Zusammenfassung: | This book details the policy subsystems - links among members of Congress, interest groups, program beneficiaries, federal and subnational government agencies - that blanket the American political landscape. Robert Stein and Kenneth Bickers have constructed a database detailing federal outlays to Congressional districts for each federal program, and use it to examine four myths about the impact of policy subsystems on American government and democratic practice. These include the myth that policy subsystems are a major contributor to the federal deficit; that once created, federal programs grow inexorably and rarely die; that to garner support for their programs, subsystem actors seek to universalize the geographic scope of program benefits; and that the flow of program benefits to constituencies in congressional districts ensures the re-election of legislators |

Robert Stein and Kenneth Bickers have constructed a database detailing federal outlays to Congressional districts for each federal program, and use it to examine four myths about the impact of policy subsystems on American government and democratic practice. These include the myth that policy subsystems are a major contributor to the federal deficit; that once created, federal programs grow inexorably and rarely die; that to garner support for their programs, subsystem actors seek to universalize the geographic scope of program benefits; and that the flow of program benefits to constituencies in congressional districts ensures the re-election of legislators United States / Congress / Reform Grants-in-aid / United States Economic assistance, Domestic / United States Budget deficits / United States Campaign funds / United States Item veto / United States Democracy / United States Finanzpolitik (DE-588)4127795-8 gnd rswk-swf Subsystem (DE-588)4210082-3 gnd rswk-swf Finanzwirtschaft (DE-588)4017214-4 gnd rswk-swf Politisches System (DE-588)4046584-6 gnd rswk-swf USA USA (DE-588)4078704-7 gnd rswk-swf USA (DE-588)4078704-7 g Finanzwirtschaft (DE-588)4017214-4 s Finanzpolitik (DE-588)4127795-8 s 1\p DE-604 Politisches System (DE-588)4046584-6 s Subsystem (DE-588)4210082-3 s 2\p DE-604 Bickers, Kenneth N. 1960- Sonstige oth Erscheint auch als Druckausgabe 978-0-521-48298-1 Erscheint auch als Druckausgabe 978-0-521-59584-1 https://doi.org/10.1017/CBO9781139174459 Verlag URL des Erstveröffentlichers Volltext 1\p cgwrk 20201028 DE-101 https://d-nb.info/provenance/plan#cgwrk 2\p cgwrk 20201028 DE-101 https://d-nb.info/provenance/plan#cgwrk |
