in the Province of
Pomerania,
1920-1939
Abstract
In revived Poland which gained the access to the sea due to the decisions
of the Paris Peace Conference,
Pomerania,
beside Silesia, developed into
a symbol of independence and sovereignty of the Second Polish Republic.
The young state was facing a difficult task to unite the recovered territories,
reconstruct the war-torn country, and revamp the economic system. To
a large extent
Pomerania
was devoid of the Polish elites, Polish private capital
and greater Polish regional cultural tradition, comparable with that of Lvov
or
Poznań.
In the atmosphere of continuous confrontation with the Free
City of
Gdańsk
and. in. the face of political tension, around the Pomeranian
Corridor , in a short time the authorities of the Polish Republic strengthened
their rule and almost from scratch built the functional, spatial settlement
structures, as well as industrial and transportation ones. They encompassed
the seaside zone with numerous dynamically developing resorts owing to the
private capital, and a future town and port of Gdynia. Considerable spatial
transformations were made in
Toruń
-
until now not a big, frontier town,
enclosed in its own fortress
-
which was developed into a modem urban
architectural pattern and was serving in
che
function of a province capital.
The role of capital city brought about a significant population growth,
mainly civil servants, which in turn increased demand for apartments and
directly led to the rapid development of construction works. The land policy
led by the town authorities prevented speculation which was a permanent
practice in nearby Gdynia. In the discussed time-frame there were built in
Toruń
several public utility buildings, apart from a number of tenement
houses. In accordance to the General Plan of Development designed in
1935
by architect
Ignacy Tłoczek,
there was a tendency to place them
-
apart from
a few exceptions
-
outside the post-fortress green belt enclosing the Old

Town. From the moment of revival of building activity, i.e. from
1928,
there
were built the following buildings: Pomeranian Voivodeship Office (architect
Franciszek Krzywda-Polkowski)
,
for which the first architectural competitions
were organised as early as in
1925;
che
Municipal Exhibition Hall, Social
Insurance Company, Head Office of State Forests designed by architect
Kazimierz
Ularowsld. In the
1930s
there were built the buildings of; District
Office (architect Marian Lalewicz), Pomeranian Broadcasting Station of
Polish Radio (architect
Antoni Dygat).
Some other buildings were also
started, but not finished before the war: the Museum of
Pomerania
(architects
Stefan Putowski and
Tadeusz Kaszubski),
the Courts of Appeal Office
(architect
Zbigniew
Wahl)
and Municipal Savings Bank (architect
Ignacy
Tłoczek).
As regards the form, among the public utility buildings prevailed
a modernised classicism with growing by the end of the
1950s
references to
the local building tradition (emphasis on vertical patterns, use of unplastered
brid«
or
che
tower symbolism). There were also the constructions built in
the aesthetics of functionalism (two realisations of the designs by leading
Polish avant-gardisrs:
Bobdan Lächert
and
Józef Szanajca),
but they were
mainly the private investments and not very often made.
Another town with a rapid spatial growth was
Grudziądz.
In
1925
there
Was held the First Pomeranian Exhibition of Agriculture and Industry and
the exhibition pavilions designed by architect
Jerzy
Müller
were to propagate
in
Pomerania
a new architectural style. In the early
1930s
there was also built
one of the more interesting school buildings associated with the German
culture
-
the German Minority Gymnasium Building, designed by an
architect from
Gdańsk,
Albert
Krüger.

biggest and most spectacular investment in
Pomerania
was the
building of a new port and town of Gdynia, which in a short time became
tbepide of the Second Polish Republic. From the urban planning perspective,

the biggest problem was inappropriate
-
in the opinion of specialists
-
relationship between die town and port, the building of which was a main
goal, and as such it led to gradual reduction of the land area allocated for the
building of city centre, which in turn caused, among other things, land
speculation. There were, however, some efforts made in the latter part of the
1930s
to make up for the partially lost chances of creating a symbolic space
worthy of the town aspiring to be a sea capital of Poland.
The architecture of Gdynia developed in a way typical for the Polish
architecture from realisations in the styles of national traditionalism, through
modernised classicism to the forms based on the avant-garde trends:
functionalism and constructivism. Gdynia also had its own architectural
style, a native modification of Streamline
Moderne,
which symbolised the
relationship between the town and the sea.
The architects working in
Pomerania
were members of professional
organisations which later became the part of all-Polish organisation called
the Union Of Polish Architects (Polish acronym:
SARP).
The first organisation
was established in Gdynia
(1928),
the next- in
Toruń
(1931).
Their purpose
was to protect the profession of architect, work out the local building
regulations, organise architectural competitions, raise the level of architecture
of the Pomeranian region and its popularisation.

Abstract
In revived Poland which gained the access to the sea due to the decisions
of the Paris Peace Conference,
Pomerania,
