Summary.

SUMMARY
The period of the World War II, with its strain, abundance of
events, dramatic character and tragic consequences, has no equiva¬
lents in the history of Lithuania. The turbulent, really revolutionary
and at the same time dramatic events of
1939-1940
have determined
the destiny of Lithuania for many decades. The war has put its inimi¬
table mark on all the processes that took place in Lithuania during
those years. Evaluations of the processes, however, are much too con¬
troversial. The disagreements comprise a whole spectrum of issues:
starting from ones of general historical character
-
on nature and goals
of the World War II
-
and ending with assessment of specific events,
political forces and activities or behaviours of individual persons. Ac¬
tually, today we have two different histories» two diametrically op¬
posed concepts of evaluation of the period, and each of them lays
claims to the sole truth. In this book, the largest share of attention is
focused on events that are not widely described in historiography and
on those issues that up till now are evaluated controversially by soci¬
ety or covered one-sidedly. The author attempts to retreat from usual
ideological patterns and wants to look at the processes and events
taking place in Lithuania at the time not from isolated, narrow, ideo¬
logically or nationally tinted views of sectional interests, but in the
context of general-historical aspects of that international policy, which
was dictated by the two implacable sides
-
the Hitler's Germany and
its allies and the anti-Hitler coalition,
-
and their fight has deter¬
mined the course of entire further history and the fate of all the
humanity and Lithuanian nation.
Materials presented in the book allow making the following
conclusions:
1.
The World War II was unleashed by the Hitler's Germany.
Victory of national socialists in Germany started the course to¬
wards new global war. The plan for the global war was already
outlined in the Hitler's book
'Mein Kampf.
Later, after coming to
power, Hitler expanded and detailed the plan. Entire philosophy
and practice of the National Socialism was directed towards single
principal goal
-
to entrench in the World. According to military
authorities of the Hitler's Germany, victory in the war means "com¬
plete extermination of a defeated nation, its complete and final
disappearance from the scene of history". Such fate was destined
for the Lithuanian nation as well.

Lithuania became one of the first victims (after Czechoslova¬
kia) of the German aggression. The tearing away of Klaipeda from
Lithuania manifestly showed the value of conventions and com¬
mitments signed by the larger states. Germany bound Lithuania
with the help of various political and economical treaties. Nonag-
gression pact was signed as well, which virtually drew Lithuania
into German orbit.

Documents evidence that at the first half of the
1939
it was
still possible to restrain the German expansion and to stop the
world's roliing into new war. But this did not happen. Tripartite
negotiations among England, France and USSR on collective secu¬
rity treaty against the aggression, which were performed
Ín
spring
and summer of
1939,
have reached an impasse. Chamberlain's
England did not want such a treaty, and Poland refused to allow
Soviet troops passing the Poland's territory in case of German ag¬
gression. Result of the failure was the Molotov-Ribbentrop pact
of nonaggression. The World War II started, Lithuania, as it re¬
peatedly happened
ín
its history, again became an object of divid¬
ing up by the larger states
-
this time by the USSR and Germany.
Lithuania was transferred from German sphere of influence to that
of USSR. Stalin correctly assessed the Lithuania's geopolitical po¬
sition and did not bargain for price. Objectively, however, this fact
answered the needs both of Lithuanians and other nations living
in Lithuania
—
even if for temporary survival only.

When the World War II started, the main task for humanity
was annihilation of the Hitler's Germany and its ideology. Out¬
come of this fight should have determined the fate of civilisation
and entire human race, freedom and physical survival of nations.
These were extraordinary times. The tiger prepared itself for its
final leap, and decisions of nations were dictated not by legal acts
but by simple survival instinct and expediency of common fight
against Nazism. It is from these positions that the book evaluates
the treaty on mutual assistance of Lithuania and the USSR of

October
1939
and later revolutionary events in Lithuania. Down¬
fall of the A. Smetona's dictatorship was in line with interests of
Lithuanian people. In spite of all the negative aspects of incorpora¬
tion of Lithuania into the USSR, such a decision, under those par¬
ticular historical circumstances, was the only one possible
-
the
sole way for the Lithuanian nation to survive as a nation at least
temporarily, to preserve its statehood and sovereignty. This fact
had to be admitted even by the Lithuanian provisional govern-

ment.
Everything that assisted and stimulated the antifascist and
ant-Nazi fight during the war was historically progressive and met
the interests of all the progressive humankind and, consequently,
the national interests of Lithuania. And the other way around:
what helped the Nazis and impeded or prevented the anti-Nazi
struggle, was reactionary, dragged history back to the dark ages
and conflicted with national interests. There was no third way.

