THE CONSOLIDATION OF TITO S YUGOSLAVIA
(1945-1955)
I. The Soviet Red Army and the Yugoslav
partizan
units captured the entire territory
of
Vojvodina
by October
1944.
Between October 20th
1944
and February 15th
1945
the Yugoslav authorities introduced military administration. Following this, public
administration took over, as outlined in the decree on the temporary organization of
peoples liberation committees and its jurisdiction on the territory of
Vojvodina.
In accordance with the
1946
general federal laws, these committees were declared
to be public bodies/state bodies.
The Peoples Liberation Committee of the
Senta
District held its constituting
meeting February 9th
1945.
On the first regular meeting, February 20th
1945,
depart¬
ments functioning within the People s Liberation Committee of the
Senta
District
were formed.
The People s Liberation Committee of the city of
Senta
was formed February 14th
1945.
The organization of these committees had changed on several occasions between
1946
and
1955
in view of the gradual development of the Yugoslav administration.
II. Following the Second World War
-
according to the
Tito-Šubašić
agreement signed
during the war on the island of Vis
-
the question of Yugoslavia s form of govern¬
ment had to be settled. As part of the agreement, the mixed structured, temporary
government of the Democratic Federal Yugoslavia was formed. Following the war,
at the third assembly of the Yugoslav Antifascist Council of People s Liberation
-
held between August 7th and 10th
1945 -
the board declared itself to be the states
temporary national assembly.
August 10th
1945,
this temporary national assembly voted for the law on the
electoral register. Legally, every man and woman, who had turned
18,
had the right
to vote. The law also defined who were deprived of these rights. The following were
included into this group: members of the occupying forces and traitors of the home¬
land, people who were engaged in fights against the People s Liberation Army and its
allies; politicians, soldiers, policemen who served the occupying forces, and people
who lost their citizenship by court decision.
August 23rd
1945,
according to paragraph four of the electoral register the Serbian
Peoples Government brought a declaration that listed the organizations which were
considered to be hostile and whose members were also deprived of voting rights. The
decree also named the organizations that were taken into account as hostile Hun¬
garian establishments, which were the Arrow Cross Party, the
Imrédy s
Hungarian
Rebirth Party, the
Turan
Hunters, The Southern Hungarian Cultural Association, and
the Hungarian Cultural Association of
Banat.
The authorities also did everything to
deprive those people of their voting rights that could have voted against the Peoples
Front and in favor of the civil opposition.

People could turn to the district courts in case they wished to plea against the
deprivation of voting rights, however only a small number of these pleas were an¬
swered. In most of the cases the courts enforced the People s Committee s decision
on the deprivation of voting rights.
The civil opposition stepped back from the elections. So voters could only choose
between the People s Front ballot and a void ballot next to it. This was an ancillary
method of voting because of the high illiteracy rate.
III. The Federal Assembly of Yugoslavia, and the parliament of the People s Republic
of Serbia voted for a line of new laws and decrees between
1945
and
1955
which were
meant to bring forth radical changes in the ownership relations. For the regime and
the civilians both, the most influential laws were the
1945
regulations considering
the land reform and settling policy, including the confiscation of property and its
implementation; then the
1946
laws on the nationalization of private economic part¬
nerships, and the laws brought to power in
1956,
which dealt with the immobilities
of the national agricultural land register, together with the assignment of agricultural
lands to agricultural instituitons.
IV. One of the pivotal and most urgent questions of the new Yugoslavia was the land
reform, which was introduced in the August of
1945.
The law was especially opposed
by the Catholic church, since it projected the confiscation of its property too. The
church introduced its views in the so called Pastoral Letters, which, in short time,
aggravated the relationship between the Catholic Church and the Communist regime.
The land reform also stated that German property was to be nationalised, along
with the property of companies and financial institutions. Farmers could keep

catastral
hectares of land for cultivation and lands above this range were nationalised.
Property above this number was nationalized. A part of the nationalised land was
given to people who requested land. The rest remained state property. During the
colonisation period,
Vojvodina was
colonised with people from agriculturally pas¬
sive parts of Yugoslavia. A significant part of these people had fought in the Peoples
Liberation Army and
partizan
units. They mainly received the property of escaped
or deported Germans.
V. Folowing the war the development of the new judicatory and judicial system of
Yugoslavia was initiated. The judicial system in
Vojvodina,
formed in
1945,
consisted
of the High Court, and the network of peoples district courts.
The directorate of the District People s Court in
Senta
was elected in May 8th
1945
at the joint meeting of the District People s Committee and the Peoples Committee of
Senta.
Dr. Dimitrije
Bešlin
was elected as president, dr.
Szőcs Kálmán
and dr.
Savie
Dobrivoj were elected to be judges. The court s jurisdiction spanned to Ada,
Kanjiža,
Martonoš, Mol,
Horgos and
Senta.
These people s district courts were trial courts and handled cases of property
confiscation, property requisition, minor criminal cases, eg. economic sabotage, but
also civil cases, and declarations of deaths.

