes of segregation, which cannot be monitored using quantitative data. This namely concerns the formation of gated communities. Based on the theory and lit erature review, the most suitable indicators of socioeconomic residential differentiation were selected and indexes of segregation, dissimilarity and isolation
were calculated. These measurements helped to re-weal different aspects of socio-spatial segregation in the metropolitan areas. We used occupational status of the residents as a proxy for their socioeconomic status. We analysed the patterns of segregation and their change during 2001 and 2011, and we focused into the urban cores and suburbs. Notwithstand ing the major economic and social changes of post-communist society, most of the measured indexes indicated low levels of spatial segregation and quite modest change. However, the index of isolation, which reveals spatial separation of certain groups (the actual segregation), showed high and increasing levels of isolation for the higher-status groups, especially in the suburban areas. The results showed that the sharpest increase in segregation was in the capital city of Vilnius. It was also revealed that the higheststatus groups are the most segregated and there is increasing separation between the highest- and the lowest-occupational groups in all three metropolitan regions. One of the specific features of many post-Soviet cities is their multi-ethnic struc ture, which was strongly influenced by internal migrations within the Soviet Union. Political and economic reforms in the 1990s led to changes in ethnic composition and the processes of ethnic-segregation have started to increase. The ethnic landscape is very different in different metropolitan areas. Our results showed that the greatest spa tial fragmentation and segregation levels can be found in the Vilnius metropolitan area. 134
SUMMARY Lithuanians are increasingly concentrated in the urban core zones and the closest sub urbs, while the concentration of Poles and Russians is increasing in the less attractive housing estates and industrial neighbourhoods. The results show a clear relationship between the socioeconomic and ethnic status of the residents of metropolitan areas and, therefore, suggest that ethnic segregation is strongly linked to the general processes of social segregation. The findings also show that the higher the proportion of a certain ethnic minority group in an area is, the higher the proportion of lower (social) status residents in this group. In addition ethnic minorities often tend to concentrate in the less attractive and more industrialised areas within the cities. In Vilnius, the correla tions between the residents’ ethnic and social status suggest that the increase in the socioeconomic segregation leads to the increase in the ethnic segregation. Meanwhile the ethnic segregation tends to decrease in the metropolitan regions of Kaunas and Klaipėda. The social and ethnic segregation results in high levels of spatial differentia tion in the political field as well. The residents of the urban cores and suburbs tend to support right-wing parties, while the residents of more peripheral and industrial areas are more likely to vote for non-traditional political parties. The analysis of two interrelated fields - socioeconomic and political residential dif ferentiation -showed that there is increasing spatial distance between the highest-status and lowest-status groups. Different
social groups have different political preferences. The relations between socioeconomic and political segregation are strong in the met ropolitan areas. Due to the urban sprawl the processes of residential differentiation extend far beyond the city municipalities. Urban sprawl results in the growing social tensions in the political field, and it is illustrated by the opposite political preferences between the residents of the central and peripheral parts of the regions. Our findings suggest that socioeconomic dimension is no less important factor determining political preferences than the ethnic differences. Planning and governing of such multi-munici pal regions is extremely complicated. The findings of the research were presented in numerous international conferences and peer reviewed papers. The collective monograph “The metropolitan regions of Lithuania. Residential differentiation in the 21st century” is the final result of collab orative work of group of authors, where the most important findings of the research project were synthetized. 135 |