Orientation of Lithuanian national movement towards the
Hitler's Germany was its historical mistake. The Lithuanian Ac¬
tivist Front
(LAF),
established at the end of
1940,
attempted in
fact to transfer into Lithuanian soil the disastrous theory and prac¬
tice of National Socialism, and to spread hatred among nations,
anti-Semitism and racism. When German occupation commenced,
its members actively helped the Nazis to exterminate peaceful popu¬
lation, assisted in organising (and frequently organised themselves)
the pogroms against Jews and mass massacre of people, and were
characterised by extraordinary cruelty. The Provisional Govern¬
ment, announced by a handful of
LAF
members, actually was only
imitation of Lithuanian self-governance, a signboard of power, a
dead born child. Not recognised even by the Germans themselves,
it was despised and condemned by the democratic world as Nazis'
satellite government, at pains to cater the Nazis in every possible
way, and failing to understand that for the Nazis Lithuania or
Lithuanians did not exist, except the collaborators.

Having realised that the greatest threat to humanity
Ís
brought
no by communist Soviet Union but by Nazi Germany, the leaders of
western democratic countries were able to reject temporarily their
ideological disagreements, to overcome their anticommunist feelings
and to reach the only true conclusion: in order to defeat the Nazi
Germany, all the anti-Nazi powers had to be united, including the
communist forces, since it was not possible to gain victory in the war
without the help of the Soviet Union. The Lithuanian nation did not
have any interests different from those of entire global democratic
society. Its specific national aspirations could only be achieved after
reaching the main goal of the humankind
-
to destroy the Hitler's
Germany. Differently from the western democratic world, the policy
of national movement during the years of the war was determined not
by anti-Nazism but by anticommunism. The concept of 'two en¬
emies', as put forward by some members of the national movement,
was in its essence hostile to the people and antidemocratic, useful to
the Nazis only. Having rejected active fight against Nazis, the authors

of the concept directed actual struggle only against the soviet army
and soviet guerrillas, who remained being the enemy No.

during
entire war. This concept led the national resistance movement to a
deadlock and international isolation, it deprived the nation of any
development perspectives. The 'third way' announced by the 'Lithua¬
nian Front' was just a sweet self-deceit, a nice illusion, without any
actual foundations. Today's efforts to reanimate the concept of 'two
enemies' provide just a one more attempt to justify the pro-Hitler
course of the national movement under the veil of necessity to fight
against communism.

Aside the national movement, there also was another, antifascist
and struggling, Lithuania, which fought its desperate and bloody fight
against the German invaders. This fight took place both in the frontline
and in the rear. The two movements are incomparable with respect to
the scope of the fight, its dimension, self-abnegation and heroism,
and the losses suffered. Over
150
thousands of Lithuanian people
took part in the armed fight against the enemy. One resistance move¬
ment was international, a common democratic movement of all the
nations living in Lithuania, a constituent of the anti-Hitler coalition,
fighting for the sake of the real and then the only possible Soviet
Lithuania, for actual Lithuanian statehood; and the other movement
-
narrowly nationalistic
-
was fighting for interests of Germany and
not Lithuania, for a place under Nazi sun, in the New Europe created
by Hitler, without any consideration that this future Europe will
have no national states.

The period
oí
the German occupation was the darkest page
in Lithuanian history. Colonisation of Lithuania was started. The
Nazis plundered Lithuanian wealth and murdered its people. The
abundant community of Lithuania's Jews, with its rich history
and

thousands of people, was massacred. The Nazis extermi¬
nated Lithuanian culture as well and tried to destroy everything
Lithuanian. The tactics of 'manoeuvring' and 'compromises1 as
applied by the Lithuanian national movement in respect of Nazis
actually was a criminal policy of reconciliation. With the help of
the Lithuanian collaborators, Germans managed to arm over
80
thousands of Lithuanians for fight against the anti-Hitler coali¬
tion. The fight against soviet army actually meant the desire to
perpetuate the German occupation. Defeat of German army in
Lithuania not only cleared the way for future victory, but also saved
the Lithuanian nation from destruction and helped restoring ac¬
tual and not supposed statehood of Lithuania.
