OF THE FIRST CONGRESS OF THE ARCHIVISTS
OF BOSNIA AND HERZEGOVINA
I
The participants of the First congress of the archivists of Bosnia
and Herzegovina, organized in Sarajevo, November
2-4, 2006,
share the
unanimous opinion that in Bosnia and Herzegovina the conditions must
be provided for the efficient protection and preservation of the archival
materials, not only of those placed at the archives, but also those that are
in creation.
For the mutual interest and work programs, more effective presentation
of the archival service in domestic and foreign relations, it is necessary
to have a larger coordination within the archival profession, and the
harmonization of the regulations in all aspects of work, as well as to form
all necessary organs and bodies,

and Herzegovina. In accordance to this, the Congress will submit a special
notification containing these conclusions to the Council of Ministers of
Bosnia and Herzegovina.

Considering the fact that the territory of Bosnia and Herzegovina
is not completely covered by the archival service, it is necessary to take
appropriate steps to solve that problem and to regulate the issue of the
real and territorial jurisdiction of the Archives'. For resolving this issue, a
special professional Commission will be formed. The congress supports
the activities for establishment of the new archival institutions, undertaken
on the territory of
Zeničko-dobojski
canton, and expresses the hope that
similar would be done on the territories of the
Posavski
and
Livanjski
canton, as weU as on the territory of Sarajevsko-romanijski region, by
putting in function the regional unit of die Archives of Republic of
Srpska
in Eastern Sarajevo.

The archives in Bosnia and Herzegovina need to increase the number
of qualified employees, and the necessities of the archival service impose
the need to form its own system of education in under-graduate and
post-graduate studies, which would partially be based on the programs
that have already produced results in the process of education and that
could be adapted, with the necessary modifications, to fit the needs of the
archival community of Bosnia and Herzegovina.
Considering the need to continuously educate the entire personnel
that manages the documents, the process of education should also include
education of the personnel at the creating agencies.

It is extremely important to immediately resolve the problems of
the repository capacities of the archival institutions; not only regarding
protection of the existing archival holdings in Bosnia and Herzegovina,
but also regarding the storage and protection of the materials waiting to
be taken over.

Regarding the protection of the archival materials, it is necessary to
actually restart the activities on restoration and conservation, considering
the existing equipment, and particularly if we keep in mind the fact that, in
the past, these activities, as well as the microfilming work, were performed
exclusively at the Archives'.

In order to protect the archival materials outside the archives,
it is necessary to work on the new legal frames that would include all
problems with the archival materials in creation. In that aspect, we should
synchronize the work of the supervisory services at the Archives' in Bosnia
and Herzegovina, and, in the field of records creation, build a system of
an efficient supervision of the entire lifecycle of the documents.

Considering the inseparable connection between the Archives' and
the records creators, it is necessary to strengthen the cooperation with
the creators of the archival materials. That would help to take more care
about the archival materials in creation, and, at the same time, create the
possibilities at the archival institutions for more intense performance of
other functions.
In this field, it is necessary to cathegorize the creators, and also to
consider the possibility of establishment of special Archives'.
IX
Considering the tendencies for the higher accessibility of the
information, the coUected archival materials in Bosnia and Herzegovina
need to get more available, by processing and updating the data about them,
as well as by establishing the actual completeness of the archival materials in
regard to all creators. In connection to this, we emphasize the significance
of the new registry of the archival
fonds
and collections in B&H, publishing

and making the rinding aids as much available as possible, which includes
the on-line accessibility to the archival materials, particularly considering the
fact that the number of researchers is constantly increasing, regarding both
the scientific researches and the interests of the citizens and society.

Regarding the archivistical processing of the archival materials and all
other relevant data, there is a necessity for application of the informational
technologies, as well as regarding all other segments that would improve
the speed when reaching the information.

Considering the fact that there are not enough activities in Bosnia
and Herzegovina regarding the establishment of a unified system of
information or unification of the existing one, it is necessary to modernize
the work of the informational-documentation services at the Archives'.
XII
Along with the current steps towards European integrations, the archival
service should take all necessary steps to analyze the valid regulations and
recommendations about the accessibility of information, and particularly to
take the steps to apply the recommendation

of the Council of
Europe, as well as to adapt and apply the other relevant acts.
XIII
The Second congress of the archivist of Bosnia and Herzegovina
will be organized in the year
2010.
The place of the organization and the
topics
wñl
be set by the Archivists Association of Bosnia and Herzegovina,
and the preparations (assigning of the Organizational board and working
bodies, determining the topics etc.) should start latest by the end of the
year
2008.
For that purpose, a new working body soon needs to be formed
by the Archivists Association of Bosnia and Herzegovina.
