He who ought not to have yielded to death in the least:
Three Senate s acts in the memory of Germanicus Ceasar
Political activity of Germanicus Julius Caesar

Tiberius the emperor s
inheritor was not studied in Russia except his military
campagne
beyond the
Rhein.
Three
acts of the Senate that directly refer to the untimely death of the emperor s successor attracted
even less attention. The suggested work is aimed at closing the indicated gaps to some
extent. For this purpose the author translated into Russian the honorific enactments survivng
on the Tabula Siarensis and the text of the decree concerning Cnaeus
Piso
which was found
in the former Roman province oiBaetica.
Besides, an attempt has been made to write a brief history of the creation of these
decisions forming in complex a peculiar set in memory of Germanicus Caesar. With these
records coming to light specialists for the first time get a rare opportunity to study Rome s
political life of the Early Empire using not only Suetonius and Tacitus pamphlets but the
documents in which the imperial state responded to one and the same grievous event, the
fact of the derogation of its majesty
-
maiestas.
Regardless of the factual effectiveness of Germanicus achievements for the Empire as
a general he, as it is underlined in the commentaries, was the heart of the Roman society and
the symbol of its success. Young Caesar s responsiveness and accessability seemed to be
the responsibility and closeness of the Emperor s power itself. Germanicus decease caused
the crisis of anticipations both in the whole society and among close friends and relatives of
the decedent. Germanicus death was more likely to weaken Tiberius personal power than
to strengthen it: popular Germanicus with all his unpredictability was loyal to his step¬
father and showed himself a good mediator between him and the common men of the
Empire.
The question which the Roman state attempted to answer in the three Senate acts had
not only a political dimension but also a related religious one. The dramatic character of the
events was aggravated by the fact that the period in which the Senate was working at the
documents (from December of
19
to December of
20 A.D.)
the Empire, at least its centre,
was living in the atmosphere of both announced and factual grief. Apparently not by chance
the date of publication of SC
de Cn.
Pisone (the
IO 1
of December^C) was practically timed
to the day of the last year s announcement of the mourning (edict the
б 1
of December,
19).
The grief lasted not less than a year! The solidity of the traditional cult was tested when
people attacking the altars of the gods called the heavens to account. The Senate responded

to the crisis of the religious expectations paying Germanicus honours which came short of
ones designated to the
princepses
themselves just a little.
The enactment on Cn.
Piso
was being prepared under a strong stress of the society on
the Senate and
princeps.
Tiberius standed this pressure but he yielded to the requirements of
his mother. In the matters concerning the honour of the Emperor s family, let alone the
majesty of the
princeps
himself, Tiberius was always a judge in his own case . The Senate
thanked him for the deserving noninterference into the trial
-
the behaviour which, according
to the SC, the
princeps
was able to impress on his powerful mother and his son
(ßcQaP.lbl-
137).
Praising Tiberius and Augusta for something which they were not able to accomplish
in full, the senators contradicted themselves. The objective necessity to be in the shade of
justice and at the same time to guarantee it became the real curse of the Emperor, especially
in the matters where his desirable unconcern to the current events encountered a resistance
of the society. And it was passionate, vindictive and jelous. SC

Cn. Pisone patre was
made in the way talcing into account this jelousy. The Senate seemed to accomplish this
task, but the
princeps
could not do it at all under the conditions of personal power.
The Senate s edict on
Piso
was the answer, and hardly the last one, to the prolonged
argument on the dignity of the noblemen which was decided in favour of the ruling family
and its claims. The ruling house objectively needed, if not a direct support of the custom and
law, at least the creation of the tradition for their interpretation and the edifying approval by
those who citizens listened to. The curia tried to fulfil the role meant for it with zeal sometimes
going to the limits of proprieties and the adopted SC became significant for the whole nobility.
If the merciful punishment of
Piso
which is described in SC
de Cn.
Pisone Patre expressed
Tiberius and Rome s mild reaction to the fact of the derogation of the ruling house s majesty ,
the honorific enactments became the authorities excessive reaction to the cruelty of gods
who had carried off from people such a desirable successor of the
princeps.
It is the first
time when the researchers of the early
principate
have an opportunity to study official
documents of such level published in a special double-sided variant as well as the act so
fully reflecting the Senate s investigation of a Roman citizen s crimes.
