| Beschreibung: | Purpose of this analysis is the Proposal of Law on Act Amandments on Civil Service in the Institutions of Bosnia and Herzegovina which proposes that the secretary general of the Presidency, the secretary general of the Council of Ministers, the secretaries of ministries, asssistants of ministers and heads of offices shall cease to be civil servants and become the persons who were elected with mandate. By these changes is also provided frequent evaluation of civil servants as well as the abolition of the secretary with special assignment. Aim of the Civil Service Law is the creation of an effective and professional civil administration and the civil servants who will help create the environment for social development and harmonisation of legislation in Bosnia and Herzegovina with European Union acquisition. To achieve this aim, it is necessary to have professional employees who will continuously improve and work in this area. Adoption of Proposal of Law on Act Amandments on Civil Service in the Institutions of Bosnia and Herzegovina in the text as proposed would lead to a slowdown in the performance of tasks related to the harmonisation of legislation in Bosnia and Herzegovina with the acquisition of the European Union, because it would come to the frequent changes of persons in positions of the heads of cabinet, secretary of ministers and assistant of ministers as operational force of the civil service, while secretary general of the Presidency and secretary general of the Council of Ministers should be in the same rank with secretaries of the Houses of the Parlamentary Assembly of Bosnia and Herzegovina, that is individuals elected with the mandate |
