The Authors
David
W.
Holland is Professor of Agricultural Econom¬
ics, Department of Agricultural Economics, Washington
State University, Pullman. His research concentrates on
use of regional, multisector models for public policy
analysis. He holds B.S. and M.S. degrees in economics
from Colorado State University, and a Ph.D. degree in
agricultural economics from Oklahoma State University
in
1972.
Hans T.
Geier
is a Research Associate with the Univer¬
sity of Alaska, Fairbanks, where he works on natural
resource policy analysis. Formerly, he was a Research
Associate with the Department of Agricultural Econom¬
ics, Washington State University.
Geier
received a B.S.
degree in history and agricultural business from South¬
west Minnesota State University, a Master of Adult and
Continuing Education from Washington State University,
and an M.S. degree in resource management from the
University of Alaska, Fairbanks in
1993.
Ervin
G.
Schuster is a Research Forester and Project
Leader for the Economic Aspects of Ecosystem Manage¬
ment Research Work Unit, U.S. Department of Agricul¬
ture, Forest Service, Intermountain Research Station,
Missoula, MT. His research includes modeling timber
harvest and supply, timber sale economics, and rural
development. His academic training in forestry and eco¬
nomics was taken at the University of Minnesota and
Iowa State University, where he received a Ph.D. degree
in forest economics in
1971.
Research Summary
The U.S. Department of Agriculture, Forest Service
has historically been concerned with the effects of its
programs on rural communities. Agency emphasis has
recently changed from promoting community stability
through a stable timber supply to revitalizing and di¬
versifying rural communities. However, local community
leaders and Forest Service personnel do not always
know which development opportunities might prove
successful. Using concepts from the field of regional
economics and the tool of input-output analysis, this
paper explores three development strategies: expanding
and retaining the economic base, substituting local pro¬
duction for imported commodities, and exploiting urban-
rural linkages.
The procedures developed in this study resulted from
an iterative case study where procedures developed and
tested in one community were improved and applied to
another. Data came from the Forest Service s
IMPLAN
system and
REIS
data from the U.S. Department of
Commerce, Bureau of Economic Analysis.
Before
IMPLAN
is used to help identify development
opportunities for a community, the
IMPLAN
model used
must accurately reflect the local economy. Procedures
for validating the
IMPLAN
database, ground truthing,
improving regional trade estimates, and more are dis¬
cussed. The case study presents some results from
Malad City, ID, a ranching community in southeastern
Idaho.
