SUMMARY
The book is based upon conceptualization of the Great Depression as a com¬
plex social crisis that together with the WWII (periodization of long
1930s:
1929-1945)
crowns a process of forming of an organized modernity. The
revision of a notion liberalism is extremely accentuated which culminated in
1930s.
Whereas in the United States its reconceptualization was taking place
towards accentuating social rights of the citizens, the discourse in continental
Europe was as for the notion of liberalism in
1930s
strictly dismissive. The
anti-
crisis politics are not reduced here only to their economical dimension
but are perceived as versions of a seeking of a new social stability in the form
of some of variants of the post-liberal order (New Deal, Socialism, Fascism,
Popular Front etc.)

The first part of the book focuses apart from a conceptualization of this topic
by means of the theory of modernization (Peter Wagner) on a description of
circumstances and the course of the crisis in the first half of
1930s.
It proves
existing findings that this economic depression did not turn „Great" as early as
during the New York Stock Market Crash but as late as in the course of the year
1931.
Long term conditions of an outbreak of this crisis are also stressed out.
The impact of the WWI, conditions in the agriculture, the influence of the gold
standard, the flow of international payments, changes in the labour market.
The second part of the book is introduced with a general survey of period and
later theories striving to explain the outburst of the crisis. Not only their brief
description is accentuated, but also covering of their impact upon the public
opinion, respectively, their influence upon decisions of political elites. Further
on it deals with an outline of impacts of the crisis upon particular industrial
sectors and a description of particular reactions of national governments and
international community in an endeavour to reverse a negative economic
development. The chapter dedicated to state finances shows that in spite of
expectations the role of a fiscal politics remained in
1930s
still rather limited.
The third part of the book brings in its introduction ideally typical concep¬
tions of crisis solving; then it proceeds to a more detailed interpretation of
particular conceptions in relation to existing political streams in individual
countries. The anti-crisis politics is nevertheless reduced to four ideally typi¬
cal ways: orthodox, neo-orthodox, unorthodox and planned (non-capitalistic)
politics. The matter of fact is particularly accentuated that in relation with the
anti-crisis politics a classical division into political right and left did not play
a role much but that a splitting in this matter took place within each political
party. Further on also a similarity of anti-crisis proceedings is accentuated in
cases of contradictory ideological streams.
The conclusion of the book summarizes basic propositions as for forming
of an organized modernity and it stresses out a description of causality of a
succeeding development which after the WWII caused that state interven¬
tions into economics became a standard part of an industrial politics and that
on both barricades of the Cold War welfare states were quickly being formed
though not being in same forms and not having comparable methods of social
redistribution. |