The term peoples was abandoned in
1947.
The District Court of
Subotica
acted as an appelate court above the District Court
of
Senta.
This court handled more severe criminal cases and divorce trials
-
cases
that were above the authority of the District Court of
Senta.
VI. After WWII not all citizens took the side of the governing Communist
party-
in
Yugoslavia. There were instances of hurling abuse at the Communists and Tito.
Since the scars of the war were still fresh, there were sometimes examples of verbal
clashes between nations of the country, and sometimes, there were cases of physical
confrontation as well. The authorities worked hard on the prevention of such criminal
acts. The perpetrators were arrested by the peoples militia, then, they were sent to
court. The minor cases were decided by the District Court of
Senta,
the more severe
cases were sent to the District Court of
Subotica.
The sentences passed in these cases were less strict compared to the revolution¬
ary judging during he war. In most of the cases the decrees on amnesty and general
pardon were considered.
VII.
After the war, in
1945/46,
confiscation of property was executed in accordance
with the law in effect and the decisions of the district courts. The mobilities and im-
mobilities were confiscated of individuals that were declared to be war criminals and
enemies of the people, including the citizens of the German Empire and citizens of
German ethnicity in Yugoslavia. In later years, between
1947
and
1952,
especially
during the times of mandatory delivery of crops, confiscation of property was a
complementary sentence. In instances of economic sabotage, the perpetrators were
punished with confiscation additionally to prison sentence.
VIII.
In
Bačka,
the Second World War claimed a huge number of human lives along
the
Tisa
river as well. Apart from the fallen soldiers, who were members of different
armies, e.g. the Yugoslav Royal Army, the Hungarian Defence Force, the People s
Liberation Army of Yugoslavia; the Holocaust and the
1944
partizan
retaliation
claimed the lives of many as well. A small number of victims was documented in
death certificates, but most of them were just declared missing.
Following the war, according to laws in effect, relatives had to report their miss¬
ing family members dead in order to settle their property and family rights issues.
These were out-of-court settlements in the jurisdiction of the district courts. In the
practise of the District Court of
Senta,
the first declarations of death happened in
the fall of
1945.
According to archive data, the victims of the Holocaust in the area
of the
Senta
District were all declared dead by the end of
1948.
However the victims
of the
1944/45
partizan-terror were pronounced dead only in the fifties.
IX. Right from the beginning, tension characterized the relationship of the Yugoslav
Communist regime and the churches in the country. The reason for this was that
during the war, the higher circles of the church supported the enemies of the people s
liberation movement.

Regarding the land reform, the Croatian Catholic Episcopal Board issued its so
called Pastoral Letter, which discussed the prosecution of the church and the con¬
fiscation of its property and later led to open clashes. In
1946,
Archbishop Alojzije
Stepinac was arrested and sentenced to

years of prison in a show trial.
The Communist regime used all its power to suppress the influence of the churches.
The official diplomatic relations between Yugoslavia and the Vatican disbanded for
14
years in
1952.
In May 22nd
1953,
the federal parliament voted for the law on the legal status of
religious communities.
X. Following the war relations between the Soviet Union and the Tito-lead-Yugoslavia
were rather good. According to the
1945
Soviet-Yugoslav Friendship and Coopera¬
tion Agreement, the Yugoslav economy was to rely entirely on the import from the
Soviet Union, and there were also Soviet military and civil advisors engaged in the
country. Stalin tried, as he did with other Eastern European countries, to drive Yu¬
goslavia under his influence, but Tito and those members of the Communist Party of
Yugoslavia who were loyal to Tito, they all resisted. In March
1948
the Soviet advisors
left Yugoslavia and they ended their economic aid programme.
In a Central Committee letter, March 27th
1948,
the Soviet Communist Party
accused the leadership of the Yugoslav Communist Party with opportunism and
the creation of an anti-Soviet atmosphere. The Central Committee of the Yugoslav
Communist Party rejected the accusations with the argument that the conditions of
building Socialism are unique and emphasized that Socialist countries should mutu¬
ally respect each other s independence and equality.
Yugoslavia rejected the Soviet s proposal that the Communist Information Bu¬
reau, the Cominform, should review the differences of opinion. On a meeting of
the Information Bureau, held June 20th
1948,
the Yugoslav Communist Party was
disapproved, and members loyal to Marxism were advised to relieve the opportunist
leadership of its positions.
July
2151-28111 1948,
on its 5th congress, The Yugoslav Communist Party rejected
the Cominforms accusations and voted in favour of the Tito lead leadership: following
this, Yugoslav Communists that were faithful to Stalin were incarcerated. There was
one specially famous prison and work camp on the island of
Goli otok.
The Soviet-Yugoslav relations were normalized only after the death of Stalin by
the Belgrade and Moscow Declarations, signed in
1955
and
1956.
XI. After the war, the new Yugoslav regime introduced significant changes in agri¬
culture: in
1946
the land reform was initiated, which, in the name of collectivization,
was continued with the foundation of productional farmer co-operatives. In
1947
the regime announced its ambitious Five Year Plan, which was based on the Soviet
economic aid and projected rapid economic and social progress for the country.
The nationalisation of the industry and commerce was finalized in
1948.

The
1948
break-up with the Soviet Union led to severe economic difficulties. The
Yugoslav leadership had to react to this: as a result the self management of workers
was gradually introduced.
Via a long series of negotiations the Yugoslav leadership could acquire economic
and military help from the Western powers.
The socialization of agriculture was an integral part of the Yugoslav Communist
Party s programme, but in
1950
it was decided that it should be slowed down. The
initiation of general farmer co-operatives was the primary objective following this
point.
The federal parliament voted for the reorganization of property relations of farmer
co-operatives in
1953.
A very important law was voted for in
1953:
the law on agriculutural funds of
national wealth, and the rights to distirbution of land to agricultural organizations.
One of the most important points was the one which declared that the maximum
property of a farmer could be

hectares; above that, the land was nationalized and
distributed to the national, socialist sector.
