Press, Publications and Entertainment
in Gdansk,
1945-1958
Abstract
The present book is a synthesis of

years of research and achievements of
a censoring team, Gdansk Office for Control of the Press, Publications and Entertainment;
it is also a contribution to the history of post-war preventive censorship in the Polish
People s Republic, as well as an attempt to grasp the full scale of manipulations perpe¬
trated against both authors and audience of the censored media
-
literally of fabrica¬
ting of other people s texts.
The seat of the Office and people working in it were changing with the lapse of time,
but the purposes of institutional censorship were constant, prior to and after
1956.
In
brief, they consisted in: permanent, preventive control of all mass media, of each, even
the most simple, piece of information publicised in any way. The censorship, in its offi¬
cial capacity, was interested in publications in all walks of life. The scale of the censoring
itself, made by only ten-odd people on the provincial level, is astonishing, even today.
The censorship and its results, especially of the press, publications, radio, theatres, cine¬
mas, printing houses etc., preserved and evident in archival documents form a material
that allows us to draw conclusions about how the censoring office at the middle level
was operating, here the level of the Gdansk Voivodeship
-
a then unit of administrative
division and local government. Above it was the Central Office for Control of the Press,
Publications and Entertainment in Warsaw, but the Provincial Office is an important level
to understand how the censoring apparatus was working in the Polish People s Republic.
The presence of introductory, preventive censorship in Poland was commonly known, but
its actual scale, basis and content of interferences or confiscations were kept secret from
public. It was a mechanism precisely controlled through secret or confidential regulations.
What seems important is the evaluation of meticulousness of the censorial interfe¬
rences of the red pencil and their accuracy to the intentions of the authors of regula¬
tions
-
decision-makers from the Polish United Workers Party or state institutions. These
regulations determined a field of activity for a censor; they regulated information meant
for
a
Jan Kowalski, an
ordinary Polish citizen. They reveal obsessions of the state autho¬
rities in the period of Polish Stalinism, for instance in the specific scope of state secrets.
The control over the expression was only one of many duties of the censorship. An
important matter was to present a consultative role of the Office, appraisal of the work
done by editorial staff, publishers, writers, journalists and even scientific researchers.
More interferences were made by Warsaw, Krakow or Wroclaw, but it resulted from the
number and importance of papers, periodicals and books edited and published there that
required special attention. In Gdansk, there dominated matters of everyday life, complaints
of average people, prices of goods and services, shortages in supplies, growth of income,
investment policy etc. Gdansk censorship Office, like all the provincial offices, reduced or

intensified its operation according to the actual situation in the country and the policy
of the state authorities. There was a difference between its work before and after the
Thaw of October
1956.
Each of the two periods had its own censoring obsessions and
priorities. At the same time Gdansk, the entire agglomeration of the Tricity, and Gdansk
Pomerania,
were drawing the attention of censors by their own problems, such as: the
questions of Kashubian regionalism and all issues resulting from the seaside location of
the region; questions of the so-called Recovered Lands , post-war migrations of people,
and problems related to the surveillance and guard of the sea border.
The subjects published in the Tricity press made it important for the Office to pay
attention to the economy matters, including reconstruction and development of sea
economy, ports and harbours operations, shipyard industry, fishery, and navigation and
shipping issues. A separate question were censorial interferences in publications rela¬
ting to the Navy.
The chronological range of the book spans the period from
1945
to
1958.
Although
not very precise, it has some references to the so-called Little Stabilisation , the rule
of the Party team of
Władysław Gomułka.
The foundations of a central censoring office
were laid already in the summer of
1944
in Lublin. Its regional office in Gdansk was esta¬
blished in June
1945,
less than three months after the liberation of
Pomerania
from the
Germans, and less than twenty days after the first appearance of a first regular client
of censors
-

Formally, the decree on censorship bore the
date of July
5, 1946,
but in actual fact the censorial offices, both of Gdansk and central
one, from the very beginning were consequently refining the mechanisms of their ope¬
rations on the basis of broad wordings of the decree. After the parliamentary elections
of January
1947
a monopoly over the propaganda information was imposed, in a spirit
of Stalinism leaving its stamp on almost all spheres of public life. Censorship played in
the process a role of orthodox guard of the unreal image of the political system being
imposed on the country.
After
1956,
in the wake of the October Thaw, its role changed a little but did not
weaken. It is evident in the fact that censors themselves began to call into question
some of the regulations but it had no influence on the core of censoring operations. The
decree on censorship was not changed. The extent of censorial control was not thoro¬
ughly specified and the scale of information manipulation was not reduced. After a short
reorganizational chaos censors carried out their duties on the basis of methods worked
out in the first years of the existence of the office. The final year of
1958
was marked
by an evident end of the Thaw, the ban on criticising the Party line , and a beginning
of the so-called Little Stabilisation, in maintaining of which censorship was to play an
important role, thus the usefulness of its existence for the regime was not discredited.
The book is divided into three chapters, dealing with matters of both preventive
censoring within the whole country, the institution of Central Office for Control of the
Press, Publications and Entertainment, and the Gdansk regional office. An exception is
made for the first, opening chapter, where an attempt is made to analyse the phenome¬
non of preventive censorship and the analysis exceeds the defined extent. The author
tries to present the censorship in the Polish People s Republic as a complex process,
mechanism and institution that by dint of their very existence were supposed to influ¬
ence authors and publishers.
Chapter one deals with the development of censorship in Poland in
1945-1958,
inc¬
luding the Central Office for Control of the Press, Publications and Entertainment, its
structure and authority in the period of Stalinism in Poland, the postulates of changes in
the censorship starting from the turbulent year of
1956,
attempts at liberalisation of the
system and its role after Gomuika s withdrawal from the idea of the Polish October .

Chapter two presents multifaceted aspects of Gdansk Office operations and its history,
together with the scope of its authority. Chapter three is devoted to the subject analysis
of the regulations and resulting interferences, outcomes of the factory of other people s
texts . It presents the specificity of control over periodicals and books, its methods and
problems. The relations between the Kashubians and state authority, the fight of Gdansk
Office against the phenomenon of the so-called separatism , were important enough
to devote a separate section to the subject. The structure of the book is three-staged:
a situation in the country, problems of Gdansk
Pomerania,
and the censorship attitude
towards the regional press and book publications.
The analysis is based on preserved documents pertaining to the performance of the
Central and Gdansk Censorship Offices. In the State Archives in Gdansk there are pre¬
served
3828
archival units from
1945-1971,
containing the materials of Gdansk Office
for Control of the Press, Publications and Entertainment, presenting various aspects of
its activity, mainly prior to
1965.
A great part of important sources is preserved in the
collection of the Central Archives of Modern Record in Warsaw, including the sets of
documents of the Central Office, and the Office of the Council of Ministers, the censor¬
ship was formally subordinated to.
The book focuses on the censorship as one of the institutions of reprisal rather than
on those who

as the authors of the texts

were victimized and wronged by it.
