There are identified conceptual approaches to the state socio-economic policy in the
Russian North and determined the basic principles of the state policy based on long-term
target points and adapted to northern conditions legal basis. There are considered historical
aspects of formation of the Northern Sea Route and possibilities of its effective use in
combination with other transport types and economic development of the Russian
northern territories. There are identified possible traffic volumes in the prospect at the
expense of increasing exports of metals and fertilizers from Russia to countries of south¬
east Asia and potential traffic connected to extraction of carbon raw materials.
There are considered the condition of sea transport and traffic indices along the
Northern Sea Route, issues of traffic development and transport sufficiency in the Russian
Arctic zone. There are examined organizational and economic principles of complex
development of the Northern Sea Route, legal and normative arrangements connected to
commercial activity and efficiency of functioning and management of the Northern Sea
Route under the new economic conditions in interconnection with socio-economic
development of the adjacent territories.
